Abstract

This study saw efforts to empower women victims AYLA (prostituted children) in the area of the former localization Pantai Harapan Panjang Bandar Lampung City and the factors supporting and hindering development activities undertaken by non-governmental organizations (NGOs) Children's Crisis Centre (CCC) and conducted by the Women's Empowerment and child Protection (BPPA) and the Department of Social Lampung Bandar Lampung. This study uses a qualitative method with case studies of collective research strategies AYLA 130 female victims. The results showed that empowerment is the care and counseling of victims AYLA do with activities to help the victims when dealing with pimps or perpetrator, victim assistance when dealing with cases in the police and the courts, victim support when counseling with a psychologist / counselor, assistance when medical examination, when the victim assistance courses, training, apprenticeship and discussions, accompaniment of victims to return to a new place or return to its original place. Training for 130 victims of AYLA managed by NGOs CCC include: culinary training, dance training, hairdressing and computer training. Financial aid amounting to 1.5 million and 5 million Rupiah. Inhibiting factor is the empowerment of trauma and habits, economic factors, broken home and the budget is not enough of BPPA and Social Service Bandar Lampung. While the supporting factors of empowerment are all elements to support and assist the process of mentoring. Keywords: Empowerment, Women, Children prostituted

Abstract

Abstract In 2013, Indonesia was ranked 128 of 189 countries in ease of doing business aspect. Many improvements should be undertaken such as doing innovation through One-Stop Service (OSS) in the field of licensing. This article analyzes the implementation of OSS in Indonesia, particularly in Bangka Regency and South Tangerang City. The research method is a qualitative approach. Data are collected by interviews, observations, and related documents. The study shows that OSS can improve public service in Indonesia as the services become more effective and efficient. However, there are some problems in implementing OSS such as the rule of law, human resources, and infrastructures. OSS makes the business reform runs well and increasing the investment growth. Abstract

The provision of accessibility of the street pavement in Bandung City for the blind person are still not in accordance with needs and conditions. The theory of service used proposed by Sinambela (2008). According to him, there are six indicator of public service quality, namely: transparancy, accountability, condition, participation, sameness of right and the equal of right and abigation. And focus in this research just on transparancy. The method used is a qualitative research method with descriptive analysis. The results showed that in the tranparancy on quality service to providing acces pavement for the blind person in Bandung City in term of the openness in communication that Bandung City Government done. And in term of the openness in sosialization program for the blind person.

Abstract

Abstract Public policy is always closely connected with the articulation of a distribution and re-distribution. Wisest form of policy that can accommodate all people without exception. Therefore, in the implementation of the public policy, it’s important to view the differences of social group not as a threat. but recognizing them through the political differences. Imbalances in the system which is too liberal governance is always to make people as several individuals with their rights. Finally, the policy only view the majority as a strong power which able to exclude those who are weak and considered different from the majority rule. This article at least invites us to re-articulate what is to be achieved in a democracy by analyzing the implementation of policy for difference groups are excluded by majority rule. Abstract

Children as the next generation must get the rights of certainty, development and growth . Government must have effort to protect their right was outlined in the child protection policies, programs and activities to ensure the fulfillment of children's rights, so that children can live, grow, develop and participate optimally in accordance with human dignity, as well as protection from violence and discrimination. One of the policies to guarantee the rights of the child is Kota Layak Anak Programm. One cluster of this program is The ciivil rights and freedoms. The Civil rights and freedom includes the right to identity, identity protection, the right of expression and speech, the right of thought, conscience and religion, freedom of association and peaceful assembly, the right to protection of private life, the right of access and adequate information, the right of free of punishment and torture, this study aims to determine how  cluster civil rights and child development in the development of the  children friendly city in Serang. The method used is qualitative ,data collection techniques of documentation and interviews. The main source of data is secondary data. The results showed that the achievement  on the cluster of civil rights and freedoms of children still less, some local district children civil right owner still less than fifty percent, we can’t find children forum in every vilage, free playground is limited . Preparing to developing Kota Layak Anak in Serang City actually only make a policy , not yet planning action. Our recommendations are: the first necessary to set up groups of children to support the creativity of children, the second  to increas the function of children communication forum .Keywords: Children, civil rights, freedom

Abstract

Assessment Centre is one of methods which is use a series of test, to examine objectively someone’s capability in various government positions.  One of the elements in government stakeholder which need attention to overcome the problem is the configuration of government officer. It consists of the arrangement of institutional governmental bureaucracy, systems and human capital development. In the arrangement of local government civil servant, City of Bandung has been developed Assessment Centre both in methodologically and physically. Following the result of this research, the development of Assessment Centre needed 3 – 5 years to be finished. From its early years, the Assessment Centre was supported by another institution which had been already using Assessment Centre such as Psychology Department in Indonesian Army (Dispiad) and Telkom. This support is no longer needed when the Assessment Centre itself is fully developed. Direct and Indirect preparation is needed to achieve the goals. It also needed support from surrounding ecosystems, such as legality, political will and awareness from participant.Keywords: Government Innovation, Assessment Centre, Competency

Abstract

This study discusses the implementation of local regulations No. 10 year 2012 on managing Corporate Social Responsibility in Cilegon. This type of study is descriptive, using qualitative approach. Results of the study illustrates that change has not been implemented, since it was passed on April 30, 2012. There are 2 (two) clauses article in particulary regarding Perda operational costs and recruitment patterns of administrators through the fit and proper test.  The study recommends revisions to some article that impedes the passage of Perda, in addition to the importance of involving stakeholders’ executor (company) in the formulation of article so as to accommodate the needs of the Government, enterprises and society.Key Words: Implementation, Local Regulations, Corporate Social Responsibility

Abstract

This study is going to discuss the implementation of inclusive education’s policy in Yogyakarta. Yogyakarta is a famous for being one of the friendliest city for people with disabilities (some people often refer to handicapped person, although that term is considered to new discrimination by the activist). Inclusive education’s policy is a breakthrough in education policy that puts people with disability and non-disability to sit and learn together in one classroom. In the national area, inclusive education policies stated in Permendiknas No 70 of 2009, while in Yogyakarta contained in Pergub DIY No 21 of 2013. Implementation of that policies did not reach 100% yet. Because, the policy makers forgot the social context, whether society ready to including people with disability in their life or not.
