Abstract

Regulation Number 24 of 2022 by the Minister of Health of the Republic of Indonesia addresses Data Security and Protection. The Panti Wilasa Citarum Hospital follows Hospital Accreditation Commision quality standards, particularly regarding MRMIK 13 which covers information technology regulations. The hospital assesses its information security readiness using the KAMI Index from BSSN, aligned with ISO/IEC 27001 standards, to evaluate the level of information security as it implements Electronic Medical Records.  The study involved a questionnaire from four respondents and interviews with the IT head. Results showed the following scores: electronic system category received 20 points (High), Governance 41 points (Maturity Level I plus), Risk Management 35 points (Level II), Information Security Framework 61 points (Level I plus), Asset Management 176 points (Level II), Information Security Technology 131 points (Level II), Personal Data Protection 60 points (Level II), and Third Party Security at 53%. The overall score was 504 points, reflecting a "Basic Framework Compliance" at Maturity Level II, which did not meet KAMI Index requirements. The hospital must enhance information security through training, awareness, and periodic assessments.

Abstract

Permasalahan sampah telah menjadi masalah global yang memerlukan perhatian serius, hal itu karena dampaknya yang sangat merugikan lingkungan dan kesehatan. Keadaan sampah yang berserakan seringkali disebabkan ketidakpedulian terhadap manajemen pengelolaan sampah yang benar. Pada upaya mengatasi masalah sampah ini, maka penelitian ini mengembangkan sebuah aplikasi pendeteksi sampah berbasis metode pengembangan Agile Software Development. Aplikasi ini dirancang untuk meningkatkan kesadaran masyarakat terhadap kebersihan lingkungan dengan menyediakan kemudahan bagi pengguna untuk melaporkan keberadaan sampah. Melalui aplikasi ini, pengguna cukup memotret sampah yang ditemukan dan petugas kebersihan segera mendapat notifikasi untuk mengambil sampah tersebut. Hasilnya, dengan adanya aplikasi ini, limbah sampah, terutama sampah plastik yang sulit terurai, bisa dikurangi secara signifikan. Sehingga hasil akhir dari penelitian menunjukkan bahwa penggunaan aplikasi pendeteksi sampah mampu memberikan kontribusi positif pada pengelolaan sampah yang lebih efektif dan efisien, sehingga lingkungan menjadi sehat bagi kehidupan.

Abstract

Abstract— The rapid development of digital technology has increased the need for efficient storage and transmission of digital images. Large image file sizes can affect storage efficiency and data transfer processes, making image compression techniques necessary to reduce file size without significantly decreasing visual quality. This research aims to implement a web-based digital image compression system using a combination of Discrete Cosine Transform (DCT), quantization, Run Length Encoding (RLE), and Huffman Coding methods. The system was developed using the Laravel framework with support from HTML, CSS, and JavaScript, while image processing was performed using the canvas element in the browser. The compression process consists of RGB splitting, 8×8 blocking, DCT transformation, quantization, zigzag scanning, RLE, and Huffman Coding. The system also provides a before-after slider feature and evaluation parameters including Compression Ratio, Mean Squared Error (MSE), and Peak Signal-to-Noise Ratio (PSNR). Based on testing results using several JPG/JPEG images, the system achieved compression ratio values ranging from 79% to 97% with PSNR values between 31 dB and 38 dB. These results indicate that the proposed methods are capable of significantly reducing image file size while maintaining good visual quality.

Abstract

Bukittinggi Regional Hospital has a lot of employee data that can be analyzed to determine employee eligibility levels based on certain performance and criteria. This research aims to apply the C4.5 algorithm in determining the suitability of employees at Bukittinggi Regional Hospital. Data mining methods are used to explore patterns and knowledge from historical employee data such as attendance, work discipline, achievements and superior evaluation results. The research process includes data collection, preprocessing, decision tree formation using the C4.5 algorithm, and evaluation of model results. The results of the research based on a decision tree based on high school education level, less suitable, 8.02.0, suitable, 12.0.0, and D3 and Bachelor's education levels, suitable, 28.07.0, less suitable, 16.05.0, show that the C4.5 algorithm is able to produce a classification model with a good level of accuracy in determining employee eligibility categories, namely suitable and unsuitable. It is hoped that the application of this method will help the management of Bukittinggi Regional Hospital in making more objective and efficient decisions regarding employee suitability.
