Abstract

The development of population and settlements in this region since 2 decades ago demands to be fulfilled by other aspects, especially the basic needs of the community such as aspects of education, health, social and religious facilities. The influence of the construction of road infrastructure including the development of population and settlements, and this all impacts on the demands for the availability of public facilities such as public health facilities. Starting from this all research needs to be done whether public health services have followed the progress of the community itself. The purpose of this study was to determine the public services provided by Puskesmas to community members. The research method used is a descriptive method with a qualitative approach that is describing or describing the state of the Berangas Community Health Center in Alalak District. The results showed that the Berangas Health Center in providing health services to the general population could be said to be quite good. However, there are some complaints from the public regarding public services at the Berangas Health Center, among others, the services are considered to be slow, and this is caused by the lack of discipline of the staff in the determination of service hours listed at the Puskesmas. community members.

Abstract

Implementation of Barito Timur Regency’s RegulationNumber 6 year 2015 on Procurementof Goods / Services in the Village. Under the guidance of Mr. Irawanto as mentor I and Mr. M. Jamili As Supervisor II. The purpose of this research is to know the implementation of Regulation of Barito Timur Regent Number 6 Year 2015 concerning Procurement of Goods / Services in Village from Communication factor, Human Resources and Bureaucracy Structure but it will also give recommendation for Local Government in implementing Procurement of Goods / Services in Village East Barito Regency. The research method used is descriptive method with qualitative approach. Data collection was done by interview and documentation techniques. Triangulation technique is used to check the validity of research data. Data analysis in this research using steps Miles and Huberman is the process of analysis by using several components consisting of data reduction, presentation or display data and the conclusion / verification. The results showed that the Implementation of Barito Timur Regency’s RegulationNumber 6 year 2015 on Procurementof Goods / Services in the Village District Dusun East has not run optimally. Implementation still faces fundamental obstacles in communication is lack of socialization intensity done to executor of policy of procurement of goods / services in village. Another obstacle is the human resources, namely the low ability of procurement of goods / services in the village. While in the bureaucratic structure there has been no dispersion of responsibilities among the implementing Team for procurement of goods / services in the village. Implementasi Peraturan Bupati Barito Timur Nomor 6 Tahun 2015 tentang Pengadaan Barang/Jasa di Desa.Di Bawah Bimbingan Irawanto sebagai pembimbing I dan Muhammad Jamili Sebagai Pembimbing II. Tujuan penelitian ini adalah untuk mengetahui implementasi Peraturan Bupati Barito Timur Nomor 6 Tahun 2015 tentang Pengadaan Barang/Jasa di Desa dari faktor Komunikasi, Sumber Daya Manusia dan Struktur Birokrasi selain itu juga akan memberikan rekomendasi bagi Pemerintah Daerah dalam pelaksanaan Pengadaan Barang/Jasa di Desa di Kabupaten Barito Timur. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik wawancara dan dokumentasi. Teknik triangulasi digunakan untuk mengecek keabsahan data penelitian. Analisis data dalam penelitian ini menggunakan langkah-langkah Miles dan Huberman yaitu proses analisis dengan menggunakan beberapa komponen yang terdiri dari reduksi data, penyajian atau display data dan pengambilan kesimpulan/verifikasi. Hasil penelitian menunjukan bahwa implementasi Peraturan Bupati Barito Timur Nomor 6 Tahun 2015 tentang Pengadaan Barang/Jasa di Desa wilayah Kecamatan Dusun Timur belum berjalan optimal. Implementasi masih menghadapi hambatan yang mendasar dalam komunikasi yaitu kurangnya intesitas sosialisasi yang dilakukan kepada pelaksana kebijakan pengadaan barang/jasa di desa. Hambatan lainya adalah pada sumber daya manusia, yaitu rendahnya kemampuan pelaksana pengadaan barang/jasa di desa. Sementara pada struktur birokrasi belum ada penyebaran tanggung jawab diantara Tim pelaksana pengadaan barang/jasa di desa.

Abstract

The objectives of the study are 1) to find out whether there is an influence on the education system of the juvenile criminal justice system on the performance of community counselors at the class I correctional facility in Banjarmasin. 2) to determine the effect of education on the juvenile justice system training and work discipline on the performance of community counselors at Banjarmasin Class I Penitentiary. The method used in this study is the correlational method, the population in this study is the Community Guidance (PK) in Banjarmasin Class I Correctional Center totaling 30 people. The sample collection technique uses Simple Random Sampling. Data collection techniques using questionnaires, observation, and documentation and data analysis techniques using qualitative analysis. Based on the calculation results show the count value> t table for 5% significance of 3.524 with a significance of 0.002, it can be concluded that there is a positive and significant influence between SPPA Training on PK Performance in the Bapas Class I Banjarmasin office. Thus the first hypothesis which reads the effect of SPPA Training on PK Performance in Banjarmasin Class I Bapas office. Acceptable or proven true. Based on the calculation results show the count value> ttable for significance of 5% count 2.303 with a significance of 0.029, it can be concluded that there is a positive and significant influence between work discipline on PK performance of Bapas Class I Banjarmasin office. Thus the second hypothesis which reads the influence of Work Discipline on PK Performance in Banjarmasin Class I Bapas office. Can be accepted or proven true. Tujuan penelitian adalah 1) untuk mengetahui apakah terdapat pengaruh pendidikan pelatihan sistem peradilan pidana anak terhadap kinerja pembimbing kemasyarakatan pada balai pemasyarakatan kelas I banjarmasin. 2) untuk mengetahui pengaruh pendidikan latihan sistem peradilan pidana anak dan disiplin kerja terhadap kinerja pembimbing kemasyarakatan pada Balai Pemsyarakatan Kelas I Banjarmasin. Metode yang digunakan dalam penelitian ini adalah metode korelasional, populasi dalam penelitian ini adalah Pembimbing Kemasyarakatan (PK) yang ada pada Balai Pemasyarakatan Kelas I Banjarmasin berjumlah 30 orang. Teknik pengumpulan sampel menggunakan Simple Random Sampling. Tehnik pengumpulan data menggunakan kuisioner, orbservasi, dan dokumentasi dan tehnik analisa data menggunakan analisa kualitatif. Berdasarkan Hasil perhitungan menunjukkan nilai hitung > t tabel untuk signifikasi 5% hitung 3,524 dengan signifikansi 0,002 maka dapat disimpulkan terdapat pengaruh yang positif dan signifikan antara Diklat SPPA terhadap Kinerja PK di kantor Bapas Kelas I Banjarmasin . Dengan demikian hipotesis pertama yang berbunyi pengaruh Diklat SPPA terhadap Kinerja PK pada kantor Bapas Kelas I Banjarmasin. Dapat diterima.atau terbukti kebenarannya. Berdasarkan Hasil perhitungan menunjukkan nilai hitung>ttabel untuk signifikasi 5% hitung 2,303 dengan signifikansi 0,029 maka dapat disimpulkan terdapat pengaruh yang positif dan signifikan antara Disiplin kerja terhadap Kinerja PK kantor Bapas Kelas I Banjarmasin. Dengan demikian hipotesis kedua yang berbunyi pengaruh Disiplin Kerja terhadap Kinerja PK pada kantor Bapas Kelas I Banjarmasin. Dapat diterima atau terbukti kebenarannya.

Abstract

Abstract : This study aims to determine the effect of competence and work environment on teacher performance at Madrasah Aliyah Negeri Tanah Bumbu, Tanah Bumbu Regency. The research method used is explanatory research. The results showed that partially the influence of competence on teacher performance showed a significant relationship, seen with a significant level also supported by the tcount value of 6.171> t table of 2.042 with a significant level of p value X1 <. The contribution of the competency variable to performance with an r2 value of 0.302 shows that it is 30.2%, while the influence of the work environment shows the number 0.531 this means that there is a relationship that occurs with the performance variable, meaning that if the work environment increases it will affect the increase in teacher performance by 0.531. Abstraksi : Penelitian ini bertujuan untuk mengetahui pengaruh kompetensi dan lingkungan kerja terhadap kinerja guru pada Madrasah Aliyah Negeri Tanah Bumbu Kabupaten Tanah Bumbu. Metode penelitian yang digunakan adalah penelitian eksplanatori. Hasil penelitian menunjukan bahwa secara Parsial Pengaruh Kompetensi terhadap kinerja Guru menunjukkan hubungan yang signifikan, dilihat dengan tingkat signifikan juga didukung oleh nilai Thitung sebesar 6,171 >Ttabelsebesar 2,042 dengan tingkat signifikan p value X1 < . Sumbangan variabel kompetensi terhadap kinerja dengan nilai r2sebesar 0,302 ini menunjukan bahwa sebesar 30,2 %, sedangkan Pengaruh Lingkungan kerja menunjukan angka 0,531 ini berarti bahwa terdapat hubungan yang terjadi dengan variabel kinerja, maksudnya bila lingkungan kerja meningkat akan berpengaruh terhadap peningkatan kinerja Guru sebesar 0.531.

Abstract

Abstract: This study aims to prove whether there is an influence between liquidity, solvency, and activity on the net profit margin. The variables studied are part of financial ratios, namely, current ratio (CR) as a proxy for liquidity, Debt to Asset Ratio (DAR) as a proxy for solvency, and Total Asset Turnover (TAT) as a proxy for activity, all three are independent variables. Meanwhile, Net Profit Margin (NPM) is a proxy for probability which is the dependent variable. Researchers used quantitative research methods, namely data obtained from secondary data in the form of financial statements. As for this research, the researcher uses multiple regression analysis method, with the help of SPSS version 23 software. value R2 is 0.616 or 61.6% which means that the independent variable (current ratio, debt to asset ratio, total asset turnover) is the influence on the dependent variable (net profit margin), while the remaining 37.7% is explained by other variables. Simultaneously (F test), liquidity proxied by CR, solvency as proxied by DAR, and TAT activity have a positive effect on NPM but not significant, but partially (t test), only TAT has a significant effect on NPM. Meanwhile, CR and DAR have no significant effect on NPM. Key Words: Financial Ratios, Current Ratio (CR), Debt to Asset Ratio (DAR), Total Asset Turnover (TAT), Net Profit Margin (NPM) Abstrak: Penelitian ini bertujuan untuk membuktikan apakah terdapat pengaruh antara likuiditas, solvabilitas, dan aktivitas terhadap net profit margin. Adapun variabel yang diteliti adalah bagian dari rasio keuangan yaitu, current ratio (CR) sebagai proksi dari likuiditas, Debt to Asset Ratio (DAR) sebagai proksi dari solvabilitas, dan Total Asset Turnover (TAT) sebagai proksi dari Aktivitas, ketiganya merupakan variabel independen. Sedangkan Net Profit Margin (NPM) sebagai proksi dari probabilitas yang merupakan variabel dependen. Peneliti menggunakan metode penelitian Kuantitatif, yaitu data yang diperoleh dari data sekunder yang berupa laporan keuangan. Adapun dalam penelitian ini peneliti menggunakan metode analisis regresi berganda, dengan bantuan software SPSS versi 23. Nilai R2 adalah 0.616 atau sebesar 61.6% yang berarti bahwa variabel independen (current ratio, debt to asset ratio, total asset turnover) merupakan pengaruh terhadap variabel dependen (net rofit margin), sedangkan sisanya 37.7% dijelaskan oleh variabel lain. Secara simultan (uji F), likuiditas yang diproksikan dengan CR, solvabilitas yang diproksikan dengan DAR, dan aktivitas TAT berpengaruh positif terhadap NPM akan tetapi tidak signifikan, akan tetapi secara parsial (uji t), hanya TAT yang berpengaruh signfikan terhadap NPM. Sedangkan CR dan DAR tidak berpengaruh signifikan terhadap NPM. Kata Kunci: Rasio Keuangan, Current Ratio (CR), Debt to Asset Ratio (DAR), Total Asset Turnover (TAT), Net Profit Margin (NPM)

Abstract

ABSTAKSI Penelitian ini bertujuan untuk mengetahui aktivitas pelayanan permohonan dan pernikahan di Kantor Urusan Agama (KUA) Kecamatan Kertak Hanyar Kabupaten Banjar dan antusiasme warga untuk melangsungkan pernikahan di masa pendemi Covid 19. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan analisa kwalitatif. Tehnik pegumpulan data obsevasi, dokumen dan wawancara. Informan dalam penelitian adalah dua orang aparat KUA Kecamatan Kertak Hanyar dan empat orang warga yang melangsungkan pernikahan di tahun 2020. Hasil penelitian menunjukkan bahwa aktifitas Pelayanan Pernikahan di KUA Kertak Hanyar selama pendemi Covid – 19 ( tahun 2020) tetap berjalan dengan mengikuti protokol kesehatan dari pemerintah, begitu pula warga yang memerlukan pelayanan pernikahan bisa secara langsung dan bisa melalui on line namun juga tetap mengikuti anjuran pemerintah mengenai protkoler kesehatan. Begitu pula pada saat acara akad nikah, baik yang dilangsungkan aula KUA maupun di rumah warga masyarakat disiplin mematuhi anjuran pemerintah, seperti menjaga jarak (tidak berkerumun), memakai masker, mencuci tangan pakai sabun. Jumlah pendaftaran permohonan pernikahan di KUA Kecamatan Kertak Hanyar pada tahun 2020 sejumlah 316, terjadi penurunan ( 9 %) dibandingkan tahun 2019 yaitu (345). Tapi kalau dibandingkan tahun 2017 (jumlah pemohon 216) dan tahun 2018 (jumlah pemohon 280), maka untuk tahun 2020 terjadi kenaikan permohonan pernikahan. Dengan demikian kasus pendemi covid 19 di tahun 2020 tidak mempengaruhi hasrat kemauan warga masyarakat untuk melangsukan pernikahan bagi anak, atau saudaranya. pelayanan permohonan pernikahan, pernikahan di masa pandemi, pelayanan kantor urusan agama, permohonan pernikahan ABASTRACT This study aims to determine the application and marriage service activities at the Office of Religious Affairs (KUA) Kertak Hanyar District, Banjar Regency and the enthusiasm of citizens to get married during the Covid 19 pandemic. The method used in this research is descriptive with qualitative analysis. Observational data collection techniques, documents and interviews. The informants in the study were two of KUA officers in Kertak Hanyar District and four residents who got married in 2020. The results of the study indicate that the Marriage Service activities at KUA Kertak Hanyar during the Covid-19 pandemic (in 2020) continue to run by following the health protocols from the government, as well as residents who need wedding services can directly and can go online but also continue to follow government recommendations. regarding health protocols. Likewise, at the time of the marriage ceremony, whether it was held in the KUA hall or at the homes of the community members, they were disciplined to comply with government recommendations, such as keeping a distance (not crowding), wearing masks, and washing hands with soap. The number of marriage application registrations at the KUA of Kertak Hanyar District in 2020 was 316, a decrease (9%) compared to 2019 which was (345). But when compared to 2017 (the number of applicants is 216) and 2018 (the number of applicants is 280), then for 2020 there is an increase in marriage applications. Thus, the COVID-19 pandemic case in 2020 does not affect the willingness of the community to carry out marriages for their children or siblings.

Abstract

This study aims to: 1) To find out the implementation of the Minister of Home Affairs regulation number 19 of 2016 on the management of local property in the Health Office of Banjar Regency, 2) To know the factors supporting the implementation of the Minister of Home Affairs regulation number 19 of 2016 on the management of local property on the Department Health of Banjar Regency, 3) To know the factors that hamper the implementation of the regulation of the Minister of Home Affairs number 19 of 2016 on the management of regional property at the Banjar District Health Office, 4) To find out alternative solutions that can be done to overcome the obstacles to the implementation of the Minister of Home Affairs regulation number 19 Year 2016 on the management of property owned by the District Health Office Banjar. The result of the research shows that: 1) The management of local property in the scope of Banjar District Health Office has been guided by the Minister of Home Affairs Regulation No. 19 of 2016 on the Management of Regional Property only in the implementation there are stages that are still not in accordance with the regulation, namely : planning stages, 2) Supporting factors for the implementation of the Regulation of the Minister of Home Affairs Number 19 of 2016 on Management of Regional Property at the Health Office of Banjar Regency, namely: a. The existence of a Decree of the Regent of Banjar on the assessment of the management of BMD in the SOPD of Kabupaten Banjar, and, b. The existence of Socialization of Regulation of Minister of Home Affairs Number 19 Year 2016 About Management of Regional Property. 3) Factors inhibiting the implementation of the regulation of the Minister of Home Affairs number 19 of 2016 on the management of regional property at the Health Office of Banjar Regency, namely: 1) The quality of human resources of the management of goods is still relatively low, 2) facilities and infrastructure are still lacking, 3) planning and budgeting within the Banjar District Health Office, 4) Alternative solutions that can be done to overcome the obstacles to the implementation of the Minister of Home Affairs regulation number 19 of 2016 on the management of regional property at the Health Office of Banjar Regency, namely: 1) Increased education, Knowledge of the Assistant to the Management of Goods on Local Ownership Management Regulation, 2) Improvement of Facilities and Infrastructure, 3) The improvement of coordination in planning and budgeting of expenditure. Penelitian ini bertujuan: 1) Untuk mengetahui implementasi peraturan Menteri Dalam Negeri nomor 19 Tahun 2016 tentang pengelolaan barang milik daerah pada Dinas Kesehatan Kabupaten Banjar, 2) Untuk mengetahui faktor pendukung implementasi peraturan Menteri Dalam Negeri nomor 19 Tahun 2016 tentang pengelolaan barang milik daerah pada Dinas Kesehatan Kabupaten Banjar, 3) Untuk mengetahui faktor penghambat implementasi peraturan Menteri Dalam Negeri nomor 19 Tahun 2016 tentang pengelolaan barang milik daerah pada Dinas Kesehatan Kabupaten Banjar, 4) Untuk mengetahui alternatif solusi yang dapat dilakukan guna mengatasi faktor penghambat implementasi peraturan Menteri Dalam Negeri nomor 19 Tahun 2016 tentang pengelolaan barang milik daerah pada Dinas Kesehatan Kabupaten Banjar. Hasil Penelitian menunjukkan bahwa : 1) Pengelolaan barang milik daerah yang ada di lingkup Dinas Kesehatan Kabupaten Banjar sudah berpedoman pada Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2016 Tentang Pengelolaan Barang Milik Daerah hanya saja dalam pelaksanaannya ada tahapan yang masih tidak sesuai dengan peraturan tersebut, yaitu : tahapan perencanaan, 2) Faktor pendukung implementasi Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2016 Tentang Pengelolaan Barang Milik Daerah pada Dinas Kesehatan Kabupaten Banjar, yaitu : a. Adanya Surat Keputusan Bupati Banjar tentang penilaian pengelolaan BMD pada SOPD Kabupaten Banjar, dan, b. Adanya Sosialisasi Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2016 Tentang Pengelolaan Barang Milik Daerah. 3) Faktor penghambat implementasi peraturan Menteri Dalam Negeri nomor 19 Tahun 2016 tentang pengelolaan barang milik daerah pada Dinas Kesehatan Kabupaten Banjar, yaitu : 1) Kualitas SDM pembantu pengurus barang masih tergolong rendah, 2) sarana dan prasarana masih kurang, 3) Minimya koordinasi dalam perencanaan dan penganggaran di internal Dinas Kesehatan Kabupaten Banjar, 4) Alternatif solusi yang dapat dilakukan untuk mengatasi faktor penghambat implementasi peraturan Menteri Dalam Negeri nomor 19 Tahun 2016 tentang pengelolaan barang milik daerah pada Dinas Kesehatan Kabupaten Banjar, yaitu : 1) Peningkatan pendidikan, wawasan dan pengetahuan pembantu pengurus barang terhadap peraturan pengelolaan barang milik daerah, 2) Peningkatan Sarana dan Prasarana, 3) Peningkaan koordinasi dalam perencanaan dan penganggaran belanja.

Abstract

Non-cash Food Aid Users (BPNT) is food aid from the government that is given to Beneficiary Families (KPM) every month through an electronic account mechanism which is used only to buy food at E-Warong (Electronic Mutual Cooperation Stalls). In Presidential Regulation Number 63 of 2017 that the Indonesian people who get BPNT are people who are classified as poor even though in its implementation there are many things that do not match the amount of assistance with the basic needs of the community so that this assistance is complained of by the community. This research, entitled "Satisfaction Survey of Non-Cash Food Assistance Users in East Banjarmasin District", has a formulation of the problem of how satisfied BPNT program users are in East Banjarmasin District. The purpose of this study was to determine the user satisfaction of the BPNT program in East Banjarmasin District. This research uses descriptive quantitative method using several data collection techniques such as questionnaires, observation, and documentation. The data sources used are primary data from questionnaires and observations and secondary data from the regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2017. Data will be analyzed using a Likert scale and community satisfaction index. Based on the results of the research that has been carried out, the community satisfaction survey consists of 9 indicators, then there are indicators that must be improved, namely time indicators, officer competence and complaints handling indicators, while the indicators that are maintained are requirements indicators, procedures, product specifications, costs, behavior. officers and infrastructure, based on the calculation of SKM, the results obtained are 75.875 compared to table II between 65.00 - 76.60 with interval C values converted to quality Service Unit performance is in a poor position.

Abstract

Abstract : Five indicators are used as a measure to analyze the services of the Regional General Hospital dr. H. A ndi Abdurrahman Noor Tanah Bumbu Regency, namely the convenience of service facilities, service accuracy, friendliness of officers, punctuality, and ease of service procedures all have a good tendency, meaning that it can be concluded that the quality of services provided by the Regional General Hospital dr. H. Andi Abdurrahman Noor Tanah Bumbu Regency is qualified. Abstract

This study aims to: (1) analyze the administration of education at Gugus III Public Elementary School, Basarang District, Kapuas Regency, (2) identify the driving and inhibiting factors in improving the quality of education administration at Gugus III Public Elementary School, Basarang District, Kapuas Regency, (3) know the solution in improving the quality of education administration in Gugus III State Elementary School, Basarang District, Kapuas Regency. The type of research used in this research is descriptive. The data collected comes from interviews (Interviews), observation, and documentation. Data analysis in qualitative research The results showed: (1) The administration of education at Gugus III State Elementary School, Basarang District, Kapuas Regency, still needed to run optimally (2) Meanwhile, the obstacles faced in the implementation of educational administration were the inadequate quantity of teaching staff. (3) Solutions in improving the quality of education administration.
