Abstract

Waste management is one of the major environmental issues and a key challenge in achieving sustainable development and a healthy environment. Population growth and changes in consumption patterns have led to an increase in both the volume and diversity of waste generated by society. This condition is also evident in Bone Regency, where the amount of waste produced is not proportional to the waste reduction efforts that have been implemented. This study aims to analyze the implementation of waste management in Bone Regency, focusing on the stages of waste sorting, collection, transportation, processing, and final disposal. This study employed a qualitative approach with a descriptive research method. Data were collected through observation, interviews, documentation, and literature review. The research was conducted at the Environmental Agency of Bone Regency, the Passippo Final Disposal Site (TPA), and the districts of Tanete Riattang, West Tanete Riattang, and East Tanete Riattang. The data were analyzed qualitatively through data reduction, data presentation, and conclusion drawing. The findings indicate that waste management in Bone Regency has been implemented through the stages of waste sorting, collection, transportation, processing, and final disposal. Waste collection and transportation are routinely carried out by the Environmental Agency with the involvement of sanitation workers and community members. In the processing stage, the local government has developed waste bank programs as an effort to reduce waste volume and increase the economic value of recyclable materials. However, waste management still faces several challenges, including limited human resources, the increasing volume of waste generated by the community, and the continued reliance on a semi-open dumping system at the final disposal site. Therefore, greater community participation, stronger institutional capacity, and the development of a more sustainable waste management system are needed to improve environmental quality in Bone Regency.

Abstract

Tourism is a strategic sector that plays an important role in promoting regional economic growth, improving community welfare, and preserving cultural and environmental resources. Muna Regency possesses several leading tourist destinations, including Napabale Lake and Walengkabola Beach, which offer significant natural and cultural attractions. However, the development of these tourist destinations still faces various challenges, such as limited infrastructure, supporting facilities, accessibility, and tourism promotion. This study aims to analyze the role of the Muna Regency Government in the development of tourist destinations in Muna Regency. This study employed a qualitative descriptive approach using a case study strategy. Data were collected through in-depth interviews, observation, and documentation. The research informants consisted of officials from the Tourism and Creative Economy Office, tourism destination managers, and local community members around the tourist areas. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results indicate that the Muna Regency Government has played an active role in tourism destination development through efforts to create tourism attractions, provide tourism facilities, improve accessibility, and create tourism-related business opportunities for local communities. The development of tourism attractions has been carried out through destination promotion and the organization of cultural events. The provision of tourism facilities has been implemented through the development of supporting infrastructure, while accessibility improvements have been achieved through infrastructure enhancement and easier access to tourist destinations. In addition, the government has encouraged community participation in tourism-based economic activities. Nevertheless, tourism destination development still faces challenges, including inadequate facilities and infrastructure, suboptimal accessibility, and tourism promotion efforts that require further improvement.

Abstract

Youth are strategic assets in regional development, playing important roles as agents of change, drivers of development, and productive human resources within society. However, high unemployment rates, limited access to education, low participation in decision-making processes, and suboptimal creativity development remain major challenges faced by young people in Makassar City. Therefore, the local government, through the Youth and Sports Office (Dispora), has implemented various empowerment programs aimed at improving the capacity, competence, and competitiveness of youth. This study aims to analyze the role of the Makassar City Government in youth empowerment. The research employed a qualitative descriptive approach. Data were collected through interviews, observations, documentation, and literature review. The informants consisted of government officials, youth organizations, and community leaders involved in youth empowerment programs. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that youth empowerment in Makassar City is implemented through education and training programs, the Study While Working Scholarship Program, and youth creativity development programs. These initiatives have contributed to improving skills, educational opportunities, work experience, innovation, and youth creativity. Nevertheless, several challenges remain, including inadequate program dissemination, limited accessibility for some youth groups, and the need to strengthen collaboration with the private sector and youth organizations. Therefore, more integrated efforts are required to enhance the effectiveness of youth empowerment programs in Makassar City.

Abstract

Population administration services constitute an essential form of public service aimed at ensuring citizens' civil rights. The quality of these services is highly influenced by the behavior of public officials who deliver them. This study aims to analyze the behavior of public officials in population administration services at the Department of Population and Civil Registration of Bone Regency, focusing on the dimensions of care, discipline, and responsibility. This research employed a qualitative approach with a descriptive research design. Data were collected through in-depth interviews, observation, documentation, and literature review. The informants consisted of service officers, structural officials, and members of the public who utilized population administration services. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that the behavior of public officials has a significant influence on the quality of population administration services. Care is reflected in officials’ empathy, responsiveness to public needs, and ability to provide clear service information. Discipline is demonstrated through compliance with working hours, adherence to service procedures, and commitment to delivering services on time. Meanwhile, responsibility is reflected in the officials’ seriousness in completing tasks, maintaining service quality, and ensuring that citizens receive their administrative rights accurately and efficiently. These three dimensions are fundamental in creating population administration services that are effective, efficient, and oriented toward public satisfaction.

Abstract

Fishing communities are coastal communities that play an important role in supporting the development of the fisheries sector and regional food security. However, various challenges such as limited human resource capacity, restricted access to technology and information, weak fishermen institutions, and the suboptimal implementation of empowerment policies continue to hinder efforts to improve fishermen's welfare. This study aims to analyze the role of the Pinrang Regency Government in empowering fishing communities. The research employed a qualitative descriptive approach using a case study method. Data were collected through interviews, observations, and documentation involving officials from the Fisheries Office, fishermen groups, and coastal communities as research informants. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings reveal that the Pinrang Regency Government implements fishermen empowerment through three main aspects: education and training, access to knowledge, technology and information, and institutional strengthening. Education and training programs are designed to improve fishermen’s technical skills and entrepreneurial capacity. Access to knowledge, technology, and information is facilitated through extension services, information dissemination, and the introduction of modern fisheries technologies. Meanwhile, institutional strengthening is carried out through the establishment and development of Joint Business Groups (Kelompok Usaha Bersama/KUB) as platforms for empowerment and business development among fishermen. Although several challenges remain, these empowerment efforts have contributed to improving the capacity and self-reliance of fishing communities in Pinrang Regency.

Abstract

The agricultural sector plays a strategic role in supporting regional economic development, particularly in Pinrang Regency, which is recognized as one of the major agricultural areas with significant potential in food crops and horticultural commodities. However, efforts to increase agricultural productivity continue to face various challenges, including limited access to agricultural technology, inadequate production facilities, insufficient training opportunities, and weak institutional capacity among farmers. This study aims to analyze the role of the Pinrang Regency Government in the development of food crop and horticultural subsectors, as well as the provision of agricultural machinery and equipment. The study employed a qualitative descriptive approach using a case study method. Data were collected through in-depth interviews, field observations, and document analysis involving officials from the Food Crops, Horticulture, and Plantation Office, farmer groups, and individual farmers. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that the Pinrang Regency Government has implemented various agricultural development programs, including the provision of superior seeds, integrated agricultural extension services, agricultural machinery assistance, and farmer group mentoring. These programs have contributed to improving agricultural productivity and farming efficiency. Nevertheless, several challenges remain, such as limited regional budgets, weak inter-agency coordination, and unequal distribution of assistance among farmers. Therefore, stronger collaboration among stakeholders, improved extension and mentoring services, and evidence-based policymaking are required to support sustainable agricultural development in Pinrang Regency.

Abstract

The relationship between the executive and legislative institutions is a crucial factor in developing an effective, transparent, and accountable Regional Revenue and Expenditure Budget (APBD). In the practice of local governance, the budget formulation process often faces various institutional dynamics influenced by differences in interests, information asymmetry, and suboptimal oversight mechanisms. This study aims to analyze the institutional relationship between the executive and legislative branches in the formulation of the Regional Revenue and Expenditure Budget Draft (RAPBD) in Bulukumba Regency from the perspective of Agency Theory. This research employed a qualitative descriptive approach. Data were collected through observation, in-depth interviews, and documentation involving informants from the Bulukumba Regency Government and the Regional House of Representatives (DPRD). Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings reveal that the institutional relationship between the executive and legislative branches in the RAPBD formulation process is influenced by four main aspects: information asymmetry, supervision and control, transparency, and accountability. Information asymmetry remains evident due to the executive's dominance in accessing and controlling budget-related information. Supervision and control exercised by the DPRD play a significant role in maintaining institutional balance, although several challenges persist in their implementation. Transparency in the budgeting process has been carried out through budget deliberation mechanisms; however, greater public access to information is still required. Meanwhile, accountability serves as a fundamental instrument in ensuring that regional financial management complies with existing laws and regulations.

Abstract

Marine tourism is a strategic sector with significant potential to stimulate regional economic growth, improve community welfare, and enhance the competitiveness of tourism destinations. Bone Regency, as one of the coastal regions in South Sulawesi Province, possesses various marine tourism resources that require adaptive and innovative governance to maximize their potential. This study aims to analyze the transformation of marine tourism governance in Bone Regency, focusing on marine tourism destination development and digital-based tourism marketing. The research employed a qualitative approach with a descriptive-analytical research design. Data were collected through interviews, observations, and documentation involving the Bone Regency Tourism Office, tourism destination managers, Tourism Awareness Groups (Pokdarwis), tourism business actors, and coastal communities. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings reveal that the Bone Regency Government has transformed marine tourism governance through the development of supporting infrastructure, improvement of tourism facilities, community empowerment, and the strengthening of Tourism Awareness Groups in destination management. Furthermore, digital tourism marketing has been implemented through the utilization of social media, websites, and other digital platforms to broaden destination promotion.

Abstract

This study aims to find out how the role of the Tourism, Youth and Sports Office of Soppeng Regency in the development of Tourism Villages and the factors that influence it. To achieve this goal, qualitative research methods are used using descriptive data. Data collection techniques are observation, interviews, as well as documents and archives using qualitative descriptive analysis techniques. The results showed that the Role of Local Government in Tourism Development in Soppeng Regency from where the Regional Regulation of Soppeng Regency Number 2 of 2019 concerning Tourism Villages from the aspect of tourism village development consists of Tourism Village Institutions, Tourism Village Objects, Tourism Village Marketing, has been running well. From the aspect of Tourism Village Institutions in Mattabulu and Bule villages, Village-Owned Enterprises (BUMDES) and Pokdarwis institutions have been formed that manage tourism villages, while the tourist village objects of each village have their own charms both natural attractions and cultural tourism objects, while the marketing of tourism villages is carried out by all stakeholders, both district governments who carry out promotions in the form of advertisements and direct promotions in the form of introduction of tourist objects in Soppeng Regency and the village government promote through official website accounts and social media such as Instagram, Facebook, and Twitter of each village.

Abstract

Gender equality and women's empowerment are essential components of sustainable regional development. Gender Mainstreaming (GM) serves as a strategic approach to integrating gender perspectives into all development processes in order to reduce disparities between men and women in terms of access, participation, control, and benefits of development. This study aims to analyze the implementation of gender mainstreaming in regional development in Polewali Mandar Regency. The research employed a qualitative descriptive approach. Data were collected through interviews, observations, documentation, and literature review involving the Regional Research, Development, and Planning Agency (Balitbangren), the Office of Population Control, Family Planning, Women's Empowerment and Child Protection (DP2KBP3A), and the Social Affairs Office of Polewali Mandar Regency. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that gender mainstreaming in Polewali Mandar Regency has been implemented through three main aspects: planning, implementation, and organization. In the planning aspect, gender perspectives have been integrated into regional development planning documents and gender-responsive programs and budgets. In the implementation aspect, various activities such as training programs, socialization, preparation of regional gender profiles, and capacity-building initiatives for government agencies have been conducted to support gender mainstreaming policies. Meanwhile, in the organizational aspect, the local government has established a Gender Mainstreaming Working Group (Pokja PUG) to strengthen coordination and collaboration among regional government agencies.
