Abstract

Pengelolaan data pendidikan menjadi bagian penting dalam mendukung pelayanan publik berbasis data pada sektor pendidikan. Pada pendidikan nonformal, tata kelola data masih menghadapi berbagai permasalahan, khususnya berkaitan dengan validitas dan integrasi data kependudukan peserta didik dalam sistem Data Pokok Pendidikan (Dapodik). Penelitian ini bertujuan untuk menganalisis kualitas data kependudukan sebagai determinan tata kelola pendidikan nonformal pada SPNF SKB di Kabupaten Bolaang Mongondow Selatan. Penelitian menggunakan pendekatan deskriptif kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan melibatkan operator data pendidikan, pengelola pendidikan nonformal, dan pihak terkait lainnya. Analisis data dilakukan secara deskriptif melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kualitas data kependudukan merupakan faktor paling dominan dalam tata kelola pendidikan nonformal. Ketidaksesuaian Nomor Induk Kependudukan (NIK), data ganda, dan perbedaan identitas administrasi menyebabkan proses validasi dan sinkronisasi data pendidikan dalam sistem Dapodik mengalami hambatan. Selain itu, efektivitas tata kelola data juga dipengaruhi oleh mekanisme pengendalian data, koordinasi antar lembaga, dan ketersediaan pedoman operasional pengelolaan data pendidikan. Oleh karena itu, peningkatan kualitas data kependudukan dan penguatan sistem tata kelola data terintegrasi menjadi kebutuhan penting dalam mendukung pelayanan pendidikan nonformal yang efektif, akurat, dan akuntabel.

Abstract

This paper aimed to examine how Government Regulation No. 94 of 2021 on  Civil  Servant  Discipline  has  been  put  into  practice  at  the  Tondano District  Court  Class  IB,  focusing  on  attendance  filling  mechanism, punctuality, dispensation, and evaluation. A qualitative descriptive design was employed, gathering evidence through participatory observation, in- depth  interviews,  and  document  review,  analyzed  using  the  interactive model  of  Miles,  Huberman,  and  Saldana. Findings  show  that  the  court operates a digital attendance system through the SIKEP application with facial  recognition  and  location  verification,  though  recurring  server disruptions  remain  a  practical  obstacle.  Most  employees  observe punctuality requirements, while a minority face delays due to commuting distance,  weather,  and  limited  transport.  Dispensation  procedures  run adequately through supervisory communication and the digital platform, and  attendance  evaluation  is  conducted  daily  and  monthly,  resulting  in reprimands and a one-percent salary deduction for latecomers. The study concludes  that  implementation  is  progressing  reasonably  well,  yet sustained effectiveness requires stronger infrastructure investment and a more  developmental rather than purely  punitive approach to employee discipline

Abstract

This study aims to analyze the budget allocation procedures for fulfilling maritime areas at the Bitung Class II Base, as well as to examine the determinant factors in the budget allocation procedures for maritime area surveillance at the Bitung Class II Base. This study uses a descriptive qualitative approach. Data were obtained through in-depth interviews, observations, and documentation studies, then analyzed using the interactive model of Miles, Huberman, and Saldaña through data condensation, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the budget allocation policy at the Bitung Class II Base is not optimal because there is still a gap between operational needs and available budget capabilities. The fulfillment of patrol fleet facilities and infrastructure is in an available condition but is not ideal, both in terms of fleet readiness, technical support, logistics, and maintenance facilities. The implementation of the budget allocation policy has direct implications for the effectiveness of maritime area surveillance, especially on patrol intensity, surveillance area coverage, and fleet operational readiness. Factors that influence policy implementation include communication, resources, implementer disposition, and bureaucratic structure, with resources and bureaucratic structure as the dominant factors.
