The involvement of law and politics are very dominant on the Election. Up to the present, Ahe discussion of secondary rules or state responsibility law under International law is still on the debate of the international community. However, state responsibility can be claimed on the international relations when a state is disadvantaged by the other state, because of the violation of the obligations which raises from treaty, customary international law, or because of not fulfilled the international court decision.

The Protection of Intellectual Property Rights regulated on TRIP'S raises negative and positive impacts to the Biological Diversity Convention. The Protection of Intellectual Property Rights appliedto Invention on the biotechnology encouragespeople to invent a new variety of plant, on the other hand, the Protection of Intellectual Property Rights causes disadvantages to the developing countries such as patentedof traditional knowledge owned by Indigenous people of a State or patented of a certain kind-of plant.Furthermore. The implementation of criminal sanction committed by the corporations is not regulated clearly on the Act No. 23/1997. It does not determine definitely, who must be responsible, whether the director of the corporation orthe people who has the authority that can be threaten by prison sentence. Besides that, the sanction to individual who damages or pollutes the environment is higher than it's committed by the corporation. However, it isnecessarily to develop the Environmental Management Act.

One of them hands over their financial contribution to local government head election (Pilkada). The practice of money laundering in the Pilkada election very possibly occurs, because of the conditions which gives opportunity to organized crimes group to laundry their money inPilkada.

An agression used by USA and its allies to Irak is apparanthy not legal for the absence strong legal arguments. The inclusion ofthe use ofthe UN Resolution No. 627 and 1441, the pre-emptive strike and anticipatory self-defence are obviously contravene againts the international obligations and the general principle of international accepted by civilizednations. As a result ofthe invalidity ofwar, the USA andits allies cannot escape from legal responsibility. Not only because its military aggression was not permitted by the Security Council, butalso because the role ofmilitar troops did hotcomply the demand ofthe 1948 Geneva Convention. Thousand civilians of Iraq aiid'public facilities were ruined toprove in significant that USA should take responsibility both collectively or individually, especially in treating bodly prisoners in Guantanamo andAbu Ghraib.
