Abstract

Abstrak     Dalam sistem transportasi perkotaan wilayah Semarang merupakan salah satu kota yang memiliki tingkat kepadatan kendaraan yang tinggi sehingga menimbulkan kemacetan lalu lintas. Hal ini juga ditambah dengan adanya hambatan samping, seperti kendaraan keluar masuk, kendaraan henti, parkir di pinggir jalan, pejalan kaki, maupun penyeberang jalan. Ruas Jalan Majapahit merupakan salah satu jalan penghubung antarkota. Dengan demikian jalan ini sangat berperan penting dalam melayani arus lalu lintas yang cukup besar. Sehingga pada ruas Jalan Majapahit ini sering mengalami kemacetan yang terjadi tidak hanya pada jam-jam tertentu saja, karena pada ruas jalan ini kemacetan juga diakibatkan oleh adanya kawasan pusat perbelanjaan, pendidikan, dan pertokoan. Peranan penting Jalan Majapahit mengakibatkan terjadinya antrian kendaraan dan tundaan lalu lintas, penumpukan kendaraan, tundaan waktu tempuh (delay), dan tingkat pelayanan jalan menurun.               Analisis kinerja ruas jalan perkotaan, dengan indikator kinerja yaitu arus lalu lintas (Q), kapasitas (C), derajat kejenuhan/ Degree of Saturation (DS), kecepatan arus bebas yang dilaksanakan dengan berbagai indikator kinerja yaitu kecepatan arus bebas (Free Flow Speed/FV), serta menganalisis tingkat pelayanan (Level of Service/LOS) pada ruas jalan tersebut.Dari hasil perhitungan dan analisis segmen jalan tersebut pada bulan April tahun 2017 memiliki nilai arus lalu lintas (Q) = 4924,2 smp/jam, nilai kapasitas (C) = 5559,84, derajat kejenuhan (DS) = 0,88 yang mendekati nilai 1. Nilai ini tidak memenuhi kondisi yang seharusnya, kecepatan arus bebas (FV) = 47,79 km/jam, serta tingkat pelayanan (Level Of Service/LOS) dikategorikan tingkat E. Berdasarkan hasil perhitungan yang terjadi pada tahun 2017, perlu mencari solusi/alternatif – alternatif untuk menurunkan nilai derajat kejenuhan (DS) dengan cara meningkatkan nilai kapasitas. Kata kunci: Jalan Majapahit, Kinerja Ruas Jalan, Level of Service.

Abstract

Pesatnya perkembangan kota Pangkalan Bun yang sangat cepat yang didorong oleh kegiatan ekonomi, sehingga menyebabkan penataan dan pengelolaan ruang terbuka atau ruang kota semakin sulit. Dengan meningkatnya kebutuhan ruang terbuka pada pusat kegiatan kota Pangkalan Bun yang tidak diimbangi dengan penataan ruang terbuka yang baik sehingga menghasilkan ruang kota yang tidak layak, karena penataan yang mengesampingkan aspek lingkungan yang sehat, nyaman serta aman bagi pengguna terutama bagi pejalan kaki yang merupakan salah satu pengguna fasilitas kawasan ruang terbuka perkotaan. Tujuan dari penelitian ini adalah mengetahui penyebab jalur pedestrian di sekitar Kawasan Bundaran Pancasila Pangkalan Bun tidak berfungsi secara maksimal sebagai jalur untuk pejalan kaki serta mengetahui faktor-faktor apa saja yang mempengaruhi kenyamanan dan keamanan pada jalur pedestrian di sekitar Kawasan Bundaran Pancasila Pangkalan Bun.Bentuk yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Sebagaimana dikatakan bahwa metode deskriptif memusatkan perhatian terhadap masalah-masalah atau fenomena yang ada pada saat penelitian dilakukan atau bersifat aktual, kemudian menggambarkan fakta-fakta tentang masalah yang diselidiki sebagaimana adanya diiringi dengan interpretasi rasional yang akurat. Metode analisis yang digunakan menggunakan analisis statistik dengan bantuan program SPSS.Hasil penelitian menunjukkan bahwa variabel - variabel yang mempengaruhi kinerja jalur pedestrian adalah variabel fungsi dengan nilai koefisien regresi sebesar 0,181; variabel mobilitas dengan nilai koefisien regresi sebesar 0,101; variabel fasilitas dengan nilai koefisien regresi sebesar 0,160; variabel aksesibilitas dengan nilai koefisien regresi sebesar 0,135; variabel keamanan dengan nilai koefisien regresi sebesar 0,169; variabel kebersihan dengan nilai koefisien regresi sebesar 0,135;  dan variabel keindahan dengan nilai koefisien regresi sebesar 0,115. variabel fungsi, variabel mobilitas, variabel fasilitas, variabel aksesibiltas, variabel keamanan, variabel kebersihan dan variabel keindahan secara serentak berpengaruh signifikan terhadap kinerja jalur pedestrian. Hal ini diketahui dari hasil uji F, dimana nilai F-hitung lebih besar daripada F-Tabel serta nilai signifikansi uji F yang kurang dari nilai taraf keberartian (5 %). Secara parsial masing - masing variabel berpengaruh secara signifikan terhadap kinerja jalur pedestrian. Variabel yang paling berpengaruh terhadap kinerja jalur pedestrian adalah variabel fungsi dengan nilai koefisien regresi sebesar 0,181. Kata kunci:Penilaian Kinerja, Jalur Pedestrian, Uji Regresi

Abstract

A crossing is a meeting point between roads and railways, where this often causes delays and traffic queues, as happened at the crossing on Jl. Abimanyu, Tegal City. This study aimed to analyze the volume, delay and queue length of traffic on each road which occured due to the closing of the railroad crossing. Apart from that, this research was also intended to provide reasonable alternative input for both the management of Pertamina and the road users. This research used the analysis method of v/c ratio, queue and delay with reference to the Manual for Indonesian Road Capacity. Results of the analysis show, the  highest queue occurred on the Abimanyu road, which was of 70.5 pcu with the delay of 581.5 seconds/pcu. On the segment of Jl. Menteri Supeno I, the traffic queue was reported to have reached 47.8 pcu with the delay time of 441 seconds/pcu; on the segment of Jl. Semeru, the queue was reported to reach 17 pcu with the delay of 395.6 seconds/pcu, and the last one was the queue at the segment of Jl. Menteri Supeno II which was of 10.8 pcu, with the delay time of 368.5 seconds/pcu. Ones of the keys to overcome problems of traffic queues and delay were by dividing the shunting time into 2 phases according to the results of alternative analysis II where the traffic queue became smaller of 35.3 pcu with the delay time of 290 seconds/pcu and by changing the shunting schedule at off peak time.

Abstract

This study aims to determine the effect of the presence of terminal Mangkang Semarang to the problems in the surrounding area. In addition to the above-mentioned objectives of this research has the goal to identify Semarang city transportation management, transportation terminals Mangkang analysis, sera footprint analysis to find out the problems that arise, land use, and the use of function space. To achieve the goals and objectives of the research, the method of analysis used is descriptive qualitative analysis.Based on the analysis showed that the terminal performance is less effective and efficient impact on the problems in the surrounding area that the transportation problems in front Mangkang terminal form of congestion caused by transport stops outside the terminal, use less maksmial kiosks that appear hawkers, and environmental problems in the area of the terminal. From the analysis carried out resulted in a recommendation that is used as an alternative in solving problems encountered in general in the terminal region Mangang related to transportation management, transportation terminals, and terminal area footprint. Keywords : Transportation, Terminal, Regional development.

Abstract

The increasing movement causes traffic jams. One of the congestion occurred on Jalan Raya Kaligawe, Semarang. Jalan Raya Kaligawe is a road located close to the coast. So that when the sea water experiences high tide, the road will be inundated by tidal floods. This condition results in very high traffic jams every year. To deal with congestion and overcome the problem of sea water flooding, the government plans to build the Semarang - Demak Toll Road. With the existence of this Toll Road, it is hoped that congestion on the Kaligawe Road will be reduced. But the reduction in congestion needs research. So the researchers conducted a study on the effect of the construction of the Semarang - Demak Toll Road on the performance of the Kaligawe Highway. The purpose of this study, among others, is to determine the level of service, prediction of the diversion of traffic loads and predictions of increasing work on Jalan Raya Kaligawe. This study uses three stages in the research method, namely the identification stage, the data collection and processing stage, and the analysis and conclusion stages. The analysis technique used in this research is the formulation of traffic loading around the location due to development, both at the time and post, added with base traffic to get a real loading on the area of influence with the construction of the Semarang - Demak toll road.

Abstract

Arus lalu lintas yang terdapat di kawasan Jatingaleh terkenal sangatlah padat, bukan hanya pertumbuhan kendaraan setiap tahun yang terus bertambah tetapi dikawasan tersebut terdapat lokasi pasar, perkantoran, perumahan dan merupakan akses jalan menuju tempat-tempat pendidikan. Tujuan pembangunan infrastruktur tersebut adalah untuk mengurai kemacetan kawasan Jatingaleh Semarang yang dilalui jalur akses menuju wilayah Semarang bagian selatan, antara Jalan Teuku Umar dan Jalan Setiabudi. Jalan tersebut yang menghubungkan Semarang kota menuju Banyumanik dan Tembalang serta wilayah Jawa Tengah bagian selatan. Penelitian ini merupakan penelitian kuantitatif, yang menggunakan metode yaitu deskriptif, komparative (perbandingan), survey, penelitian, tindakan, korelasi, dan ekspos. Metode analisis data yang digunakan adalah Analisis Kinerja Ruas Jalan dengan MKJI, 1997. Hasil analisis menunjukkan saat eksisting di ruas jalan Teuku Umar dan di ruas jalan Setia budhi telah masuk dalam tingkat pelayanan F. Dua simpangan tak bersinyal yang terdapat di persimpangan antara Jl. Teuku Umar dengan Jl.Kesatrian (Simpang Kesatrian) dan simpang antara Jl.Setia Budi – Jembatan Tol dengan Jalan Pintu Masuk Tol Seksi B/Jl. Taman Teuku Umar–Jalan Pintu Keluar Tol Seksi C/Jl. Jatingaleh II (SimpangJatingaleh) berada dalam derajat kejenuhan E. Abstract

UU No. 22 Tahun 2009 Tentang LLAJ pasal 112 ayat 3 melarang pengemudi langsung berbelok kiri, kecuali ditentukanlain oleh Rambu. Hal ini belum diatur pada pendekat kaki simpang dengan kriteria bagaimana pada pasal tersebut. Penelitian ini dilakukan untuk mengetahui efektifitas penerapan  belok kiri langsung (LTOR) dan belok kiri tidak langsung (N-LTOR)  pada   pendekat persimpangan bersinyal dengan indikator kinerja tundaan pada simpang dengan APILL.Metode yang digunakan  MKJI 1997, PKJI 2009 berupa software KAJI dan metode Gelombang Kejut .Berdasarkan hasil analisis (%LT) kurang dari titik kritis akan lebih baik diterapkan N-LTOR, sedangkan apabila lebih dari titik kritisnya maka lebih baik diterapkan LTOR. Penerapan LTOR akan mempunyai pengaruh signifikan terhadap tundaan pada DS 1, 0.9 dan 0.8. Sedangkan pada DS 0.7, 0.6 dan 0.5 penerapan N-LTOR lebih efektif diukur dari tundaan rata rata lalu lintas, dan optimalisasi simpang menghasilkan cycle optimum 97 detik. Panjang antrian MKJI 1997 adalah 162 meter, PKJI adalah 298 meter  dan Gelombang Kejut adalah sebesar 42,84 meter.Kata kunci:, Efektifitas, Cycle time, Kinerja simpang, NLTOR, LTOR

Abstract

Subgrade is the most important part in laying the building structure, especially for road construction. The improvement of the quality of road facilities is carried out with initial planning on good pavement layers and should consider the type and strength of subgrade. Road conditions are often damaged in the structure of the road surface layer because it is caused because the structure of the soil in the area often experience shrinkage causing the road becomes cracked and even waving. It is therefore necessary to experiment to stabilize the soil by improving the gradation of mixing the original soil with a larger graded material of rice husk ash, in several experiments with several samples and aggregate mixture to find out the free press value on soil tested both before and after stabilized. The test results showed free press value of comparison between mixing using inorganic salts and lime has increased soil bearing capacity. From the results of this study can be concluded that the addition of the right stabilizer material on expansive soil is good enough to be used to improve the physical and mechanical properties of expansive soil. Abstract

As a government agency with the largest budget utilization in the Government of Jepara, the Public Works Department of Jepara is required to demonstrate its performance optimally in meeting the needs of the community in the field of development. One of the efforts to monitor performance and maintain consistency in performing the task is performance measurement. The Balanced Scorecard (BSC) method and regression analysis method are used to design performance measurement systems to determine performance indicators appropriate to the organization's vision and mission. The purposes of this study are 1) to measure the performance of DPUD Jepara with Balanced Scorecard concept and concept of linear regression analysis with four perspective. 2) analyze the most dominant variable that affect the performance in DPUD Jepara. This study uses descriptive method with quantitative qualitative approach. Data collection is done by distributing questionnaires. The sample of study is 88 respondents. The results of study through Balance scorecard analysis with 4 perspective indicates that (1) Finance perspective include effectiveness, efficiency, and also budget transparency in good value (2) Customer prespectives include employee quantity, employee competence can reach optimum. (3) Internal business process perspective is considered good. (4) Learning and growth perspective is good because of salary conformity with work load, the existence of reward and punishment system. While through linear regression analysis showed that the four perspectives have an effect on Performance In DPUD Jepara. This result can be seen from result of ANOVA test or F test that show value of F arithmetic equal to 345.860 while value of F table equal to 2.48. The most dominant variables are finance perspective, internal business process perspective, learning & growth (infrastructure) perspectives. Abstract

Traffic congestion in the city of Semarang is increasing. This is due to the unbalance between the development of road infrastructure and the increasing number of vehicles. Therefore, an orderly, smooth, safe, and convenient mass transportation is needed to reduce congestion. The purpose of this research is to analyze the performance of Bus Rapid Transit (BRT) operation in Semarang City through Kaligawe road. This route is expected to become a reliable public transport in breaking down congestion. The research methodology begins with conducting a Kaligawe road performance survey which is about 4 KM in length, including traffic volume of Semarang-Demak direction of 3.982 emp and the reverse direction of Demak-Semarang is 3.814 emp. While degree of saturation ranged from 0.59 to 0.83. The results of the analysis on BRT found an unbalanced comparison between the capacity of BRT and the volume of traffic passing through the road. The results of this analysis and survey is necessary to maximize the function and work of BRT in several ways ie the location around the shelter must be barrier-free so that BRT can stop at the shelter. there should be a shelter guard who serves as a janitor, security, and information provider about the schedule and about the BRT. The socialization needs to be improved to the public, preferably the holding of Smart Card and feeder transportation, and the holding of tariff reduction in order to increase public interest.
