Abstract

Tulisan ini berisi diskusi konseptual mengenai posisi Komunitas Intelijen Daerah (Kominda) dalam kerangka desentralisasi di Indonesia. Sebagai instrumen pendukung kerja pemda,Kominda berkontribusi membantu mewujudkan pemerintahan yang kondusif. Meski demikian, Kominda belum menjawab tuntutan desentralisasi agar pemda bisa mewujudkan pemerintahan yang demokratis. Perlu pemahaman yang lebih mendalam mengenai paradigma baru sektor keamanan, bahwa kehidupan demokratis dan kebebasan berpendapat merupakan aspek yang harus ditunjang oleh pemerintah, termasuk lembaga keamanan yang mendukungnya.

Abstract

As an agrarian country, Indonesia needs to develop its agricultural products. Related to this, the Indonesian farmers have signifcant roles on the development of agriculture in Indonesia. Nonetheless, previous agricultural policies have failed to obtain the goals. Another consequence befell to the farmers that have been marginalized. To respond the problems, a new agricultural policy needs to be created. This article show important considerations to establish the new pro-farmer agricultural policy in Indonesia

Abstract

Democratization in Southeast Asian countries is often perceived as transforming the countries into a kind of Western liberal democracy. By using Indonesian case, this paper, however, shows that this perception does not reflect current complexities in political arena. The transition to democracy in Indonesia has both the elements of modern and traditional political cultures and institutions. The paper suggests that democratization is better seen from the process of adaptation and hybridization of the modenrn and traditional aspects of Indonesian politics.

Abstract

Rubber is a type of plant that has been cultivated by the people of Indonesia for long a time. Until now, farmers have become the largest party to cultivate rubber in Indonesia (85.10%) and contribute greatly to the nation’s economy, but are still far from prosperous. Rubber products produced by farmers are priced cheap so that they incomes are very small and create income inequality. As an export commodity, rubber is highly dependent with overseas which determines the price. In this context, the government through the bureaucratic system serves to produce a series of innovative-solutive development program in order to keep the people from the negative impacts of globalization. This effort can be run by the government with adopting The New Public Service Paradigm as part of efforts to better public services for the people. It is implementation in the form of domestic rubber needs priorities, bringing the industry to the center of rubber, training of rubber farmers, and improvement of transportation infrastructures.

Abstract

Community-based forest management (CBFM) is a popular concept in many countries, covering over 400 million hectares worldwide. In Indonesia, CBFM is viewed as an important component of the forestry sector with the government’s goal to establish 5.6 million hectares of CBFM by 2011 (twice the area of industrial plantation forests). The Indonesian government is pursuing CBFM as a strategy to reduce deforestation of tropical forests, to alleviate poverty in rural communities, and to contribute timber supplies to the processing industry.There has been a belief that CBFM can lead to a physical and socio-economic transformation at the local level. However, in practice, especially in Indonesia, this claim appears problematic because in over 35 years since it has been officially introduced it does not appear to have contributed significantly to address the problems of deforestation and rural poverty.Despite the government’s ambitious goal for CBFM, there are several challenges, for instance the entrenched poverty of many rural communities and inconsistent and unsupportive policies of CBFM at the national, provincial, and local government. This paper is intended to explore, discusses, and criticize the implementation of CBFM policies in various countries and in particular in Indonesia. This paper also aims to explore its challenges in the future development in Indonesia.

Abstract

Terrorism has become a real challenge to democracy. Despite all the costs it brings, however, measures to handle terrorism until the very recent times are less effective. Defensive measures are sometimes oversupplied while more aggressive ones are undersupplied. Both measures fail to reveal the very essential question of terrorism. Therefore, there needs to be an alternative way of looking at terrorism. Here, terrorism can be captured as an institutional problem at both national and international level. In this stance, terrorism can be put into democracy discourse where democracy is assumed to provide both incentive and constraint to terrorism. In such framework, democratic consolidation is urgently accomplished for terrorism to be eliminated from the society. Such measure is much more reliable and sustainable as it attacks the central question of terrorism in three areas concomitantly: institutional, behavioral, and performance aspects. Once these three aspects are realized, democracy will be the only game in town which consequently can eliminate terrorism.

Abstract

The eruption of Mount Sinabung in Karo district of North Sumatera has continued on and off since 2010. A contingency plan is needed to reduce the risk of disaster. The purpose of this research is to find a disaster communication model in community-based disaster risk management through Sinabung Eruption Contingency Plan of Karo Regency, North Sumatera Province. This research applies the concept and models of community-based disaster management. The research objectives are to make a disaster risk management model based on the community as a contingency plan for Sinabung. A qualitative method is used by the researchers to finish this paper. This research is held in risk area of Mount Sinabung, Karo, Sumatera Selatan. The object of this research is the ability of government, non-government, and also society as actors of concept and models of community-based disaster management communication. The researchers analyze the program and the competency of the actor concept and the models of community-based disaster management communication. The result of this research is a disaster communication model in community- based disaster risk management through Sinabung Eruption Contingency Plan.

Abstract

In the midst of direct election of public officials era (in Indonesia was marked by legislative elections/ includes regional representatives, election of president and vice president in 2004 and local elections since 1st June 2005), modern political communication relies heavily on the media to carry the political messages, mainly advertisements regarding themselves and the candidate program. The question then, when the media in Indonesia began to complement their roles, in accordance with the flow of media performance, media responsibility, media accountability, to the concept of role in the democratization of media (Media for Democracy monitor). With a starting point on these concepts, this paper tries to take some cases and the phenomenon as a discussion of earlier atempts to highlight how the media do its part in full and should be systematic.

Abstract

Local bureaucracies has been marginally improved its performance in delivering public service, even though they have been granted with wider autonomy and bureacratic reform has been taking place. Women bureaucrats are not significantly improving the quality of public service as their attitude remain ambivalence, given the persitence of patriarchical culture in local bureaucracy.
