Abstract

Around the world many countries have taken the initiative to encourage open data implementation. Policies are being developed and adapted as guidelines. The development is not seen to be balanced around the world because developing countries are still struggling with the formulation of usable policies and also the implementation. The question that needs to be answered is how comparing open data policies can help enhance the open data process. Another issue is whether or not a comparison is viable for the different characteristics of developed and developing countries. To answer this question a literature study is performed in the field of existing comparison frameworks and comparisons of e-government in developed and developing countries. From this study a framework can be derived to compare the open data policies of different countries and help overcome the difficulties that are faced in the open data process. Keywords : comparison framework, e-government, open data, open data policies, policy analysis

Abstract

Fear strategy has been widely used to approach and persuade the target audience in various road safety campaign messages in Indonesia. However, the factor of how the message perceived by each individual gives a challenge to the effectiveness of this strategy. This thesis examined the influence of perceiving of fear strategy messages in Korlantas Polri road safety advertisements, which aim to motivate younger audience using its resonances. The causal relationship between the strategy and how the message perceived was analyzed using the EPPM model (extended parallel process model) using path analysis. The data collection carried out on 85 privatevocational high school (SMK) students using the one-shot case study experiment design. The results showed that the perceived threats from the advertisement impacts and motivates the students to follow the recommendations from advertising messages, as mediated by an efficacy message. This only found in a group of students who have the resonance, while the other group who did not have the resonance can only be influenced by the message of efficacy. Abstract

This study discusses about information security awareness measurement of civil cervant. Assessment of information security awareness determined using Multi Criteria Decision Analysis (MCDA). MCDA method calculate the total value of some alternatives based on value and weight some criteria. The results showed that information security awareness’s level of civil servant in Government of Makassar is “avarage”. It means action probability required. Abstract

The Trend of e-commerce in Indonesia is growing and developing rapidly. It is driven from demographic trends that exist in Indonesia. If the electronic transaction business can be well managed business that will be a huge benefit to the economy. Currently e-commerce ecosystem in Indonesia is still unfavorable. One of the obstacles in electronic transactions, namely related payments. This problem arises because the consumer electronics business in Indonesia has yet to feel the ease and security in electronic transactions that affect their beliefs and attitudes. Related to this, online businesses have started offering payment solutions that enable customers. Therefore it takes an electronic transaction conducive ecosystem to support such solutions. In this case the Government is obliged to facilitate electronic transactions conducive ecosystem. In addition, the implementation of the strategy also needed institutional electronic certificate to encourage the growth Ecosystem transasksi Electronic System Operator reliability and performance as well as facilitate the Government in managing electronic certificate policy. This study aims to provide advice to the government in the form of an implementation strategy ecosystems electronic transactions. The study was conducted using Soft System. Results of this study provide advice to the Government related to the availability of infrastructure and institutional electronic certificates in electronic transaction systems ecosystem as well as focus on the enforcement of existing regulations.Keywords: Electronic Certificate, e-commerce, Soft System

Abstract

Demands for the establishment of good governance, accountability and transparency prompted the government for constantly making improvements and changes to create good governance, with the development of e-government. As a facilitator e-governmen’ success key, ICT assets would have to be managed effectively in order to be utilized optimally. Therefore, it is deemed necessary to conduct asset inventory study of ICT in the Ministry of Communications and Information Technology. The study was conducted quantitatively through a survey of person in charge in IT at 64 work units. The finding indicate that conditions in the dimension of ICT is still weak in policies, institutions and risks. As a recommendation, it takes the policy, strategy and leadership commitment to optimize ICT assets from the planning stage to the stage of extermination.Keywords: asset, e-government, inventory, ICT

Abstract

The development of communication and information technology has provided the audience a new alternative in news consumption, which is not only limited to conventional media e.g. newspaper, television and radio but also includes the internet based media. In order to access the mentioned internet based media, one needs the opportunity and capability to access the internet. The objective of this research is to describe the patterns of the society in terms of consuming news from conventional media and the internet, as seen from their different level of digital literacies. This research was being held with the perspective of post positivistic, using qualitative method through in-depth interviews with respondents categorized in the digital native, settler and immigrant. The result shows that the digital native society consumes more media based internet whilst the digital settler and immigrant, compared to the digital native, still intensely access the conventional media in striking comparison to the internet. The cross news consumption in the media is done as a complement for each other and to assure the truth of a matter. The pattern in news consuming is still influenced by their background and the environment they belong to. Keywords: News, Consumption, Conventional Media, Internet, Digital Literacy

Abstract

With the rapid development of technology, many people trying to catch up with that pace. This led many government agencies are utilizing technology, especially in the field of information technology to their business processes. So is Department of Industry and Trade of the Province of West Java, as an office that in charge of organizing and monitoring the flow of trade in West Java. Additionally,the institution has the task to monitor the price of nine basic (staple food) in the province of West Java. Currently, managing food prices can only be done by the admin in this case are employees of the institution. They have field officers who recorded the data directly from the market to get groceries price data. Then the data is sent to the admin and managed to put on the website. This has an impact on the length of time informing food prices to the public. Method development using SDLC with Prototype models. The application is divided into two : mobile applications and web applications that both use MySQL database. The Android mobile application platform that will be used by field personnel to input and process data reports food prices, PHP-based web application for creating document reports food prices. With the Android app for monitoring grocery prices based andoroid it will help employees to create data reports food prices in a timely manner. In addition, applications are built can be accessed by mobile field workers so that food prices data management processes can be performed directly in the market. Keywords: Food, Android, Web, Mobile

Abstract

Controversies news about the President Susilo Bambang Yudhoyono (SBY) becomes a contentious issue in the Indonesian media. This article describes and analyzes the framing of SBY verbally and nonverbally in the news of Metro TV and TV One during in 2013. This research uses framing analysis “Television News” model (Dunan & Adnan, 2013) and the inductive qualitative analysis with matrix method (Van Gorp, 2010). This study revealed three media perspectives are SBY as an individual, politician, and the president. News media broadcasting tend to bias and ambiguous when interprets SBY as the president who is also a politician or vice versa. Abstract

The role of television is hoped to increase the participation of the society in politics, since it has the power to reach remote villages. This research is intended to perceive whether the material/information in connection with the General Election could be comprehended and arouse the political participation of the society during the President’s General Election in 2014. The qualitative research which was implemented by performing a survey in Landungsari Village, Dau sub-district, Malang Regency, East Java, with the sample of 101 respondents, was able to reach a finding: the General Election messages conveyed on television had reached the respondents. Nevertheless, in enhancing the participation of the society in politics during the President’s General Election in 2014, persistent interpersonal communication by the society’s information agent is still required. Key words: Television, General Election, the participation of the society in politics
