Abstract

Kalimantan Timur sebagai propinsi terluas kedua setelah Irian Jaya, dengan sendirinya pertumbuhan dan perkembangan penduduk juga cukup pesat sehingga kebutuhan akan rumah juga dirasakan masih kekurangan dan belum memenuhi kebutuhan yang ada, Sebagaimana layaknya Kecamatan di Kabupaten Kutai Kartanegara, Kecamatan Anggana yang berpenduduk tidak kuransg dari 28.974 jiwa, juga dihadapkan pada permasalahan pemukiman untuk memenuhi kebutuhan akan rumah. Untuk mendapatkan hasil keuntungan yang optimal dibandingkan harga pokok produksi dari investasi pembangunan perumahan Manunggal Karya di Desa Sidomulyo – Kecamatan Anggana yang layak dilaksanakan sehingga dapat diketahui jumlah masing-masing type-type yang akan dibangun sesuai lahan dan luas lahan untuk fasilitas-fasilitas umum. Objek penelitian dalam studi ini adalah pembangunan perumahan Manunggal Karya di Desa Sidomulyo – Kecamatan. Data yang dibutuhkan adalah data sekunder, yaitu data yang diambil pihak manajemen pengembang pembangunan perumahan Manunggal Karya di Desa Sidomulyo – Kecamatan. Dan variabel yang digunakan adalah harga jual, luas bangunan dari masing-masing type rumah yang hendak dibangun Berdasarkan hasil analisis metode linear dapat disimpulkan bahwa pembangunan pada perencanaan II dengan menggunakan perbandingan  6 : 1 : 2 : 1 sesuai dengan ketentuan pemerintah layak dillaksanakan karena didapatkan hasil keuntungan yang optimal yaitu sebesar Rp 21.943.350.000,- dengan jumlah unit rumah adalah sebagai berikut: type 36 = 186 unit, type 54 = 31 unit, type 70 = 62 unit dan type 98 = 31 unit. Jumlah total keseluruhan 310 unit dengan luas lahan yang terpakai sekitar 35.960 m2. dan lahan untuk fasilitas umum 24.040 m2.

Abstract

ABSTRACT             Prior to the commencement of an activity in the construction services there are some things we have to consider for project activities could be better, the quality of high quality in accordance with the specifications that have been set. Before the start of a project or pre-operational activity will be preceded by making his plans. And in making pre-operational planning will be influenced by several factors for this project activity the project could be qualified and high quality.                In this study the authors identify the factors that influence the work of a project and that the dominant factor affecting the success of the project work                Factor-factor is the scope of the Project and preparation of SRK (Structural Details of Scope of Work) (X1), Organization and Team (X2), Schedule of Events (X3), Budget or Cost Estimate (X4), Manpower (X5), Quality Program (X6 )                The population was all the staff offices Regency infrastructure in the project planning of road works in 2010, an employee employee bapedda inpektorat, the inspection team and the procurement of goods, consultants and contractors. Samples taken in this study is the entire population                After getting the data the researchers conducted tests of validity and reliability data. Test question the validity of the items contained in the questionnaire conducted by the engineering approach to construct validity the Pearson Product-Moment correlations (r) with degrees of freedom with a significant level of 5% (0.05). If the value of the coefficient of grain with a total skon have significance (p) <0.05. This shows that the data obtained from grains of questions used to measure the independent variables and the dependent variable is valid, as well as vice versa. Reliability test conducted to determine the consistency of respondents answers from time to time obtained by calculating the coefficient alpha using the method of alpha cronbachs one shot. Alpha values obtained were then compared with the value of the minimum reliability limit, ie 0.6 (Malhotra, 1993:308). If alpha is greater than 0.6, it can be said reliably, but on the contrary, if the alpha value is less than 0.6, it is not reliable.                Then analyze the data analysis technique known as confirmatory factor analysis. This is done because a priori based on the basic theory and concepts that are owned, this writer has to know how many factors that must be established, as well as any latent variables that belong to these factors.                Because it is necessary for further confirmation by examining the validity and reliability. This can be done with factor analysis, so-called confirmatory factor analysis.                Based on the analysis results is known that there are six variables that form factors are pre-operational planning can be said is valid because the loading factor of 6 indicators> 0.5 and forming the largest variable factors pre-operational planning is the Organization or Team (X2) that affect job Road Infrastructure Development in the Office Regency.    Keywords : Pre-Operational Planning  ABSTRAKSebelum dimulainya suatu kegiatan di bidang jasa konstruksi ada beberapa hal yang  harus kita perhatikan  agar kegiatan proyek bisa menjadi lebih baik, yang berkualitas mutu tinggi sesuai dengan specifikasi yang telah di tetapkan. Sebelum di mulainya suatu kegiatan proyek atau pra operasional akan diawali dengan membuat perencanaan nya. Dan di dalam membuat perencanaan pra operasional akan di pengaruhi oleh beberapa factor agar kegiatan proyek ini dapat menjadi proyek yang berkwalitas dan bermutu tinggi.Dalam penelitian ini penulis mengidentifikasi factor-faktor yang mempengaruhi pekerjaan suatu proyek dan factor yang dominan yang mempengaruhi keberhasilan spekerjaan proyek tersebutFactor-faktornya adalah  Lingkup Proyek dan Penyusunan SRK ( Struktur Rincian Lingkup Kerja) ( X1), Organisasi dan Team ( X2), Jadwal Kegiatan (X3), Perkiraan Anggaran atau Biaya ( X4), Tenaga Kerja ( X5), Program Mutu ( X6)Populasi penelitian ini adalah seluruh staff dinas prasarana Kabupaten Kutai Kartanegara dalam proyek perencanaan pekerjaan jalan di tahun 2010, pegawai bapedda pegawai inpektorat, tim pemeriksa dan pengadaan barang , konsultan dan kontraktor pelaksana. Sampel yang diambil dalam penelitian ini adalah seluruh populasiSetelah mendapatkan data peneliti mengadakan pengujian validitas dan reliabilitas data. Uji validitas item-item pertanyaan yang terdapat dalam kuesioner dilakukan dengan pendekatan construct validity yaitu teknik korelasi Pearson Product-Moment (r) dengan derajat kebebasan dengan tingkat signifikan 5% (0,05). Jika nilai koefisien butir dengan skon total memiliki signifikasi (p) < 0,05. Hal ini menunujukkan bahwa data yang diperoleh dari butir-butir pertanyaan yang digunakan untuk mengukur variabel bebas dan variabel terikat adalah valid, begitu juga dengan sebaliknya. Uji Reabilitas dilakukan untuk mengetahui konsistensi jawaban responden dari waktu ke waktu yang diperoleh dengan cara menghitung koefisien alpha dengan mengunakan metode alpha cronbach’s one shot. Nilai alpha yang didapatkan kemudian dibandingkan dengan nilai batas reabilitas minimum, yaitu 0,6 (Malhotra, 1993:308). Jika alpha lebih besar dari 0,6, maka dapat dikatakan reliable, tetapi sebaliknya, jika nilai alpha lebih kecil dari 0,6, maka tidak reliabel.Kemudian dilakukan analisa teknik analisis data yang dikenal dengan analisis faktor konfirmatori. Hal ini dilakukan karena secara apriori didasari landasan teori dan konsep yang dimiliki, penulis sudah mengetahui berapa banyak faktor yang harus dibentuk, serta variabel laten apa saja yang termasuk ke dalam faktor tersebut.                Karena itu perlu dilakukan konfirmasi lebih lanjut yaitu dengan memeriksa validitas dan reliabilitasnya. Hal ini dapat dilakukan dengan analisis faktor, sehingga dinamakan analisis faktor konfirmatori.Berdasarkan  hasil analisa diketahui bahwa ada Enam variabel  yang membentuk Faktor-faktor perencanaan pra operasional dapat dikatakan valid karena loading factor dari 6 indikator > 0,5 dan variabel yang terbesar pembentuk Faktor-faktor perencanaan pra operasional adalah Organisasi atau Team (X2) yang mempengaruhi Pekerjaan Pembangunan Jalan di Dinas Prasarana Kabupaten Kutai Kartanegara. Kata Kunci: Pre-Operational Planning

Abstract

Risk is one of the things that can not be separated in their daily lives . In the implementation of construction projects are also not immune from risk . Required a risk management approach to identify and control the risks that might occur in the future . One of the most important stage of risk management is risk analysis that aims to identify significant risks to the project. In this study will be conducted on a risk analysis Development Project Fly- Over juanda road - Abdul Wahab Syahrani samarinda .                    Stages of this research can be divided into three parts, namely risk identification , risk analysis and risk response . Identification is looking for a stage variables relevant risk on the project . Risk analysis is the process of looking for some significant risks in terms of time and cost                    The method used in risk analysis is Severity Index and Probability - Impact Matrix .The last stage is to determine the response of the risks to a significant risk of cost and time . Risk response obtained by conducting structured interviews with the respondents that some contractor personnel who handle development projects juanda the Fly - Over - Abdul Wahab Syahrani samarinda .                    Based on the results of the risk analysis obtained 6 kinds of variables are significant risks with respect to time , which hampered the work of rainy weather conditions , the difficulty of bringing the equipment , material delivery delays , delays in implementation while erection , while drilling constraints , bottlenecks in traffic . Abstract

ABSTRACTRoad Work development projects Talisayan District Berau is one of the large projects with form uneven ground surface, where the implementation of maturation is dominated by the use of tools weight. Problems that arise in the use of heavy equipment is operating and the combination tool - heavy equipment that is wrong with the condition of the tool. The decline in productivity of the machine is also caused by the condition equipment, operator skill, the cycle time, the type of material, the working conditions, governance and weather conditions.                 So that the required selection and determination of the composition of the right tools so that heavy equipment can be a defender Gov optimally and the work can be completed on time at a cost efficient as possible. This study is the method of calculation of the production capacity of the actual machine. The analysis conducted ie the calculation of productivity calculations each - each machine is used, by determining cycle time tool, determining factor correction tools, persiklus production calculations, hourly production, production per day, the amount of equipment rental price per hour, the cost and time required for the tool works,determine the unit price and the determination of the exact composition of heavy equipment.
