Abstract

Civic disposition is a fundamental component of civic competence, encompassing the attitudes, values, and cognitive practices that facilitate democratic participation. This study aims to analyze the trends, themes, and evolving trajectories of research on civic disposition, as well as its implications for improving civic education in the digital era.   The research gap exists because few comprehensive mapping studies utilize both bibliometric and systematic review methods. This study employs a Systematic Literature Review (SLR) methodology, conforming to the PRISMA framework, in conjunction with bibliometric analysis sourced from the Scopus database. From the 336 identified documents, 12 essential articles were selected and analyzed using VOSviewer to illustrate keyword co-occurrence, author collaboration, and country affiliation networks. The findings indicate that research on civic disposition is limited and predominantly conducted in the United States, with emerging contributions from Indonesia.  Three principal research clusters were delineated: (1) civic education and contentious issues, (2) teacher training amid global crises, and (3) the integration of civic disposition with civic knowledge and competencies. The findings suggest that civic education should encompass reflective, participatory, and value-centered pedagogies, grounded in Pancasila and enhanced by digital technology, to cultivate democratic and virtuous citizens capable of confronting the challenges of the 21st century.Keywords: civic disposition, civic education, bibliometric analysis, PRISMA, Pancasila

Abstract

The digital transformation of government services through the National Data Center (PDN) aims to realize effective and responsive public administration. However, a massive ransomware attack on the PDN in mid-2024 revealed a fatal vulnerability in Indonesia's cybersecurity governance architecture, paralyzing essential services and harming millions of citizens. This study analyzes the state's negligence in managing the PDN from a Constitutional Law perspective, evaluating it through the fulfillment of the functions, objectives, and supremacy of the constitution. This research employs a normative legal method using statutory and conceptual approaches. The findings indicate that the data breach at the PDN is not merely a technical IT failure, but a representation of a fundamental constitutional failure. First, the state failed to realize the constitutional objective of protecting the Indonesian nation as mandated by the Fourth Paragraph of the 1945 Constitution, and failed to guarantee the basic right to personal data protection enshrined in Article 28G Paragraph (1). Second, overlapping authority and blame-shifting between the Ministry of Communication and Informatics and the National Cyber and Crypto Agency (BSSN) demonstrate the failure of the constitution's function in limiting power and demanding institutional accountability. Third, the government's delay in establishing an independent Personal Data Protection Supervisory Authority, as mandated by Law No. 27 of 2022, constitutes an anomaly of constitutional supremacy, where the rule of law is defeated by bureaucratic sluggishness. This study recommends the immediate establishment of an independent supervisory agency, optimization of legislative oversight, and strict legal accountability for state institutions.

Abstract

The post-truth era, characterized by the massive spread of misinformation and the dominance of opinion, demands a reorientation of the paradigm in the teaching of Pancasila and Citizenship Education (PPKn). This research aims to formulate adaptive and innovative instructional strategies to enhance students' digital citizenship competencies in the post-truth era. This research uses a qualitative approach with a library research design that analyzes national and international academic literature published between 2016 and 2026. Data collection utilizes online literature databases, which are then qualitatively analyzed using content analysis techniques. The study results indicate that PPKn must comprehensively instill five elements of digital citizenship competence, namely: digital identity, privacy and security management, rights and responsibilities, participatory engagement, and technology skills development. To realize this, the integration of these competencies is recommended thru innovative pedagogical strategies that include project-based learning oriented toward digital action, case-based methods to dissect ethical dilemmas, and character habituation in digital citizenship within a collaborative ecosystem. In conclusion, Pancasila and Citizenship Education (PPKn) needs to promptly reorient its paradigm to enhance students' digital citizenship competencies so that they do not merely become passive consumers of information, but rather become critical, intelligent, ethical producers of digital content grounded in the Pancasila ideology amidst the challenges of the post-truth era.
