Abstract

The article offers an elaborate discussion on multiculturalism as collective identity, state (or public) policy and social fact. As a collective identity, multiculturalism implicates to diversity in cultural practices and how this cultural construct contribute to social and political process which in turn affect state policy formulation. As a policy, multiculturalism is a form of protectionist policy to maintain diversity in collective identity within a nation-state. As a social fact, multiculturalism is adoption of cultural and social diversity in day to day life. The article endeavors further chances of multiculturalism as an ideology becoming a national identity within the sphere of state policy. However, practices of multicultural policies, as argued here, are often disguised by a form of cultural hegemony as there are discriminatory political practices toward certain ethnic groups.

Abstract

The main responsibility of environmental journalism is to ensure that the mass media as the primary source of public information do its duty to publish their environmental issues so the public can clearly understand and realize the condition of their environment. When there is an environmental issue, either natural disasters and environmental damage caused by human activities, media is also required to have foresight in focusing on the main cause of the disasters, environmental mitigation, and rehabilitation that can be pursued. By taking the case of published investigation of Jawa Pos about the environmental disasters of hot mud flow in Brantas Block, East Java, this article explores how the practice of environmental news coverage should be done by the mass media in Indonesia. Using the methods of textual analysis, the author tries to gain an insight of how the Jawa Pos journalists comprehend and process the news of the hot mud flow.

Abstract

Mediatization has become more relevant in exploring relations between media and politics in post-Suharto Indonesia. However, the media's roles as the fourth estate of democracy has been hijacked by wealthy politicians and political parties. As a result, most mainstream media have failed to enhance public dabates democratically. Abstract

This paper examines the role of local press as institution that supports democracy in regional level, indecentralisation era. As an entry point, this paper uses the media coverage of Dana Keistimewaan in TribunJogja daily newspaper, a non-partisan press institution that established at post New Order era. UsingRobert Entman’s framing analysis, this research argues that consolidation of democracy has not yet fullyembedded at regional level. Local presspays too many att ention on technocratic administrative aspects, rather than democratic ones that may involve contribution of the people.

Abstract

The attempt to question the legitimacy of President Abdurrahman Wahid has led to reemergence of the idea of having a direct election for the filling the President post, instead of having an indirect election, namely through the People's Consultative Assembly (Majelis Permusyawaratan Rakyat or MPR). This article rejects the idea of engaging in a constitutional reform on a reactive for a short terms interest. If we are committed to have a direct election for recruiting president, we have to do it thoroughly and comprehensively based on a well-chosen design. For that purpose, this article outlines some mechanisms for direct election for the president. We have to decide which mechanism fit to Indonesian political life. More whichever mechanism we choose it has to fit with the idea of establishing check and balances.

Abstract

This article aims to narrate a series of peaceful campaigns conducted by Papua Peace Network (PPN) for Papua Peace Land. This informal network consists of several groups of civil societies, such as religious organizations, ethnic groups, NGOs, and academicians. The PPN has some objectives that are to connect conflicted groups in Papua land, and to help both Papuan people and Indonesian government preparing an inclusive dialogue. This article results from research between 2013 and 2017. The data collection used observation of peaceful campaign of PPN, interviews, and archival research. This research shows that although a series of peaceful campaigns have been conducted by PPN both at the national and local levels between 2013 and 2016, but political violence still increases in Papua land. On another side, the national government only focuses on social and economic development issues, in particular, infrastructure projects, instead of political issues. Government officials involved in peaceful campaigns conducted by PPN had no power enough to implement some peace recommendations due to the national government has no a roadmap to resolve the conflict between Jakarta and Papua peacefully. The article argues that a continuously informal communication between conflicted parties is a necessary condition, but it is not a sufficient condition to create a positive peace. Therefore, the National Government is strongly suggested to implement an inclusive national dialogue with Papuan people.

Abstract

Environmental issues have been largely discussed in development discourse since early 1970s, which have led to the idea of Sustainable Development. Despite of its importance, the debate on environment has been occupied by a tendency to put ‘nature’ and ‘human’ as well as ‘crisis of nature’ and ‘crisis of justice’ in static dichotomies. This article challenges this idea by arguing that the most central matter in environment and development discourses does not lie on ‘human’ and ‘nature’ per se but on the relationship between the two. The challenge of sustainable development is to continuously redefine relationships between human and nature. Using analytical frameworks of Dryzek (1997) and Nygren (1998) this article emphasizes the articulation of discourse repertoires by drawing on a case study among Indonesian environmental Non-Governmental Organizations (NGOs). This study finds out that Indonesian environmental NGOs often incorporate elements of various discourses. This phenomenon shows that environmental NGOs actively involve in the process of negotiation to redefine new borders of sustainable development in Indonesia.

Abstract

This article seeks to describe the results of the research with the topic of developing a model of governance of natural resources at the level of the rural communities involving community participation, both in terms of production, distribution aspects, and aspects of the control of the factors of production. By taking the case of the village Nglanggeran, it sought to create a model of governance “alternative” in the failure of the model of “state” and “market” in protecting people’s socio-economic interests of the community from systemic poverty and the threat of sustainable ecological environment. The experience of developing governance of a natural democracy in this village is expected to illustrate the potential, problems and alternatives completion faced by communities in improving the welfare in a fair and equitable manner.
