Abstract

Group administrators Learning Pendas’s students is an important part of the system for implementing distance learning services in each Open University Distance Learning Program Unit. However, the description and research related to the role of the board of education officers is still very limited. To achieve this, descriptive qualitative research has been carried out with participatory action research (PAR) strategies for all PGSD and PG-PAUD student management and service activities carried out by pokar administrators throughout the Banten region under the auspices of UPBJJ-UT Serang. The results of the study showed that the administrators of the pendas program had a role in the implementation of distance learning system services at UT Serang UPBJJ especially in promotional activities, new student recruitment, New Student Study Orientation, distribution of teaching materials, PKP / PKM tutorials and compulsory and examination and Diploma Submission Ceremony (UPI).

Abstract

Distance education in Indonesia was opened to reduce the education gap betweenurban and remote areas nor with the purpose PLIK program of the Ministry ofCommunications and Information Technology is to reduce the digital divide betweenurban and rural areas. In line with that distance education provides an opportunity toimprove education are not bound classes by utilizing the internet facility and programPLIK give people the chance to improve skills in the field of information technology,including to improve the quality of public education through affordable Internet accessby the availability of internet cafes in the district level and car PLIK to reach people inremote villages. This research was conducted with descriptive qualitative method byanalyzing the data of Indonesia Open University document and the document PLIK ofthe Ministry of Communications and Information Technology. The results showed thatProgram PLIK that began in 2010 has 5939 internet cafes and internet car but wasstopped since 2014 can be used as a medium by universities such as the OpenUniversity which has 39 regional office (UPBJJ) across Indonesia to reach UT studentsin various parts of the region in the service of online registration and tutorial online aswell as to facilitate the UT students get academic information over the internet frominternet cafes and car PLIK provided at district level throughout Indonesia.

Abstract

This study saw efforts to empower women victims AYLA (prostituted children) in the area of the former localization Pantai Harapan Panjang Bandar Lampung City and the factors supporting and hindering development activities undertaken by non-governmental organizations (NGOs) Children's Crisis Centre (CCC) and conducted by the Women's Empowerment and child Protection (BPPA) and the Department of Social Lampung Bandar Lampung. This study uses a qualitative method with case studies of collective research strategies AYLA 130 female victims. The results showed that empowerment is the care and counseling of victims AYLA do with activities to help the victims when dealing with pimps or perpetrator, victim assistance when dealing with cases in the police and the courts, victim support when counseling with a psychologist / counselor, assistance when medical examination, when the victim assistance courses, training, apprenticeship and discussions, accompaniment of victims to return to a new place or return to its original place. Training for 130 victims of AYLA managed by NGOs CCC include: culinary training, dance training, hairdressing and computer training. Financial aid amounting to 1.5 million and 5 million Rupiah. Inhibiting factor is the empowerment of trauma and habits, economic factors, broken home and the budget is not enough of BPPA and Social Service Bandar Lampung. While the supporting factors of empowerment are all elements to support and assist the process of mentoring. Keywords: Empowerment, Women, Children prostituted

Abstract

The potential for disasters in Indonesia is quite high, the potential for these disasters can have a greater impact on women and children who are vulnerable groups of people. Disaster risk assessments should consider the vulnerable groups to be in the first place to be discussed. The study needs to be reviewed by looking at existing vulnerabilities and participatory capacities in the community by involving the facilitator team and the community. The seven stages of Oxfam's participatory capacity and vulnerability analysis (PCVA) provide a detailed description of what steps need to be taken to involve the wider community. The seven stages of PCVA start from preparing, collecting secondary data, beginning work with the community, analyzing hazards, prioritizing risk, developing a risk reduction action plan, and putting the action plan into practice. Using qualitative research methods, this study recommends that disaster risk studies that need to be prepared by looking at the perspective of gender sensitivity specially for Indonesia.

Abstract

The economy of local communities can be improved through the involvement of the community itself. Micro, small and medium enterprises (MSME) are one example. MSME are social institutions that function as a forum and means of development of every member of society, growing according to a sense of social responsibility from, for, and by the community. Community groups that are members of the "Agro Garuda Sakti Jaya" are located in Tonjong Village, Tajur Halang District, Bogor Regency, the economic business activities carried out are the cultivation of freshwater ornamental fish Neon Tetra, Rasbora Harlequin, and Rainbow Fish. The purpose of this community empowerment activity is to improve the skills of the Agro Garuda Sakti Jaya through ornamental fish farming training, natural feed culture training, and water quality measurement training. Participatory Action Research (PAR) is the method used in this community empowerment activity. The results of the activity showed: 1) increased knowledge of partners about biofloc technology and skills in making biofloc ponds; 2) increased knowledge and skills of partners in doing good ornamental fish farming; 3) increased knowledge and skills of partners in conducting good natural feed culture; and 4) increase ornamental fish production by 40% from before the implementation of activities. This community empowerment activity has a positional impact, because partners are able to adopt biofloc technology, and are able to carry out ornamental fish farming and natural feed culture well.

Abstract

Community empowerment is an economic development concept that outlines community values to create a new paradigm in development that is people-centered and participatory. The Systematic Literature Review (SLR) approach was used by the researchers to perform their investigation. To capture worldwide trends from previous research, data was analyzed using Microsoft Excel and the Bibliometric tool. The Prism Protocol was used to collect data. An in-depth examination of 44 papers on farmer empowerment and agricultural development policies to achieve sustainable food was undertaken. According to the study's findings, the four pillars of food security are availability, affordability, usage, and stability, and empowerment should play a part in strategic food and nutrition strategies from 2020 to 2024. Empowerment stresses the acquisition of sufficient skills, knowledge, and abilities.

Abstract

Artikel ini bertujuan menemukan konsep kebijakan yang tepat dalam pemberian layanan sosial bagi golongan lanjut usia (Lansia) khususnya di Kabupaten Banyumas. Di Kecamatan Kalibagor Kabupaten Banyumas masih terdapat ratusan orang perempuan Lansia yang terlantar. Penelitian ini mengkaji bagaimana implementasi kebijakan pelayanan sosial bagi Lansia selama ini berlangsung di Banyumas sejak dikeluarkannya Peraturan Daerah tentang Kesejahteraan Sosial Lansia pada tahun 2014. Penelitian ini menggunakan metode kualitatif dengan strategi studi kasus. Pengumpulan data dilakukan dengan cara wawancara, studi dokumentasi, dan observasi. Data yang terkumpul kemudian dikategorisasi, dipetakan, kemudian dianalisis secara deskriptif kualitatif sehingga dapat diperoleh kesimpulan gambaran konkrit tentang kebijakan penyelenggaraan kesejahteraan Lansia di Banyumas. Hasil penelitian memperlihatkan bahwa Implementasi kebijakan/Perda Kesejahteraan Lansia di Kabupaten Banyumas sejak tahun 2014 belum berjalan sebagaimana diharapkan.  Hal ini disebabkan oleh kurangnya alokasi anggaran misalnya untuk pembangunan Panti Werdha yang didanai APBD. Kemudian dinas terkait belum optimal menjalankan fungsi koordinasi dengan institusi lainnya. Berbeda dengan pihak Kecamatan Kalibagor yang aktif berkordinasi dengan desa melalui TKSK. Kemudian, masih banyaknya jumlah perempuan Lansia terlantar di Kecamatan Kalibagor lebih dikarenakan faktor ekonomi. Hal ini menandakan bahwa ke depan perlu adanya alokasi dana yang cukup untuk membangun Panti Werdha milik pemerintah kabupaten sendiri, serta adanya koordinasi yang lebih intensif antara dinas terkait dengan satuan pemerintahan di bawahnya seperti pemerintah kecamatan dan desa.

Abstract

Zona inti Kawasan Konservasi Perairan Pesisir dan Pulau-Pulau Kecil (KKP3K) dapat menghadapi ancaman antropogenik alami maupun karena dampak kebijakan dan ego sektoral. Tujuan penelitian ini untuk mengkaji aspek ekologi, sosial, dan ekonomi di kawasan konservasi Kepulauan Seribu sehingga dapat menghasilkan skenario terbaik setelah terbitnya Peraturan Pemerintah Nomor 27 tahun 2021 tentang perubahan zona inti KKP3K. Penelitian ini menggunakan metode kuantitatif dengan pendekatan empiris. Data primer diperoleh melalui Focus Group Discussion (FGD) dan wawancara serta data sekunder dari studi dokumentasi dengan skenario menggunakan analisis trade-off. Hasil penelitian menunjukkan skenario terbaik (rata-rata 57) adalah skenario B (zona inti digunakan untuk ekowisata berkelanjutan) karena mengedepankan asas keberlajutan lingkungan sebagai salah satu aset dalam mendorong pariwisata. Skenario A (zona inti tidak perlu dirubah) menjadi alternatif kedua karena pembatasan aktifitas melalui sistem zonasi positif terhadap keberlanjutan ekologi lingkungan, sedangkan skenario C (zona inti digunakan untuk ekonomi) menggambarkan perubahan aspek ekologi, ekonomi dan sosial yang berdampak negatif terhadap ekologi dan hanya berimplikasi positif terhadap aspek ekonomi dan sosial. Dasar legalitas dari perubahan zona inti yang digunakan untuk proyek strategis nasional akan menimbulkan dampak sosial dan ekologi, oleh karena itu perubahan terhadap zona inti mestinya tidak perlu dilakukan kecuali dapat memberikan alternatif yang bermuara pada penyelarasan dan peningkatan aspek ekologi, ekonomi, dan sosial pada kawasan tersebut. Title: Policy Analysis of Core Zone in Marine Conservation Areas, Coastal and Small Islands in Seribu Island The core zone of the Coastal Marine Protected Area and Small Islands (KKP3K) can face anthropogenic, natural threats, as well as due to the impact of sectoral policies and egos. The purpose of this study is to examine the ecological, social, and economic aspects of the Thousand Islands conservation area so that it is expected to produce the best scenario related to the issuance of Government Regulation Number 27 of 2021 concerning changes in the KKP3K core zone. This research uses quantitative methods with an empirical approach and uses primary data obtained through Focus Group Discussion (FGD) and interviews as well as secondary data from documentation studies screened with scenarios using trade-off analysis. The results showed that the best scenario (average 57) was scenario B (core zone used for sustainable ecotourism) because it prioritized the principle of environmental sustainability as one of the assets in encouraging tourism. Scenario A (core zone does not need to be changed) is the second alternative because restrictions on activities through the zoning system positivelly on the sustainability of environmental ecology, while scenario C (core zone is used for economics) describes changes in ecological, economic and social aspects that can produce negative impacts on ecology and only have positive implications for economic and social aspects. The legality basis of changes to core zones used for national strategic projects will have social and ecological impacts, therefore changes to core zones should not be necessary unless they provide alternatives that lead to alignment and improvement of ecological, economic, and social aspects of the region.

Abstract

Bank Sampah Dahlia merupakan salah satu organisasi kelompok sosial masyarakat yang bergerak di bidang ekonomi lingkungan khususnya dalam pengelolaan sampah rumah tangga warga RW 01 Petukangan Selatan, Pesanggarahan – Jakarta Selatan. Saat ini Bank Sampah Dahlia memiliki 13 orang pengurus yang diketuai oleh ibu Aliyah. Keberadaan Bank Sampah Dahlia di lingkungan RW 01 Petukangan Selatan sangat membantu pemerintah kota Jakarta Selatan dalam pengurangan penumpukan sampah ke Tempat Pemrosesan Akhir (TPA) dan membantu meningkatkan perekonomian ibu-ibu rumah tangga karena memberikan wadah untuk mendaur ulang sampah dengam metode 3R (Reuse, Reduce Recycle). Permasalahan yang dihadapi Bank Sampah Dahlia: 1) Pengurus Bank Sampah didominasi lansia (diatas 50 tahun), sehingga pelaksanaan program kegiatan kurang efektif dan efisien, 2) Pencatatan transaksi masih di lakukan secara manual karena belum terkomputerisasi, sehingga seringkali terjadi kesalahan dalam pencatatan dan pelaporan keuangan, 3) sampah organik dan anorganik belum dikelola dan dipasarkan secara maksimal. Berdasarkan permasalahan diatas, maka program kemitraan masyarakat ini memberikan solusi dengan cara: 1) Pelatihan kaderisasi dan edukasi terkait pengelolaan sampah yang efektif dan efisien, 2) Pembuatan sistem informasi manajemen Bank Sampah berbasis WEB dan Mobile Application. 3) Pelatihan pemasaran produk daur ulang sampah secara online.
