Abstract

This paper examines the role of local press as institution that supports democracy in regional level, indecentralisation era. As an entry point, this paper uses the media coverage of Dana Keistimewaan in TribunJogja daily newspaper, a non-partisan press institution that established at post New Order era. UsingRobert Entman’s framing analysis, this research argues that consolidation of democracy has not yet fullyembedded at regional level. Local presspays too many att ention on technocratic administrative aspects, rather than democratic ones that may involve contribution of the people.

Abstract

Along with the issue of the increasing prosperity in many parts of the world, including Indonesia, the globaldevelopment agenda has been shift ed from proverty issues to sustainable development goals (SustainableDevelopment Goal’s or SDG’s) issues. Consecutively, to support this target achievement, the role of thebudget becomes very signifi cant, including the Transfer to the Region mechanism. Based on the analysis,the mechanism of the General Allocation Fund (DAU) has the potential to become a source of funding forenvironmental and ecological forestry. Ecological fi scal transfer mechanism can be manifested through theaddition of DAU allocation for the benefi t of environmental conservation and forestry. It also can be embodiedthrough the addition of environmental indicators and forestry in existing formulations of DAU.

Abstract

'The clash of civilizations' of Samuel Huntington and 'the end of history' of Francis Fukuyama are two grand theories that have been widely accepted as the most dominant narratives in post-Cold War international relations. Unfortunately, there have been little theoretical developments in today's world to predict the future of international conflict. The theory assumed that the furture international conflict will not occur between democracies and non-democracies as Democratic Peace Theory proposed, but between established democracies and emerging democracies. The established democracies reluctant to share their power with the emerging democracies on how to manage global order. This reluctancy will lead to political frictions and conflicts among them. In spite of its theoretical breakthrough, this theory suffers of logical inconsistency since it does not distinguish between emerging democracies and emerging powers. Instead of conflict among democracies, this article argues that international conflict in the 21st century will be dominated by asimetrical conflict between nation-states and radical movements, conflict due to information openess, and conflict over natural resources.

Abstract

The zoning is not as usual and natural issues but complicated processes that determines allowed andprohibited activities of resources user. From economic views, zonation could potentially take advantagesand disadvantages, and socially it create a confl ict as consequence of limited accesses. This research asqualitative research aims to observe zones utilization and it impacts to marine resource users in Bali BaratNational Parks (BBNP). The results show that utilization of marine zoning in BBNP is to ecology-biology protection, tourist and fi sheries with resources user namely Boarding of BBNP, tourist company and fi shers. Zoning results in regulating user activities including limited activities.

Abstract

Decentralization and granting broad autonomy to the local government open the space for the continuity ofpolicy innovation. This study is important because not all regional heads could do it. There are many partiesinvolved and interested in the process. This study explores the behavior of regents to build awareness andmindset (unfreezing) to various parties. The magnitude of opportunities to innovate is largely determinedby regent ability to perform the process of unfreezing. The fi ndings indicate a regent’s eff ort in buildingrelationships with various parties, especially the power of the bureaucracy, parliament and society (thepublic) in the process of unfreezing ie melting of the ice or the awareness of the need for change (innovation). Those are Strategies to encourage and initiate innovation to anticipate the bureaucracy, which is building a coalition with the community to deal with the inert bureaucracy.

Abstract

This paper discusses the emergence of social movements To Pulo with the issue of a new government and thedevelopment of the New Order. Today, the issue is increasingly disappearing in local political discourse inKepulauan Selayar. This paper will explore how these things to happen to focus on the political disorientationand why the role of intermediary actors To Pulo weakened middle class. To explain this case, the use of socialmovement theory perspective of social identity theory and case study research method. The purpose of thispaper to describe a social movement To Pulo by answering questions; how To Pulo social movements?; Whydid political disorientation inside could be happened?; Why did middle-class intermediary role fi zzle?. The conclusion is the disorientation caused by the absence of a strong commitment. And the weak role of the intermediary is caused by internal confl icts To Pulo.
