Abstract: competition some areas as improving the quality of services and satisfaction of the people became the target of the government’s success in serving the community. Ombudsman to monitor the implementation of public service held by the organizer of state and government at both central and local levels including those organized by the State Owned Enterprises, Regional-Owned Enter-prises and State Owned Legal Entity as well as private entities or individuals who were given the task of organizing certain public services , The establishment of Ombudsman background for the empow-erment of people concerned about state administration, the implementation of the idea of democ-racy, and as a protection of the rights of community members. The apparatus of government, includ-ing the judiciary in charge of creating justice and prosperity. Abstract: This report aims to describe the role of non-state actors in international relations. Al-though classically international relations in the information era is still dominated by the relationship between countries, actors non-states increasingly play an important role, even capable of challeng-ing the state with super powers like the United States. Abstract: this study is the implementation of lesson study that tried to apply the method of debate in political sociology course. Lesson study activities use to three proccess, plan, do, and see. Debate methods purpose to develop the ability to think critically, rationally and creatively to address current issues of politic and citizenship. Through the application of the method of debate in the course, students examine issues of developing the interaction between state and society in the context of political communication. Learning debate practice speaking skills and behave intelligently so as to form a personal democratic and accountable. Through this lesson, learners have different readiness views and have the skills to resolve any issues and differences.Keywords: method of debate, critical attitude, skills of the students argued

Abstrak: this research was conducted with the aim to describe: (1) the stages of moral development of students grade students Pesantren Mahasiswa Al-Hikam Malang, (2) the analysis of the stages of moral development of santri mahasiswa Pesantren Mahasiswa Al-Hikam Malang.In this descriptive study, researchers sought to describe how the results of the stages of moral development santri mahasiswa of class IV. Through this type of research data that has been collected in the form of the results of the questionnaire moral dilemmas (DIT) Jamest Rest systematically arranged, accurate and factual.Research findings indicate that (1) the highest level of students are students in Law And Order level of 62.5%, (2) as much as 22.2% in stage Nice Girl and Good Boy, (3) the third largest stages are stages Social Contract which amounted to 12.5%, (4) Stages of Jamest Rest which serves as an internal check that Meaningless much as 2.5%.Keywords: stages of moral development, santri mahasiswa, Lawrence Kohlberg.

Abstrac : In order to implement regional autonomy based on Law No. 22 of 1999, that the granting of autonomy to the local city / county is based on the principle of decentralization in the form of autonomy, real, and responsible. Granting authority on the basis of the principle of decentralization, causing all fields are left to local governments in the implementation of an autonomous basically become the authority and responsibility of local city and county governments fully, both concerning the determination of policy, planning, implementation, monitoring, control, and evaluation. This study aimed to describe the factors that affect the implementation of regional autonomy and decen-tralization in the provision of recommendations for the implementation of decentralization in au-tonomy. The results showed that there are four variables that can explain the performance of the implementation of decentralization in the regional autonomy in the city / county, namely managerial aspects, aspects of Human Resources organization, aspects of bureaucratic culture, and ethics of public service.Keyword: decentralization, regional autonomy

Abstract:trade union established as a common goal ofworkers in obtaining life insurance and mutual prosperity. But in its development, trade unions met various obstacles both in the internal context where there are workers who do not want to join the union or the external context where the union is under pressure from the investors and the government. However, they are not desperate and trying to fight the goal. Furthermore, they struggle in perkembangannnya teryata not only the interests of the union but also the interests of the people in general such as issues of racial and class and gender gaps. This paper is expected to provide a historical consciousness of the reader in order to use the past as suggestions and lessons learned in designing a better future.Keywords: national movements, labor, human existence, humanism

Abstract:the voters who did not vote in the election (white group) legislature is still high. In 2014 the government gave rise to a new program, a program Volunteer Democracy (Relation). Relationships program is expected to create a positive awareness of the importance of the elections in the life of the nation. This study aims to determine the grounding performance, form the performance of “Relasi”, and the constraints faced “Relasi” in the implementation of legislative elections in 2014, especially in the city of Banda Aceh. The method used is descriptive qualitative. Source of data obtained through interviews and documentation. The subjects of the research is determined by purposive sampling method. The subjects in this study is one the group’s chairman and two members of the group of each segment. The results showed that the foundations of the program “Relasi” is the voter turnout tends to decrease. Mechanism of action of different used is adapted to the situation and the condi-tions required. Overall the entire relationship has been working in accordance with its function as an extension. Obstacles faced when socialization is the style, technique, time, and bounce. In addition to the mindset of the people who mostly do not have awareness about the importance of democracy.Keywords: volunteer democracy, legislative elections

Abstract:law, morals, and religion all three interact with each other and equally regulate human behavior. The law requires moral. The law does not mean much if not imbued with morality. Without morality, laws are empty. Therefore, the law must always be measured by moral norms. Legal product which is immoral should not be replaced when the moral consciousness of the community reached a mature enough stage. On the other hand, also need moral law. Moral will dreamily otherwise dis-closed and institutionalized in the society in the form one of them is legal. Religion and law are also interrelated and coloring, due to the existence of the law strengthens religious teachings and vice versa.Keywords: moral, religion, law
