Abstract

The digital transformation of human resource management in the public sector has become a strategic instrument in improving organizational effectiveness, efficiency, transparency, and accountability. In Indonesia, one of the major digital innovations in public human resource management is the implementation of the E-kinerja system developed by the National Civil Service Agency (BKN). This system is designed to digitalize performance planning, reporting, and evaluation of civil servants. This study aims to examine the effect of BKN E-kinerja and employee competence on civil servant performance at Balai Monitor Spektrum Frekuensi Radio Kelas II Banjarmasin using the Information Technology in Human Resource Management (IT in HRM) framework. This study employed a quantitative approach with an explanatory research design. The population consisted of 31 civil servants, and saturated sampling was applied. Data were collected through questionnaires, interviews, and documentation, and analyzed using multiple linear regression. The results indicate that BKN E-kinerja has a positive and significant effect on employee performance, competence has a positive and significant effect on employee performance, and both variables simultaneously have a significant effect on employee performance. This study contributes theoretically to the development of IT in HRM in the public sector and provides practical implications for improving digital-based performance management systems. Abstract

Literatur review ini bertujuan untuk menganalisis peran motivasi kerja dalam memediasi pengaruh kompetensi, pendidikan, work from home (WFH), dan work-life balance (WLB) terhadap kinerja pegawai di sektor publik. Pencarian literatur dilakukan secara sistematis melalui database Google Scholar dan Sciencedirect dengan rentang tahun publikasi 2015 hingga 2026, mencakup 12 artikel utama yang dianalisis menggunakan pendekatan Grounded Theory Strauss & Corbin. Temuan analitik menunjukkan bahwa kompetensi (terutama kecerdasan emosional), latar belakang pendidikan, kebijakan WFH, dan WLB bertindak sebagai kondisi kausal yang memicu efektivitas kerja (Maula et al., 2026; Naufariza et al., 2026). Kinerja pegawai diidentifikasi sebagai core category yang paling sentral karena menjadi titik temu seluruh variabel dalam konteks birokrasi Indonesia pasca-pandemi (Syamhudi, 2024; Santosa et al., 2025). Analisis ini juga merangkai storyline di mana motivasi kerja berfungsi sebagai strategi penggerak psikologis utama, meskipun hubungannya dapat diperlemah oleh kondisi intervening seperti stres teknologi (technostress) dan kelelahan emosional (Buzeti et al., 2026). Kesenjangan penelitian (research gap) yang ditemukan menyoroti adanya inkonsistensi pengaruh pendidikan akibat fenomena mismatch atau ketidaksesuaian penempatan kerja, serta terbatasnya studi pada instansi pemerintah yang memiliki karakteristik tugas teknis lapangan yang spesifik.   Kata Kunci: motivasi kerja; kompetensi; pendidikan; work from home; work-life balance; kinerja pegawai
