Abstract

By Pass Ngurah Rai is the only primary arterial road linking the traffic flow of people and goods from Ngurah Rai Airport to Nusa Dua. Peak hour traffic flow condition has exceeded the capacity of the road. To solve the above problems, it is planned to build toll roads Benoa-Bandara-Nusa Dua. The objectives of this study were to analyze the performance of existing roads with and without the toll road, the rates applicable to service users and to analyze the financial feasibility of the investment of the project.   Analysis was performed for several scenarios, including the scenario-1, assuming traffic growth factor of i = 9.96% / year, the interest rate 16% / year, inflation accounted for 8.506% / year and the toll rates using rates set by the Jasa Marga. All of the cost including land acquisition and construction costs were provided by investors. It was found that for the scenario-1, the  NPV is Rp 1,586,137,984,347, -, BCR: 0.4754 and IRR 3, 8676%. The results of the financial analysis indicated that investment of the toll roads Benoa-Bandara-Nusa Dua is not financially feasible. In order for this project to be financially feasible, the growth rate of vehicles should be at least i = 14.7% / year.

Abstract

Facilities in an airport requires maintenance activity in order to achieve excellent quality level and able to support activities at the airport to avoid negative impacts, which is the declining quality of the facility that can lead to lower levels of the productivity carried out in an airport. Maintenance facilities at Bali's Ngurah Rai airport need the maintenance costs planning. To get proper maintenance actions,  the maintenance costs early stages of planning phase needs to develop a model of facility maintenance costs that can provide the maintenance costs estimates quickly and accurately. To produce a maintenance costs model we should identify the maintenance activities that exist at Ngurah Rai airport. Maintenance costs data used is within the last 5 years (2007-2011). Using the Cost Significant Model methode and the linear regression equation it showed that several of the facility maintenace significantly affect the facility maintenance costs in the Ngurah Rai Airport which is the cost of passenger terminal building maintenance (X6), the cost of runway maintenance (X1), the cost of taxiway maintenance (X2), the cost of air conditioning installation maintenance (X14), the cost of road maintenance (X4), the cost of vehicle parking maintenance (X5), and the cost of navigation and communication equipment maintenance (X10). There is 3  linear regression equation model which is 1) Y = 11873745878,77 + 0,993 X1 + 0,826 X2 + 0,334 X4 + 1,181 X6, 2) Y = -698840481,94 + 1,327 X1 + 1,716 X2 + 5,516 X5+ 3,060 X14, and 3) Y = 82110363478,07 + 1,013 X1 - 17,223X5 + 22,406 X10 - 12,035 X14. After doing the Cost Model Factor (CMF) test to the three linear regression equation, the most accurate equation is linear regression equation Y = 82110363478,07 + 1,013 X1 - 17,223X5 + 22,406 X10 - 12,035 X14 that has the average ratio 0.006% of the actual cost, so it is the best facility maintenance cost model at Bali's Ngurah Rai Airport.

Abstract

Rework is unavoidable from the world of construction, Rework can be a devastating effect on the performance and productivity of both the consultant and the contractor. This study aims to determine the main factors causing rework, efforts to reduce rework. The analysis used the analysis Multivariant factor analysis with the help of Statistical Package for Social Science (SPSS) for Windows version 17.0. From the results obtained by factor analysis the main factors causing the occurrence of rework are: aspects of the owner (poor communication, poor coordination, poor information flow), aspects of planning consultants (lack of information in the field, lack of communication, the situation in the picture on the ground is not suitable). aspects of construction management consultants (lack of information in the field, lack of communication, lack of control), aspects of mechanical electrical plumbing contractors (Materials misdirected, MEP staff inexperience, lack of knowledge about the character of the material, the amount of overtime), aspects of the contractor (lack of competence foreman, foreman lack of experience, lack of experience, the quality of labor is bad, the error in interpreting the specification), aspects of operator (poor flow of information, lack of communication, lack of coordination, lack of operator experience). Efforts to systematically reduce rework most effective according to the respondent's answer is: Systematic planning, detailing and describing the project at every stage of the steps to be taken to achieve quality objectives, set standards of communication, coordination and construction project sinkronasi work with all parties involved in the implementation of the project, Constructing specification limits and criteria and quality standards to be used in engineering design, procurement and construction materials.

Abstract

The garbage transportation in Bangli City is currently done using a direct individual pattern (door to door). The vehicles used are dump trucks which are not covered, so they pollute the areas they pass by. Most of the vehicles are in bad condition. This study was aimed at identifying the transportation routes, the number of vehicles needed, the temporary place of garbage disposal ‘Tempat Pembuangan Sementara’ (TPS), and the rate of garbage retribution. The research method included the sample of garbage from the place of residence and the place of non residence based on SNI-19-3964-1994 used as a reference. This model used five compactor trucks for carrying garbage from 283 container bins with capacity of 0.36 m3, and one armroll truck for carrying the market garbage from four loudhaul with capacity of 6 m3 per day. The amount of retribution is analyzed based on the calculation of investment feasibility for 10 years time at 18% MARR interest rate, with an assumption that there was subsidy from the government. It was found that the value of NPV (Net Present Value) was Rp. 35.673.540,99, the value of BCR (Benefit of Cost Ratio) was 1.021 and the value of IRR (Internal Rate of Return) was 19.11%. The monthly rates of retribution were Rp. 2,000.00/family, Rp. 20,000.00/school unit, Rp. 25,000.00/office unit, Rp. 8,000.00/shop unit, Rp. 20.000.00/restaurant unit, Rp. 2,000.00/hotel/accommodation unit, and Rp. 6,000.00/market trader.

Abstract

To obtain the maximum and sustainable advantage it needs to carry out the operational and maintenance (OP) activities of TPA. It is necessary to maintain the Bangli Regional TPA so that it will give maximum and sustainable advantages. This study was aimed at identifying various major risks which may interfere with the TPA operating and maintenance so that mitigation can be done and to determine the risk ownership. The collected data were analyzed using descriptive qualitative method through the following stages: the risks were identified, the risks were evaluated, the risks were coped with, and the risk ownership could be identified. The risks identified totaled 72 consisting of: 9 (12.5%) risks which were under the unacceptable category, 16 (22.22%) risks which were under the acceptable category, and 1 (1.39%) risk which was under the negligible category. The major risks amounted to 55 risks (76.39%), included the obstacle to establishing the institution which was fully responsible for the operating and maintenance of the Bangli Regional TPA, the limited amounts of funds allocated by the central government, the provincial government, and the regency governments which were integrated into the Regional TPA, the obstacle to creating an affiliation between the government and the private institutions, and other risks. The risk mitigation was done by avoiding risks, reducing risks, and transferring risks starting from the institutional, regulation and financial aspects, and technical and non technical problems. Most risk ownerships were the responsibility of the Bangli Regional TPA management.

Abstract

Electronic auction is an activity to provide goods / services by creating fair competition among providers of goods / services by complying with the principle of utilizing the facilities of communication and information technology. The purpose of this study was to determine the participation and acquisition of project contracting in the electronic auction to determine the relationship between the qualifications of the contractor, the contractor characteristics and conditions of participation in the electronic auction and acquisition projects, and to determine the factors that affect government contractors to participate in the auction. The study was conducted in the city of Denpasar. Methods of data collection using questionnaires and interviews addressed to contractors who have experience in the electronic auction. The method used is descriptive analysis, product moment correlation, regression and factor analysis using SPSS. The results showed that the characteristics of contractor availability factor of human resources project that comes with a certificate of availability of skilled experts and heavy equipment together to increase participation in the auction and acquisition projects. Lack of equipment auctions and bad internet connection is a factor that can degrade electronic participation and acquisition projects in the electronic auction. Factors affecting contractors to participate in the auction consists of 9 major factors such as: human resources and corporate confidence, and the location of the project, the contract system and auction system, Level Competition auction, capital and time, experience, government policies and economic conditions, The type and amount of equipment, construction market conditions
