Abstract

ABSTRACTUrban sprawl causes the lifestyle of private vehicle use as the main preference in the choice of transportation modes which results in congestion, air pollution and energy use in the transportation sector which continues to increase. Transit Oriented Development (TOD) is an alternative solution in solving these problems, with the concept of urban development that maximizes diverse and integrated land use by promoting healthy lifestyles through walking and cycling and maximizing the use of mass transportation modes. Therefore, this research was conducted with the aim of knowing the application of the development of TOD for planning to achieve sustainable transportation.The variables used in this study are density, diversity, design and transit which are a combination of the theories of Cervero (1997) and ITDP (2014). The results of the study showed that the city of Surabaya was dominated by transit, Bandung Cit y and Jakarta City variables which were both dominated by density and transit variables. Based on inter-case studies there are differences between indicators theory and indicators case study, and each case study also has different parameters. Thus, there has been an adjustment in the theory of the application of TOD in Indonesia, besides that the indicators of TOD implementation are also adjusted according to the characteristics and policies of the region concernedKeywords: TOD, sustainable, transport ABSTRAKUrban sprawl menyebabkan terjadinya gaya hidup penggunaan kendaraan pribadi sebagai preferensi utama dalam pemilihan moda transportasi yang berakibat pada kemacetan, pencemaran udara dan penggunaan energi pada sektor transportasi yang terus meningkat. Transit Oriented Development (TOD) merupakan salah satu solusi alternatif dalam menyelesaikan permasalahan tersebut, dengan konsep pengembangan kota yang memaksimalkan penggunaan lahan beragam dan terintegrasi dengan mempromosikan gaya hidup sehat melalui berjalan kaki dan bersepeda serta memaksimalkan penggunaan moda transportasi massal. Oleh sebab itu, penelitian ini dilakukan dengan tujuan untuk mengetahui penerapan pengembangan TOD bagi perencanaan guna mencapai transportasi yang berkelanjutan.Variabel yang digunakan dalam penelitian ini adalah density, diversity, design dan transit yang merupakan gabungan dari teori Cervero (1997) dan ITDP (2014). Hasil penelitian menunjukkan bahwa Kota Surabaya didominasi dengan variabel transit, Kota Bandung dan Kota Jakarta sama-sama didominasi oleh variabel density dan transit. Berdasarkan kajian antar studi kasus terdapat perbedaan antara indikator teori dan indikator studi kasus, dan masing-masing studi kasus juga memiliki parameter yang berbeda pula. Sehingga, terjadi penyesuaian teori penerapan TOD di Indonesia, selain itu indikator penerapan TOD juga disesuaikan sesuai dengan karakteristik dan kebijakan kawasan yang bersangkutan.Kata kunci: TOD, transportasi, berkelanjutan

Abstract

ABSTRACTIndonesia is an area prone to landslides. The occurrence of this landslide disaster can cause a large impact such as damage and loss both material and non-material. The availability of complete and accurate information in controlling land use in landslide prone areas in the development of an area becomes very important in minimizing the loss of life and losses, both physical, social and economic. This information must be disseminated to the community as an early warning system in disaster mitigation efforts. Identification of the characteristics of landslide prone areas requires a risk mapping of landslide prone areas in efforts to mitigate disasters can be done using Geographic Information Systems (GIS). The results in this study indicate the need to identify disaster risk in detail because basically, an area threatened by disaster does not necessarily mean that each community has the same level of disaster risk. Mapping can be done by clustering or by identifying each building in a vulnerable area based on the level of risk of landslides. Terjadinya bencana longsor ini dapat menyebabkan dampak yang besar seperti kerusakan dan kerugian baik materiil maupun non materiil. Tersedianya informasi yang lengkap dan akurat dalam pengendalian pemanfaatan lahan di kawasan rawan bencana longsor dalam pengembangan suatu wilayah menjadi hal yang sangat penting dalam meminimalisir adanya korban jiwa dan kerugian-kerugian baik fisik, sosial maupun ekonomi. Informasi tersebut harus disebarkan kepada masyarakat sebagai sistem peringatan dini dalam upaya mitigasi bencana. Identifikasi karakteristik daerah rawan longsor diperlukan sebuah pemetaan risiko kawasan rawan longsor dalam upaya mitigasi bencana dapat dilakukan menggunakan Sistem Informasi Geografis (SIG). Hasil dalam penelitian ini menunjukkan perlunya identifikasi risiko bencana secara detail karena pada dasarnya, suatu kawasan yang terancam bencana belum tentu tiap masyarakatnya mempunyai tingkat risiko bencana yang sama. Pemetaan dapat dilakukan dengan pengklusteran maupun dengan identifikasi setiap bangunan dalam kawasan rawan berdasarkan tingkat risiko terhadap bencana tanah longsor.Kata Kunci: analisis risiko, tanah longsor, mitigasi bencana, GIS

Abstract

The convenience of road management has changed from the pattern of achieving the use of road stability models to achieving road Minimum Service Standards (MSS). In order to realize the minimum road service standards in Jepara, the regional government is still having difficulties in drafting the budget needed for road maintenance.  The purpose of this research is to know the standard of road conditions, the condition of the existing district road and the strategy to realize the condition of district roads that are in accordance with Road MSS. Data analysis is done by calculating the standard of road conditions where the method of determining conditions uses IRI (International Roughness System) and RCI.  Road conditions standarts according to the MSS Road are roads that have good and moderate conditions of 60% of the overall road segment in the region, with a standard assessment value of 0≤IRI≤ 8 or equivalent to 10≥RCI≥4.5. The condition of the good and moderate Pecangaan road - Damarjati is 2.7 km (87%), Bakalan-Pendosawalan-Pancur is 1.9 Km (32%), Damarjati - Gotri is 1.93 Km (35% ) roads in good and moderate conditions, and Lebuawu – Banyuputih is all good and moderate: 1.64 Km (100%).  MSS Road conditions are only fulfilled in Lebuawu – Banyuputih (MSS 100%) and Pecangaan - Damarjati roads (87%). The handling strategy in order to reach MSS is prioritized on Bakalan - Pendosawalan - Pancur which requires a budget of Rp. 2,942,814,918, - and Damarjati - Gotri need a budget requirement of Rp. 2,228,207,878, -. Abstract

              Road as a transportation system has an important role in Indonesia compared to other modes of transportation such as air and sea transportation. As road is found to be important, this condition must be maintained to keep it in a good condition. In fact, road damage still occurs that it can bother the road users and disrupt the pace of the economic activities of the community. Therefore, a research is needed to get to know factors that cause damages to the road segments of Pemalang - Tegal. This research belongs to descriptive research conducted by previously testing the validity and reliability of the research approach. It is done by looking for factors that cause damages to rigid pavement roads in terms of implementation, and factors causing the type of dominant damage and how to handle it.This resarch was conducted to 70 respondents using a questionnaires previously tested for validity and reliability. Data were obtained from the questionnaires filled by the respondents and then statistically processed through SPSS and AHP method. The results show that one of the causes of rigid pavement road damage viewed from implementation was the poor material processing system. Abstract

Jendral Sudirman road is one of the streets in Batang Regency which has function as primary artery and it has main access to connect vital locations. It makes Jendral Sudirman road has several transportation problems. In the planning, design and establishment of various transportation system policies, traffic flow theory of movement has very important role. To facilitate the application of traffic flow theory of movement used a mathematical approach which was used to analyze the phenomenon that took place in the traffic flow. One of approach ways to comprehend the traffic behavior was by verifying it into mathematical and graphics relationships with observing to the relationship among the speed (S), density (D) and volume (V) traffic.The objective of this study was to determine traffic flow characteristics on Jendral Sudirman Road consisting of three (3) main parameters such as volume, speed and density by using mathematical models included Greenshield, Greenberg and Underwood Model. In addition, this study also aimed to determine the results of a comparison of one of the chosen model with the road capacity calculation based on MKJI 1997.Based on the data analysis  by using Greenshield model, it was known that the characteristics of the traffic on Jendral Sudirman road values obtained free flow speed (Sf)= 45.53 km/h, density jam (Dj)= 38.31 unit/km and maximum volume or road capacity(Vmax)= 1774.25 unit/hour. The estimation result of model was calculated using Greenshield model and estimation capacity calculations of MKJI 1997 had a difference about 15.49%. This could be evidence that generalize the use of manual book as MKJI 1997 in estimating the value of a certain road location capacity without researching driver behavior, vehicle characteristics and the environment of the road would be at risk in the capacity estimation results obtained. Therefore, the use of existing guidelines such as the 1997 MKJI needs carefulness in assessing the environmental condition of the road and traffic characteristics.Keywords : TrafficCharacteristic, Volume, Speed, Density, Greenshield, Greenberg, Underwood
