Abstract

Cotton has strategic advantages among the other fibers and has big opportunity to develop in Indonesia’s arable land, through both intensification and extensification. This point of view takes its place when we realize that Indonesia is still depending on imported cotton to fill the domestic demand and it would threat national foreign exchange. The objectives of the study are to analyze factors affecting cotton supply and demand in Indonesia. The results of the study showed that factors of supply are influenced by production, import, and export. Cotton production is influenced by planting area of cotton and lag of cotton production. Cotton export is influenced by world cotton price, exchange rate, and lag of cotton export. Cotton import is influenced by population and lag of cotton import. Otherwise, cotton demand is influenced by population and lag of cotton demand. Generally, population is one of the important factors in cotton development as people badly need clothes to live normally.

Abstract

Fossil fuel still dominates the primary energy use in Indonesia. According to Ministry of Energy and Mineral Resources, fossil fuel counts to almost 50% of final energy usage in 2005. As a consequence, government should manage this over-dependency, since fossil fuel is a non-renewable resource in nature, thus, scarcity becomes problem. Coal is the primary candidate for the substitutes, since some researches reveal that coal reserves are able to fulfill the national demand for the next 100 years. The government has formulated an act on energy diversification and set the target of coal usage may contribute to at least 33% of primary energy mix in 2025. To achieve this target, however, the government needs to develop policies both on supply and demand side. On the supply side, the government has issued the Act Number 4 Years 2009, which changes the regulations on mining activities. Accordingly, there are still some disputes, especially on the terms of divestment period. The government should accommodate the mining companies’ financial objectives by providing longer period for them in order to obtain reasonable profit. On the demand side, the government should develop new demand for final energy derived from coal. Coal liquefaction is an promising alternative in order to widen the coal market for household users.

Abstract

Geothermal energy is a renewable and environmentally friendly natural resource. Indonesia is estimated to hold approximately 40% of the world’s geothermal reserves, equivalent to some 28.000 MW of power, one of the biggest geothermal resources in the world. The electrification ratio of Indonesia in 2009 was around 65%, and the utilisation of geothermal energy for electricity in Indonesia is still very low, around 1.189 MW. The government of Indonesia has been trying to provide a better investment climate for geothermal development in Indonesia by issuing regulations and presidential decrees to support future developments. This paper, which is a secondary data based-descriptive analysis, describes the prospect of geothermal energy as an alternative energy to reduce power generation’s dependency on fossil fuel and the relevant government policies may be developed for geothermal energy development in Indonesia. Besides, this paper also emphasizes the role of geothermal energy to prevent climate changes and global warming as indicated by positive link between the use of geothermal energy and low greenhouse gases emission, and its role to decrease government subsidy for fuel oil based power plant.

Abstract

The income tax law that was passed in Indonesia in 1983, has been amended for several times. This study discusses about the objectives and main points of changes have been made to income tax laws. This paper also discusses the impact of the changes in general and whether changes in tax rates have a significant impact on the state income tax revenue. The portion of tax revenue derived from income tax showed an increase as well as the increasing number of taxpayers. It is one positive side of the reform legislation of this income, but the changes did not have a significant influence to the state revenues. This is caused by the motif of that changes is not only to meet the budgetair function, but also for the other tax functions.

Abstract

The National Social Security System Act (NSSS Act) mandated the establishment of BPJS as the operator of national social security system. Nevertheless a lot of pro’s and con’s came up. Some argue that BPJS can be formed from temporary BPJS i.e. PT. Jamsostek, PT. Askes, PT Asabri and PT. Taspen. While some others argue that the four BUMN are not feasible to be BPJS because they are in the form of Limited Company. This essay aims to find the best form of BPJS as mandated by NSSS act. The result of the study shows that at present there has not been any governmental agency appropriate as mandated by NSSS Act. The best way in order to bring into reality BPJS is by transforming the four already available BPJS.
