Abstract

Fishery potential in this republic is very abundant in inland waterways andat sea, but until now has not been used optimally for the welfare of thepeople. Increased exports of fishery products has increased along withincreasing the standards required, both for fishery products in the countryand abroad who want quality and quality assured. Some classical problemsoften faced by this nation as production costs are still high, weakcapitalization, poor fish farming skills, a good seed, feed, disease,environmental management and post-harvest cultivation. In addition, withan increasingly open market in each country becomes a challenge for thenational fisheries development. If this issue is not addressed, it is notpossible to inhibit the increasing competitiveness of fisheries sector in thefuture.

Abstract

The ability of Micro, Small and Medium-sized Enterprises (UMKM) to survive amid globalization and world trade liberalization is highly important to Indonesia for at least two reasons. First, SMEs have historically been one of the key economic actors in the Indonesian economy, accounting for over 90 percent of all the enterprises across sectors and providing employment opportunities for over 90 per cent of the country’s total workforce. Second, the Indonesian trade regime has shifted significantly from a highly protected market to a more open economic system. By focusing on SMEs in Indonesia, this paper analyzes how to increase the purchasing power of demand from other country, and government’s efforts of infra-structure better of, product standardisation, and good governance to SMEs that are verry important to implement. It is also, the government, especially at the district level (e.g. provincial or municipal), have a best role to play, such as by providing technicalassistance, information, soft loans, as well as in facilitating the cooperation between SMEs and local universities, R&D institutes, and business associations.

Abstract

The Amendment to The Law Number 38 of 1999 on Management of Zakatbeing discussed by Parliament today. The discussion looks contestationbetween civil society and the state, which there is the tendency ofgovernments who want to take the role of the management of alms fromthe public and civil society that sustain the management of zakat in ordernot to be taken by the government. This paper is intended to identify acentralized system that will be applied in a change of Act No. 38 of 1999concerning the management of zakat. The conclusion that can be given tothe implementation of centralized management system of zakat, infaq, andshodaqoh is centralization allows coordination both in fundraising andspreading. So expect more maximum utilization. But there must be clearseparation of roles between, the government and the private sector in themanagement of zakat, infaq, and shodaqoh. The government acts asregulator and supervisor. While zakat management institutionsstrengthened its position by being given a wider latitude for economicimprovement and community welfare.

Abstract

The role of agricultre sector is very important on stapel main of Indonesianpeople and employ half of the Indonesian labour. One of the important roleis the cultivation of the plan in which according to the Act No 12 of 1992about the cultivating system, it shoud be regulated by largely determinantof quality and quantity of agriculture sector. The changes in thegovernment system, the climate change, food crises, and its tendency tochoose the organic staples is association with the certification isues, changeof land uses, global market, low price cheap, and post harvest storage arealso nots accommodate by the law. The changes in this law, must be donein order to accomodate the changes of the pay attention to the farmersinterest.

Abstract

A fact shows that many poor Indonesian farmers. Poverty can be seen fromthe narrow land ownership, the use of traditional tools and machines, andconsumptive life styles. Poverty experienced by farmers can be doneindirectly through macro-policy by seeking to achieve an adequate level ofagricultural growth and reduce inflation. The estimation results show thatgovernment expenditure for the agricultural sector does not significantlyinfluence gross domestic product in agriculture. While the money supply andthe subsidy has positive influence on gross domestic product in agriculture.Taxes, interest rates and economic conditions negatively affect grossdomestic product in agriculture.

Abstract

Over the past two decades, the phenomenon of outsourcing of labours andactivities has emerged as an important trend in a wide range oforganizations across the globe, including those in Indonesia. The legalframework that becomes base of outsourcing is UU No.13 Tahun 2003tentang Ketenagakerjaan (Law No.13/2003 of Labour), although thereinthere’s no definition of outsourcing. The regulation for implementation ofoutsourcing is UU No. 13 Tahun 2003 tentang Ketenagakerjaan (Decree ofMan Power Ministry No.101/2004). A review of practise of outsourcing inIndonesia has found out some problems, such as minimum protection forlabours on some firms. The paper recommended to amend UU No.13Tahun 2003 tentang Ketenagakerjaan (Law No.13/2003 of Labour).

Abstract

Natural gas shall play an important role in national energy needs mainly due tothe scarcity of petroleum reserves. The government shall formulate policies inboth the upstream and downstream sides that support the paradigm of naturalgas utilization for domestic purposes. On the upstream side, the long chain ofbureaucracy needs to be cut in order to create a more conducive investmentclimate. Meanwhile, on the downstream side, the government should acceleratethe infrastructure development for natural gas transmission and distribution.The availability of this infrastructure is vital in order to distribute the natural gasto consumers. To strengthen the downstream sector, the most important issue isto release the dependency of consumption by the industrial sector.Revitalization program especially on city gas and fuel gas is a strategy that canbe taken in order to expand the use of natural gas in households andtransportation sectors.

Abstract

BUMN or state-owned enterprises (SOEs), as one of the country`s economic pillars beside private companies and cooperatives, are playing an increasingly significant role in national economic development through their upward performance and financial contributions to the state. Besides, stateowned firms in 2010 is also made indirect contributions to national development in the form of capital expenditure worth IDR 197 trillion and operational expenditure valued at IDR 932 trillion. Therefore, to increase their contribution to national development, their capital expenditure would be further pushed up in which the BUMN is ready to push state firm to increase their capital expenditure to the level of IDR 380 trillion in the next 4 years. PT. Garuda as one of the good BUMN was be privatizied by government in January 2011 which caused the controversial issues due to the did not clear of the sale its share, particularly the price that based on IPO scheme. This paper aims to investigate the performance of Garuda, and the scheme their assets, whether based on legal price regulation or not.
