Abstract

The transformation of government from centralized toward decentralized system also should be followed by social reforms so that life in public spaces more conducive to the realization of civil society. Building civil society is basically the reverse mainstream policy processes that had been top-down nature of state power to the citizens, transformed in order to create process flows are sharing from the residents as actors who take an active part in public spaces to the policies issued by state power. It’s required the participation of citizens in public life with reference to shared values on the basis of freedom of the press. This paper discusses how the meaning of freedom of the press in the regional autonomy.

Abstract

Mass media and jurnalism in Indonesia has been insensitive the notion of gender equality. Such insensitivity is apparent given: (1) the way journalists present fact, (2) the posision of media, (3) the position of journalist, and journalistic product. In order to improve the sensitivity, this article outlines what to be done ang how to do it.

Abstract

Paper ini membahas tentang kelompok kelas menengah Tionghoa Indonesia di Kota Solo Propinsi Jawa Tengah. Berbasis penelitian etnografis, tulisan ini menggali bagaimana kelas menengah Tionghoa Indonesia meredefinisi peran dan identitas mereka. Dengan mengambil tiga aspek sosial, yaitu ekonomi, pendidikan, dan agama, tulisan ini mencoba melihat dinamika sosial masyarakat etnis Tionghoa pada rezim Suharto dan sesudah reformasi.

Abstract

Along with the issue of the increasing prosperity in many parts of the world, including Indonesia, the globaldevelopment agenda has been shift ed from proverty issues to sustainable development goals (SustainableDevelopment Goal’s or SDG’s) issues. Consecutively, to support this target achievement, the role of thebudget becomes very signifi cant, including the Transfer to the Region mechanism. Based on the analysis,the mechanism of the General Allocation Fund (DAU) has the potential to become a source of funding forenvironmental and ecological forestry. Ecological fi scal transfer mechanism can be manifested through theaddition of DAU allocation for the benefi t of environmental conservation and forestry. It also can be embodiedthrough the addition of environmental indicators and forestry in existing formulations of DAU.

Abstract

Keputusan untuk menyelenggarakan pilkada serentak yang diadakan pada tanggal 9 Desember2015 merupakan bagian dari diskursus besar untuk memperbaharui sistem pemilu sehingga sistem itu paling sesuai dengan Indonesia dan khususnya mampu menjawab berbagai isu khususnya terkait dengan efisiensi dari segi pembiayaan pilkada dan efektifi tas penyelenggaraan pilkada. Diskursus pilkada yang muncul di akhir 2014 penting untuk melihat bagaimana diskursus itu telah didiskusikan menyeluruh khususnya berdasarkan fakta bahwa ada banyak pemimpin lokal yang mempunyai kualitas rendah yang dihasilkan oleh pilkada yang diselenggarakan secara langsung. Kajian ini akan mengupas intervensi penyelenggaraan pilkada langsung, dengan memperhatikan kemampuan sumberdaya daerah, kemampuan keuangan dan pelaksanaan pilkada di lapangan. Tulisan ini mengisyaratkan perlunya intervensi baik regulatif maupun teknis agar pilkada yang diselenggarakan di daerah dengan beragam kondisi tersebut dapat menghasilkan kepala daerah dan wakil kepala daerah yang lebih berkualitas.

Abstract

This paper aim to understanding a tranformation of deliberative democracy installation in Indonesia. The measure of succestfully democratic society based on two tradition, first from liberal society and second, from communitarian society. This paper claim that deliberative categorized are sufficiently in Indonesian politics and have a good modality, This paper explored a local modality called permusyawaratan (deliberated) and perwakilan (representation) and comparison that with universal terms which came from western tradition. The main focus is political system which deliberative democracy making a good home ground. Especially in structural context in Indonesian state body.

Abstract

This work is an analysis of Giddens's thinking on nation-state. It is a discussion of correlation between state, society and modernity. Modernity, in his analysis on nation-state, is placed as the important stand point for the understanding. Modernity itself has four institutional dimensions: heightened surveillance, capitalistic enterprise, industrial production and consolidation of centralized control of the means of violence. None is wholly reducible to any of the others. Two key questions will be answered by this study. First, what is modernity? How does it work? Second, what is nation-state?Whatapproach did Giddens use for analyzing nation-state? How does nation-state work in the frame of modernity? This work tries to answer all questions above. It is addresses to explore historical problematical reasons of his study on nation-state and then describe its characteristics. The most important thing, it is intended to analyse relationship between state, society and modernity in the development of nation-state.

Abstract

The number of voters is an essential element in the legitimacy of a democratic regime. There are various factors that may influence voter turnout in elections; among other factors particularly is electoral management in voter’s registration. The problem of voters' data has always been a scourge in every general or local election due to poor population data management in Indonesia. Hence, the General Elections Commission (KPU) responded to this issue with a number of policies to increase the number of voter participation in all elections, especially for those who have not been registered properly. The Commission made a specific regulation to allow voters who were not registered in the voter lists (DPS) to use their ID card (KTP) or other legal documents in voting. This study used qualitative methods in five regions in the South Sulawesi Province that conducted the 2015 local election. This study explores the dynamics of voters using ID card or other legal documents by identifying their reasons and characteristics in using KTP as well as examining the responses of the local election institutions regarding this policy. This condition tends to apply to countries in the transitional period of democracy where the electoral administration system has not been properly regulated. The causes include the failure of administrative systems of management and population data collection with e-KTP card system in Indonesia.

Abstract

This article explores the Chinese and Japanese energy relationship by describing changes in the Chinese energy situation as a starting point. The article breaks down that the strength of the Chinese domestic energy since the 1970s and the decade of the 1980s make the country’s independent in energy and become the largest oil exporter country, especially to the energy poor neighbor, Japan. However, entering the decade of the 1990s or the end of the post-Cold War era, the situation changed drastically when China faces the energy crisis. The change status bring a wide range of implications for Japan and influence the bilateral energy relations of the two countries, which tend to be ambivalent or ambiguous, between energy cooperation and the potential of conflict. As main purpose of this paper is to identify which energy issues are a direct influence on the behavior of the interaction between China and Japan and as knowledge contribution in understanding the issues of energy itself and the Sino-Japanese relations as a whole. The main assumption of this article is that the energy security factor is a very important issue and significant in shaping the nature and pattern of Sino-Japanese relations, because it raises consideration of national interests and national security of both countries, particularly in the present and the future.
