Abstract

Teacher performance remains a central determinant of educational quality, particularly in Islamic secondary schools where organizational leadership and institutional climate play strategic roles. This study examines the structural relationships between leadership and work environment on teacher performance, with work motivation acting as an intervening variable. A quantitative explanatory research design was employed involving 80 teachers from two State Islamic Junior Secondary Schools (Madrasah Tsanawiyah Negeri) in Pelaihari District, Tanah Laut Regency. Data were collected using Likert-scale questionnaires and analyzed through Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings reveal that leadership and work environment do not have a significant direct effect on teacher performance. However, leadership significantly influences work motivation, and work motivation significantly affects teacher performance. Furthermore, work motivation mediates the relationship between leadership and teacher performance, while it does not significantly mediate the relationship between work environment and teacher performance. These results suggest that motivational mechanisms play a crucial role in translating leadership practices into improved teacher outcomes, whereas environmental factors alone are insufficient to directly enhance performance. This study contributes to educational management literature by clarifying the mediating function of work motivation within Islamic school contexts. The findings imply that strengthening motivational strategies through effective leadership practices is essential for improving teacher performance in public religious educational institutions.

Abstract

This study aims to analyze the implementation of the Musyawarah Perencanaan Pembangunan (Musrenbang) policy in the health sector in Satui Subdistrict, Tanah Bumbu Regency, and to identify the challenges encountered during its implementation. Musrenbang serves as a participatory planning forum mandated by the national development planning system to accommodate community aspirations in regional development. This research employed a qualitative descriptive approach, using observation, interviews, and documentation involving subdistrict officials, village heads, local legislators, health office representatives, and community members. Data were analyzed using Grindle’s policy implementation model, which emphasizes the dimensions of policy content and implementation context. The findings indicate that procedurally the Musrenbang process has been conducted in accordance with established mechanisms, particularly in collecting and prioritizing community proposals. However, implementation remains suboptimal due to budget constraints, policy intervention, and limited public participation. Strengthening stakeholder commitment and enhancing community engagement are essential to improve the effectiveness of participatory health development planning.

Abstract

This study aims to analyze the implementation of Balangan Regent Regulation Number 41 of 2018 concerning Civil Servant Competency Development within the Balangan Regency Government, to identify supporting and inhibiting factors, and to assess its effectiveness. The research employs a descriptive qualitative approach using Edward III’s policy implementation model, which includes four variables: communication, resources, disposition, and bureaucratic structure. Data were collected through interviews, observations, and documentation involving ten key informants. The findings indicate that, in terms of resources and bureaucratic structure, the policy has been implemented with adequate budgetary support and comprehensive Standard Operating Procedures (SOPs). Leadership disposition reflects strong commitment to competency development initiatives. However, communication remains a challenge, particularly regarding data synchronization and inter-agency coordination. The main supporting factors include leadership commitment and regulatory legitimacy, while the inhibiting factors consist of inaccurate competency data and limited compliance among several regional work units (SKPD). Based on the indicators of policy accuracy, implementation accuracy, target accuracy, and environmental suitability, the implementation is categorized as effective. This is evidenced by the significant increase in civil servant participation in competency development programs, from 12.6% in 2021 to 72.3% in 2023.
