Abstract

Decentralization and granting broad autonomy to the local government open the space for the continuity of policy innovation. This study is important because not all regional heads could do it. There are many parties involved and interested in the process. This study explores the behavior of regents to build awareness and mindset (unfreezing) to various parties. The magnitude of opportunities to innovate is largely determined by regent ability to perform the process of unfreezing. The findings indicate a regent’s effort in building relationships with various parties, especially the power of the bureaucracy, parliament and society (the public) in the process of unfreezing ie melting of the ice or the awareness of the need for change (innovation). Those are Strategies to encourage and initiate innovation to anticipate the bureaucracy, which is building a coalition with the community to deal with the inert bureaucracy.

Abstract

Permasalahan Pekerja Migran Indonesia (PMI) sangat kompleks, sejak berangkat bekerja, saat bekerja dan setelah pulang. Baik yang menyangkut permasalahan administratif, permasalahan teknis, permasalahan hukum, sosial, ekonomi dan jaminan masa depan.  Permasalahan yang menyangkut dengan keluarga yang ditinggalkannya mulai dari pengasuhan dan pendidikan anaknya. Permasalahan tersebut ada yang berada dalam wilayah tanggungjawab Pemerintah Pusat, Lembaga Perwakilan Negara Republik Indonesia di luar negeri (Kedutaan Besar RI),  Pemerintah Daerah baik Propinsi dan Kabupaten/Kota sampai pemerintah Desa, bahkan pihak swasta. Semua itu memiliki dampak, peran dan tanggungjawab masing-masing yang tidak bisa disepelekan. Ada banyak artikel yang telah mengungkap permasalahan tersebut, bahkan mengkritisi tentang lemahnya peraturan yang mengaturnya. Dengan dikeluarkannya UU No 18 Tahun 2017 tentang Pelindungan Pekerja Migran Indonesia, tampaknya memberikan harapan yang lebih baik. Namun yang menjadi pertanyaan adalah bagaimana bentuk model pelindungan dan pemberdayaan pekerja migran tersebut. Apakah sudah dapat menjamin peningkatan yang lebih baik dari sebelumnya. Bagaimana langkah selanjutnya agar dapat dirasakan oleh para pekerja migran Indonesia. Sejauh mana kepedulian dari Pemerintah Daerah dalam menjalankan tugas dan tanggungjawabnya. Tindak lanjut seperti apa yang harus dilakukan oleh pemerintah daerah dan desa. Kajian ini merupakan tinjauan yuridis yang bersifat legalitas formal dengan metode kualitatif  yang bersifat analitis interpretatif. Yaitu menganalisis secara terbuka yang diikuti dengan menginterpretasikan secara obyektif yang menyangkut model pelindungan pekerja migran Indonesia yang diatur dalam UU No 18 Tahun 2017. Analisis data menggunakan cara  interpretatif dengan tujuan untuk menemukan model pelindungan pekerja migran yang lebih humanis.

Abstract

Innovation policy, as long as it's better understood as a question of the ' novelty ' of ' acceptance ' which is characterized by more emphasis on technocracy. Ironically, because of the novelty side more noteworthy, then the sustainability of innovation does not well anticipate, and the ability of innovators to bequeath the institutional innovations are not social interactions social theories are available. This study intends to reveal the problem. Obviously, the emphasis on aspects of technocratic in the discussion of the innovation of the political dimension of innovation not well intention. Examine this can only be done in a descriptive-exploratory with the intent to excavate and interpret objectively illustrates the real conditions against the practices of innovation policy. This study focuses on innovation policy in the field of service permissions in Sragen. Data were taken from interview Governors, bureaucrats, Board members and various parties concerned. Data analysis was performed with two methods at once, that triangulation and interpretive. The study of this download argument that in order for successful policy innovation that is acceptable and continues (internalized) innovators must build relationships – power with various parties. It is recommended to researchers subsequent to review again the form and relation to other models in a variety of bureaucratic innovation that results can provide input to the head area.

Abstract

Program Ipteks bagi Wilayah (IbW) Kecamatan Ngebel kabupaten Ponorogo diajukan bertujuan untuk meningkatkan taraf hidup masyarakat disekitar Sumber Air Panas Tirto Husodo, Universitas Muhammadiyah Ponorogo sebagai perguruan tinggi di kabupaten Ponorogo yang berdiri sejak tahun 1986, dan telah secara kontinyu melaksanakan catur dharma Perguruan Tinggi (Pengajaran, Penelitian, Pengabdian pada Masyarakat, dan Al- Islam Kemuhammadiyahan) memandang perlu untuk tampil sebagai akademisi untuk mengkonsep kecamatan Ngebel kabupaten Ponorogo sebagai tempat pariwisata yang tidak kalah dengan obyek wisata lainnya, melalui program Ipteks bagi Wilayah yang digulirkan oleh Dikti. Permasalahan mitra  yaitu: kesadaran untuk mengembangkan potensi wilayah menjadi desiminasi wisata masih belum optimal, sinergi pokdarwis dan pemda belum terbangun,dan kurangnya optimalisasi pengembangan wilayah berbasis potensi alam, dan  SDM. Motode yang digunakan untuk menyelesaikan masalah di antaranya: membentuk Pokdarwis, melakukan pendekatan dengan Pemda Ponorogo dan dinas pariwisata kabupaten Ponorogo, melakukan sosialisasi program IbW, perencaan pembuatan pemandian air panas, promosi, dan realisasi pembuatan pemandian air panas. Hasil kegiatan IbW tahun pertama, di antaranya: terbentuknya Pokdarwis, pemanfaatan sumber air panas lebih optimal dan berdaya guna, meningkatnya pendapatan masyarakat sekitar dengan adanya pengunjung ke pemandian air panas, peran pemerintah daerah kabupaten Ponorogo dalam upaya meningkatkan pendapatan asli daerah dari sector pariwisata dapat terwujud.

Abstract

The tourism development strategies are important to support the existence of tourism in the future which is one of the supporting sectors of the economy. In Ngawi Regency, East Java Povince, the tourism development strategy is carried out by the Ngawi Regency Tourism, Youth and Sports Office. This institution was formed to support the Ngawi Regency government in the fields of tourism, youth and sports. This research was conducted to find out the tourism development strategy in Ngawi Regency and the obstacles and supporting factors in the process of implementing the tourism development strategy in Ngawi Regency by the Ngawi Regency Tourism, Youth and Sports Office. This research is a qualitative descriptive. Data were collected through interviews, observation and document study. Informants were selected purpsosively. Tringulation has employed for data validation. Data analysis is carried out through the process of data reduction, data presentation, and data conclusions. The results show that the tourism development strategy in Ngawi Regency is carried out through brandin/promotion, human resource development, and inprovemnet and management of the tourism facility and infrastructure. In addition, there are factors supporting the development of Ngawi tourism, namely the quality and quantity of sufficient employees, the existence of many events, the support from other parties, and sufficient funds. Meanwhile, the existence of tourism in other areas is a challenge in developing Ngawi tourism.

Abstract

Dahulu Ponorogo terkenal dengan batiknya. Generasi penerus pembatik yang tersisa, kondisinya banyak dari keluarga kurang mampu atau prasejahtera. Untuk melestarikan batik Ponorogo dan memberdayakan masyarakat juga untuk memberikan lapangan pekerjaan, melalui Program Kemitraan Masyarakat ini mereka berkeinginan untuk merintis dan mengembangkan kembali batik khas Ponorogo tersebut. Metode yang digunakan, adalah pelatihan dan pendampingan. Mitra dilatih tidak hanya ketrampilan membuat batik tulis, namun divariasikan dengan batik cap dan batik ciprat. Mereka dilatih dan diberi beberapa bentuk variasi model perpaduan batik antara tulis dan ciprat juga antara tulis dan cap, dan filosofi dasar pewarnaan. Program ini memperoleh tanggapan bagus, mereka antusias belajar sampai melampaui waktu. Setelah menyaksikan langsung hasilnya, pemerintah Kelurahan meminta mereka untuk dibuatkan batik seragam bagi perangkat dan ibu-ibu PKK (Pendidikan Kesejahteraan Keluarga) dengan dibantu bahannya. Untuk keberlanjutan dari program ini akan dilakukan pendampingan secara intensif dari Universitas Muhammadiyah Ponorogo bagian Kewirausahaan. Dibentuk kelompok dan kepengurusan sehingga mereka dapat belajar bersama dan bermitra dengan pengusaha batik dalam menerima pesanan pekerjaan. Jangka panjang diharapkan kelompok ini dapat memproduksi batik secara mandiri atau berkelompok. Dengan begitu maka dapat menambah pendapatan keluarga mereka. Disisi lain juga melestarikan batik tulis sebagai salah satu produk unggulan Kabupaten Ponorogo.

Abstract

This study aims to analyze the art of kebo bule as broadcasting Islam in Sukosari Village, Ponorogo Regency. Data collection techniques used were in-depth interviews, observation, collection and documentation. The research subjects were the heads of the Caucasian arts community, religious leaders and the community. The objects of this study are experiments, concepts, places and activities. steps and data analysis using the Spradley (2016) model are (1) domain analysis, which is to get a general picture of the attractions visited. Look for some observations with grandtour and minitrour; (2) Taxonomic analysis, which is choosing the appropriate domain to be described in more detail, to know the internal structure, and is done with focused observation. (3) Componential analysis finds specific features in each structure by contrasting the elements carried out by interviews and selected observations, and (4) analysis of cultural themes, namely finding relationships between domains that are used together to use themes or titles. The results showed, (1) the art of kebo bule in Ponorogo has historical roots in the emotional connection between Ponorogo and the Keraton Surakarta; (2) the art of kebo bule is a way to preserve local culture of Ponorogo which has historical value; (3) Islamic da'wah media through the art of kebo bule carried out through the performance of the designation, the content of the songs accompanying the arts, Islamic tausiyah, and (4) collaboration of art that combines Javanese art, Reog art, Middle Eastern art, Chinese art, and Balinese art.

Abstract

Abstract The ratification of the Regulation of the Minister of Education, Culture, Research and Technology number 30 concerning the prevention and handling of sexual violence in universities has become a legal protection platform for sexual violence. Sexual violence is rampant lately. As a tertiary institution that aims to become a university that excels in mastering science, technology and art based on Islamic religious values, it is appropriate that the Muhammadiyah University of Ponorogo make this ministerial policy an obligation that must be immediately realized in the campus environment. However, in its implementation, until now there has been no progressive step as a form of follow-up or implementation. The purpose of this research is to analyze the policy of the minister of education, culture, research and technology (Permendikbud). The researcher uses a qualitative descriptive approach, with a research process that seeks to investigate, and find social phenomena to further describe them thoroughly and complexly so that narratives can be presented with detailed reports according to the perspective of the informants. Then to collect data in this research using interviews with sources such as the Head of BAMA, and the Chair of the DPM. The results of the analysis that have been carried out are that there is no decision or policy from the University of Muhammadiyah Ponorogo regarding sexual violence as a form of implementation of this Permendikbud. Keywords: policy analysis, Permendikbud Ristek Number 30 of 2021, University of Muhammadiyah Ponorogo Abstract Pengesahan Peraturan Menteri Pendidikan, Kebudayaan, Riset dan Teknologi nomor 30 tentang pencegahan dan penanganan kekerasan seksual di lingkungan perguruan tinggi menjadi wadah perlindungan hukum terhadap kekerasan seksual kekerasan seksual yang sedang merajalela belakangan ini. Sebagai perguruan tinggi yang bertujuan menjadi universitas yang diunggulkan dalam menguasai ilmu pengetahuan, teknologi serta seni yang berlandaskan nila-nilai agama islam sudah selayaknya universitas Muhammadiyah Ponorogo menjadikan kebijakan menteri ini sebagai kewajiban yang harus segera direalisasikan pada lingkungan kampus. Akan tetapi dalam penerapannya, hingga saat ini belum ada langkah progresif sebagai bentuk tindaklanjut atau implementasinya. Tujuan dari penelitian ini adalah menganalisa kebijakan menteri pendidikan kebudayaan riset dan teknologi (Permendikbud) tersebut. Peneliti menggunakan pendekatan deskriptif kualitatif, dengan proses penelitian yang berusaha untuk menginvestigasi, dan menemukan fenomena-fenomena sosial untuk selanjutnya menggambarkan secara menyeluruh dan kompleks sehingga dapat disajikan naratif dengan laporan yang terperinci menurut sudut pandang narasumber. Kemudian untuk menghimpun data pada riset ini menggunakan wawancara kepada narasumber seperti Ketua BAMA, dan Ketua DPM. Hasil analisis yang sudah dilakukan adalah belum adanya keputusan atau kebijakan dari pihak Universitas Muhammadiyah Ponorogo tentang kekerasan seksual sebagai bentuk implementasi Permendikbud ini.
