Abstract

The system of government that practiced in many countries today tend to experience the changes. Some countries have special characteristics of its own in the event of the existence of the country. Characteristic of the country one is to have a system of government. This article is the result of the study the theoretical concept about the classification system of government that until now still practiced in various countries. Study method using the methods of the study of literature with descriptive approach. Study results showed that in the classification of the system of government is currently consists of the parliamentary system, presidential, mixture and a referendum. The system of government to be one of the determining factors in the sustainability of the statehood. On the other the government will run effectively and normal where the old system that is selected and used in accordance with the social political conditions character state.

Abstract

For more than a decade the program e-Government or use and utilization of Teknonogi Information and Communication Technology (ICT) in Indonesia implemented since the issuance of the Presidential Instruction (Presidential Instruction no 3 of 2003 on the National Strategy and Policy Development of e-Government of Indonesia. But then the performance of the e-Government Indonesia has not yet found an ideal performance. A fact and data stated that in the year 2016 Indonesia rated to 116 world version e-Government Development Index (EGDI), down 10 stages compared to the year 2014 which ranked to 106. This condition is still far under the countries in Southeast Asia such as Singapore (stages the 4), Malaysia (60th stage), the Philippines (stages to-71), and Brunei Darussalam (ranked 83th birthday). Meanwhile, the value of the Online Service Index (OSI), and Telecommunication Infrastructure Index (BAWAH) Indonesia also is still below the regional average of Asia. Indonesia is located on numbers 0,3623 on OSI, and 0,3016 on Transparency International Indonesia, while in the Asian region the average OSI on numbers 0,5120 and Transparency International Indonesia on numbers 0,3730. Through this writing, author attempt to offer some ideas to follow rentak and rhythm of the emergence of new theories in science that seems to the government cannot be expected to again be a player or single agent in e-Government development program, but sinergitas one of four players going around the large orbit named governance (styler-kelolaan) together with private parties who have creativity, among universities academics/ professionals who have the ideas and the idea of smartphone, and society widely, so that the government of the owner the authority is able to guarantee the implementation of all celebration with unrest and with the result that deserves.

Abstract

This research was conducted at the office of Dulohupa Village ofBoliyohuto District. The village government role in community development in the village Dulohupa Boliyohuto District of Gorontalo district, very important to support the conditions of this village because most of the people in this village have subsistence corn farmers so as to enable the empowerment of corn plants.The aims of this research were to determine and analyze the extent of countryside government and factors that encourage and inhibit the role of countryside government in supporting the income of corn farmer at Dulohupa village, Boliyohuto sub district of Gorontalo district. The results showed that the village government Doluhupa plays an important role to determine the appropriate steps to increase incomes of farmers’ corn or empower the people in the village of the District Dulohupa Boliyohuto.

Abstract

The title of this research was A Study of the Creation of a Database for an Arrangement of Localities in Bandung District. Its background was a study of local potentials in attempt to measure and evaluate the variables or criteria of the local potentials required to know a possible arrangement of localities in Bandung District. The research results were expectedly useful as a material in determining the best choice for the Regional Development and Arrangement in Bandung District. The objective of the research was to obtain a description on the capacity of localities in implementing regional autonomy, and to know the possibility of development and arranging the whole localities in Bandung District to perform development and arrangement in kecamatan (sub district) level. The research was an application of measurement and evaluation models to the capacity of the potentials that describe and explain the strength level or effect of the observed variables on the success of governmental implementation, in order to enhance the implementation of public services, development, and democratization. By the approach, it could be found out objectively and deeply the capacity of the potensials that the sub-distric possess in implementing governance by measuring the indicators and sub-indicators of some variables, namely: demography,orbitation, health education, religious facility, sport facility, transportation, communication, public lighting, political awareness, security and social order, agriculture, fishoing, husbandry, labor, social-cultural, community economy, social community, and administrative aspects. Both primary and secondary data were obtained from 31 (thirty one) sub- districs in Bandung  District, in form of qualitative and quantitative data. A sub- district might be split if it owns potentials at a high interval (1.008< TS<1.680). It might be split on condition that its potentials were at an interval of (644< TS< 1.008), and decided as fail or rejected to be split if a sub-district achieved a total score of less than 644. The evaluation and measurement results of the potentials of sub-district in Bandung District could be explained as follows: The scoring of village monographic secondary data on the 31 sub-districs to be split produced a result that there were 14 (fourteen) sub-districts falling into a category of being feasible to split, namely: Rancabali, Pangalengan, Pacet, Cicalengka, Nagreg, Rancaekek, Majalaya, Ciparay, Baleendah, Margaasih, Margahayu, Dayeuhkolot, Bojongsoang, and Cilaunyi.

Abstract

The era of globalisation can allow for major changes in various aspects of human life, good political, economic, social, culture and others. So also the changes on the good institutions are engaged in the field of profit and on-profit organizations. This condition requires the leaders have adaptive leadership behavior and can anticipate various changes. Transformational leadership is seen as capable of transforming the visionary in the face of many changes so that the organization can realize the vision to become a reality. So also with the leadership of the ministry have credibility, integrity, patience, and spirit based on the ministry to contribute a catalyst for change in the achievement of the vision of the organization.

Abstract

The public sphere popularized by Jurgen Habermas is the result of a review of the reality of 18th century European society. In his work, Habermas mentions that capitalism at that time succeeded in liberating European society from its dependence on the influence of feudalism imposed by the church and monarchy, whose form was a community discussion room aimed at critiquing traditional power (Church and Kingdom). In other words, the power of capitalism has succeeded in creating a space of social debate that was once influenced by feudal power until it switched to a social area free from the domination of feudal power where in that public sphere society has a right in giving criticisms of social problems. If in Europe the development of the public sphere is influenced by the development of capitalism, then what about the implementation of the public sphere in transitional society in Indonesia or especially in the East Luwu community? This paper seeks to explore how the implementation of public space as a concept in transitional society, especially in the East Luwu region in particular related to the process of making a Regional Regulation no. 03 of 2007 on Hazardous Solid Waste. The results of field research indicate that people are still having difficulty in accessing information related to policies related to public life in real terms. At the same time, the government itself also difficulties in distributing information that is actually needed by the community. The government, the DPRD or the people of East Luwu have indeed agreed to provide a discussion space to the public regarding the making of the solid waste management regulation. However, the implementation did not find the appropriate way from the formulation process until the socialization of a local regulation.
