Abstract

Masifnya penggunaan Artificial Intelligence (AI) telah menimbulkan tantangan etis yang cukup signifikan dalam berbagai bidang, terutama pendidikan, sehingga memerlukan adanya sebuah kerangka kerja untuk membentuk etika penggunaan Artificial Intelligence (AI) yang bertanggung jawab. Penelitian ini bertujuan untuk mengidentifikasi dan menyintesis peran konseptual kewarganegaraan digital (digital citizenship) dalam pembentukan etika penggunaan Artificial Intelligence (AI). Metode yang digunakan adalah Systematic Literature Review (SLR) terhadap 10 artikel terpilih dari basis data Scopus yang terbit antara tahun 2021-2025. Hasil penelitian menunjukkan bahwa kewarganegaraan digital (digital citizenship) memiliki peranan yang fundamental sebagai sebuah kerangka kerja konseptual untuk membentuk etika penggunaan Artificial Intelligence (AI). Prinsip-prinsip kewarganegaraan digital (digital citizenship) seperti tanggung jawab, empati digital, dan kesadaran privasi sebagai jawaban langsung terhadap tantangan etis yang ditimbulkan oleh Artificial Intelligence (AI) seperti plagiarisme, disinformasi, dan bias algoritmik. Pendekatan untuk mengatasi tantangan dari penggunaan Artificial Intelligence (AI) tidak cukup jika hanya bersifat teknis atau regulatif, melainkan harus berakar pada pembentukan kompetensi kewarganegaraan digital (digital citizenship competence). Penelitian ini dapat memberikan landasan teoretis yang kuat bagi para pendidik dan pembuat kebijakan bahwa untuk membentuk etika penggunaan Artificial Intelligence (AI) yang efektif maka harus diintegrasikan secara inheren ke dalam kurikulum bukan sebagai sebuah entitas yang terpisah.

Abstract

The rapid development of technology and the growing complexity of citizenship challenges in the digital era highlight the need to revitalise Civic Education based on a strong philosophical foundation. This study analyses Udin S. Winataputra’s philosophical framework on the concept of smart and good citizenship and examines its relevance for strengthening Civic Education in Indonesia. Using a qualitative library research method, this study draws primarily from Winataputra’s 2001 dissertation and supplements it with contemporary scholarly works on citizenship, digital literacy, and civic virtue. The findings show that Winataputra’s concept integrates cognitive competencies (smart) with moral–character dispositions (good), forming a holistic paradigm for civic development. This dual framework aligns with global discussions on transformative citizenship, digital ethics, and democratic education. The study concludes that Winataputra’s philosophical contributions provide a significant foundation for redesigning Civic Education to cultivate responsible, critical, and ethically aware citizens in the digital age. Implications for curriculum development and digital citizenship education are also discussed.

Abstract

This study aims to analyze the forms of citizens' expressions and participation in the digital public sphere, as well as to uncover public opinion anomalies on a state official's policy post. The research subjects were netizens' comments on the "Digital Era Education Development Strategy" video on Vice President @gibran_rakabuming's TikTok account. A descriptive qualitative approach was applied through the computer-assisted qualitative data analysis (CAQDAS) method. The entire population of 1,353 comments was collected without sampling limitations (total sampling). Data collection was conducted from the time the post was uploaded on May 2, 2025, until April 21, 2026, using a web scraping technique via Apify. The data were then analyzed using NVivo software, encompassing sentiment analysis and lexical extraction (word cloud and word tree). The results reveal a paradoxical reality. Quantitatively, positive sentiments dominated with an 8:3 ratio. However, the qualitative lexical analysis was predominantly filled with harsh words, personal attacks (toxic disinhibition), and repetitive sentence templates. This paradox proves the occurrence of public space manipulation by cyber troops (buzzers) to manufacture fake public consent, while organic citizen criticisms were filled with emotional aggression. This phenomenon confirms a digital civility crisis. Therefore, it is recommended that the government stop opinion manipulation practices to build authentic public trust, educational institutions reorient digital literacy curricula towards digital citizenship ethics, and platforms strengthen algorithmic transparency to crack down on coordinated inauthentic behavior.
