The impact of labor mobility on rural development has received considerable attention from scholars and planner. On the one hand, some scholars and urban planners believe that labor mobility has negative effects on rural development partly it result in a cause lack of human resources to support regional development activities. In addition, they believe that rural-urban migration has created problems, such as unemployment, the spread of informal activities, poverty, and other social problems. This article aims to scruntinize more closely Jean Baudrillard work on media reception. This work is important because Jean Baudrillard is one of the most stimulating and provocative contemporary thinker. In his views, similar in some respects to John Fiske's , consumers (audiences) do resist the media. Far from claiming that media reception is passive and alienated, Baudrillard sees in some reception a resistive response to the media. When understood in the light of media reception perspective, both Baudrillard and Fiske have significant contributions to making the theory of mass communication.

This article aims to describe a model of a robust adaptive system which suits the context of situation in Indonesian as an archipelago, as well as developing and democratic values-based country. It mainly focuses on how the autopoetic mechanism in Indonesian television broadcasting system is. Autopoetic mechanism is self-reference orientation. The process in which the system orient to reduce their problem by building the internal structure to cope with it. The research process was done in 2014 until 2016. Methods applied in this research is qualitative research. Several methods that were employed are observation, in-depth interview, and focus group discussion. It would be measured and analysed with three aspects: communication, temporal and differentiation aspect. The findings suggest that building a robust system means establishing a “strong and adaptive” broadcasting system in Indonesia that strengthens each sub-system in the Indonesian broadcasting system in order to capture what the public demands. In this level it takes a comprehensive view of the decision-makers to design a broadcasting system that continues to answer the demanding environment through its communication function, growing temporal through continuous evolution and develop functions through a process of differentiation. If these three functions can work continuously, Indonesian broadcasting system will be stronger and more adaptive with their complex external environment. The main argument of this paper is Indonesian Broadcasting System faces a very complex environment television, however their adaptive and autopoetic mechanism is still weak to cope with the challenges.

After the 2010 Mount Merapi eruption, the people of Watugajah Village, Magelang District, Central Java Province, were conducted to relocate from their hometown. The resettlement programme was implemented as part of post-disaster governmentality means with birocratic rationality on disaster-prone zone. Governmentality is “an att empt to regulate people through calculated means” (Li, 2007: 275); “the techniques and procedures that undertakes to conduct individuals throughout their lives by placing them under the authority of a guide responsible for what they do and for what happens to them” (Foucault, 2003). Based on an empirical research in Watugajah and several secondary data from various sources (news and programme handbook), this article examines a research question: how the contestation among the actors in Watugajah happened to the case of the people’s denial of the relocation in the context of Mount Merapi post-disaster? This article shows an inquiry that the denial is not a part of an antipathy to the governmental authority. Instead, people show both their self defence positioning to get the bett er life based on their own reason as well as their tactical positioning to be head-to-head with the programmes, aids, and the policies derived from various sides.
