Genetic engineering as the application of biotechnology can be considered as an advance inthe fields of technology and science to satisfy human's needs in farming, health,and industry. Apart from pro and contra matters about genetic engineering products concerning whether or not these products are safe for human beings, the most important thing to consider is the legal protection towards people who consume them. The regulation in the forms of Acts concerning the safety of the engineering products seems to be necessary recently, due to the emerging possibilities in the field of human health and environmental care.

The purpose of this article is neither to explore the evolution of US Supreme Court doctrine concerning abortion, nor to discuss about the controversy on abortion issue occurred at The International Conference on Population and Development (ICPD) in Cairo in September 1994. The discussion is directed to the area of legal policy to anticipate a legal change on abortion in Indonesian Penal Law from "illegal" to "legal" under certain requirements (safe abortion) to prevent women doing unsafe abortion resulting in increasing number of maternal death. To design such an abortion law in Indonesia it is recommended to leam the development of abortion law in various countries especially after the ICPD

Air pollution particularly in developing countries is not considered as a terrifying mater. The nuclear experiment in Brazil, For example, reminds us that all attempt to prevent air pollution should be made as soon as possible. The awareness of the developing countries about legal responsibility to commit various activities in their own countries does not cause air pollution and environmental defect; and it cannot be hesitated. The involvementof the developing countries in handling environmental matters is proof.

The recent case of Edy Tansil and Hendra Rahardja is one of small exarnples of how the development of white colour crime has become trans-national. Thus, Indonesia should be actively involving itself among other countries to provide a settlement of the criminals. Several other countries have an extradition agreement with Indonesia, while others do not. The extradition itself boasts a different view from one country using common lawsystems to one employing civil law systems whether or not the extradition would be allowed, ifthe treaty were not yet proved. This article endeavours the forms ofwhite colour criminals, and what contribution ofthe extradition agreement in precluding the criminals among countries.

A remote sensing provides mankind life with a really big usefulness. However, its application leads a tension for the international community because it deals with the sovereignty of a country. In addition, the remote sensing activities often ignore the country boundaries, that is a country can be remotely sensed without being known by the remotely sensed country. This brings about a serious and controversial debate among developed and developing countries. On the one hand, developing countries desire the developed ones to honor their sovereignty. On the other hand, developing countries want to have the freedom of using outer space.

Attempt of taxation reform in Indonesia can be said to have occurred twice. The first reform tookplace in 1983, and constituted an extraordinary reform inasmuchas it update all Dutch-colonial inheritance taxation system. Ten years later, the second tax reform occurred, and it attempted to perfect the tax laws and regulations which had existed since1983. This was due to the occurrence of perfection in all aspects of taxation laws and regulationsincluding KUP, PPN, PPH, and PPB. However, to execute all results of the aforementioned reform is difficult. Various abstracles to implement a taxation system after the effectiveness of the taxation reforms can be found. Indeed, a strong and good will is required to settle those barriers. Thus, Indonesia can be developed on the basis offunding resulting from taxes.

Everybody has the right self-determination about what will be done for his/herself, and he or she also has the right to obtain healthcare as well as the right of information. As consequence, all medical-affairs should obtain consent from the patient or his/her family. The agreement is provided to the patient after she/he gets informed adequately about the importance of medical care with the possibly arising risk. The ground informed consent isan agreement between a doctor and his/her patient. Hence, the doctor who has done a surgery, for Instance, invasively without any permission from the patient is considered breaking the law and is responsible for the patient's injury. In order,that the doctor's information is clear forthe patient—which can hindera conflict— the use of paternalistic pattern and of consumerism pattern are recommended as the ground for the process of informed consent making.

As a result of lengthy negotiations, the 1982 United Nations Convention on the Law of the Sea, was geared toward the fulfilment for a need of a new dimension in the regulation of the international community's uses of the oceans. However as the new law of the sea is a result of a "give and take' process, of a series of accomodation, its implementation is hindered by the argument that its provisions have not given enough accomodation to theexisting conditions. Such argument mostly came from the developed countries, in particular to the issue of deep sea-bed mining exploitation. The Implementing Agreement to Part XI of the Convention is a breakthrough to overcome these problems.

The internasional criminal justice has a relevance to human rights protection inasmuch as it protects the international community from the practice of crimes such as genocide crimes, humanity crime and aggression and war crime. Additionally, various cases of serious human rights violation occurring in several countries such as Bosnia, Croatia, Kosovo, and East Timor which were earnedoutbyauthoritarian regime lead the existence of the international justice to be more relevant Even though the existence of this justice isrelevant in this manner, its implementation provides us with the barrier like institutional weaknesses, authentication difficulties, political power, economy, and military among the UN members. Thus, the effectiveness of the international criminal justice will be examined by time.
