Abstract

The success of a construction project is closely linked to the project's ability to meet its cost and schedule targets. In private-sector building projects in Bali Province, cost deviations and schedule delays remain common, particularly in villa, hotel, resort, and similar commercial developments. Quantity Surveyors (QS) play an important role in cost control through quantity measurement, cost estimating, the preparation of Bills of Quantities, contract administration, progress valuation, variation order management, cost reporting, and final account preparation. This study examines how the competence of Quantity Surveyors contributes to construction project success, particularly in relation to cost and time performance. It also investigates whether human resource management (HRM) can strengthen the relationship between QS competence and project outcomes. A quantitative method was employed, with data analysed through Structural Equation Modelling–Partial Least Squares (SEM-PLS). The instrument was validated using the Content Validity Index (CVI), tested through a pilot study, and subsequently used for the main data collection involving 103 respondents. The findings show that QS competence has a positive and significant effect on project success. However, HRM was not found to moderate the relationship between QS competence and project success. These findings indicate that both QS competence and HRM independently support project success, but that HRM is more appropriately understood as a direct influencing factor rather than as a moderating variable.

Abstract

The high complexity and uncertainty in the pre-contract stage of construction service procurement through tenders and selection processes create various risks that may cause work delays, cost overruns, decreased quality of construction outcomes, and even state losses. This study aims to identify risk events, analyze risk agents, and formulate preventive mitigation strategies based on the priority of risk agents to support the implementation of risk management and improve government procurement governance. This study used a mixed-methods approach with an exploratory design through literature reviews, in-depth interviews, brainstorming, and surveys of construction service procurement stakeholders in the Klungkung Regency Government. The data were analyzed using the House of Risk (HOR) model, which includes HOR Phase 1 to determine the priority of risk agents and HOR Phase 2 to formulate the most effective mitigation actions. The study identified 30 risk events and 38 risk agents in the pre-contract stage of construction service procurement. The HOR Phase 1 analysis identified 17 priority risk agents, with the primary cause being the limited competence and capacity of the Commitment-Making Officer (Pejabat Pembuat Komitmen; PPK) in preparing procurement preparation documents. HOR Phase 2 identified 37 preventive actions prioritized based on the effectiveness-to-difficulty ratio. The top-priority action was requiring Commitment-Making Officers to participate in procurement competency training and certification. Improving human resource competence, strengthening document review and supervision, developing standards and standard operating procedures (SOPs), and optimizing internal controls were proven effective in minimizing risks and supporting effective, transparent, and accountable construction service procurement.

Abstract

Hillside construction projects face external risks from community issues and slope problems such as landslides, which often cause cost overruns. However, current tools like risk matrices do not provide accurate cost estimates. This study develops a model that converts expert judgments on social conflict (RS) and natural-disaster risks (RB) into expected financial loss as a percentage cost overrun. The model used frequency and consequence ratings from 30 stakeholders, validated by six experts (I-CVI: 0.83–1.00; S-CVI/Ave: 0.90–0.92). Internal consistency was confirmed (Cronbach's α: 0.759–0.873). Scores were combined using weighted geometric mean (ω_F = 0.318; ω_C = 0.682) and processed by a Mamdani fuzzy inference system with triangular/trapezoidal membership functions and a 3×3 rule base. Tested on a hillside villa project in Lombok, Indonesia, the model estimated loss at 12.75%, close to the actual overrun of 11.65% (MAPE = 9.42%). Sensitivity analysis shows RB dominates near baseline, while RS exhibits threshold effects at higher levels. Cost-benefit analysis reveals mitigation value depends on how much KF can be reduced per mitigation cost. This framework enables integration of qualitative risk assessment into early contingency planning for hillside construction projects.

Abstract

Procurement of direct construction work according to Presidential Regulation Number 46 of 2025 is an election method to obtain construction service providers with a maximum contract value of IDR 400,000,000.00 (four hundred million rupiah). Meanwhile, direct procurement of construction consultancy services is an election method to obtain construction consultancy service providers with a maximum value of IDR 100,000,000.00 (one hundred million rupiah). The Klungkung Regency Government is one of the active local governments implementing direct procurement of construction services. Due to the large number of direct procurement packages being implemented, procurement actors often encounter various problems throughout the direct construction service procurement process. These challenges may lead to the emergence of risks affecting the procurement actors involved in the implementation of such projects. This study aims to identify, map, and determine risk acceptance levels, identify dominant risks, formulate mitigation strategies for dominant risks, and determine the impact of dominant risks on project cost and time. This study employed a qualitative descriptive method. Data collection methods included literature reviews, interviews, and brainstorming sessions. The study involved 30 respondents, with the results identifying 45 risks, of which 26 were classified as dominant risks. Six risks were categorized as unacceptable risks, one of which was the absence of advance payment provisions in the contract, resulting in the need for initial capital to support project operations. The proposed mitigation strategy for this risk was to establish a proportional payment scheme in the contract, such as initial installment payments or payments based on work progress. Twenty risks were categorized as undesirable risks, including technical disruptions such as network failures, internet outages, and server downtime. The mitigation strategies included preparing alternative networks, establishing backup implementation schedules, and ensuring coordination with system managers to minimize technical disruptions.

Abstract

The implementation of e-purchasing in construction procurement has been continuously promoted by the Indonesian government. However, Klungkung Regency remains the only regency in Bali Province that has not yet implemented e-purchasing for construction projects. In addition, empirical studies examining the effects of e-purchasing effectiveness and efficiency on construction procurement performance remain limited. This study analyzes the effects of e-purchasing effectiveness and efficiency on construction procurement performance, examines the effect of effectiveness on efficiency, investigates the mediating role of efficiency, and formulates implementation strategies. A mixed-methods approach with an explanatory sequential design was employed. Quantitative data were collected through questionnaires distributed to 30 respondents experienced in implementing construction e-purchasing and analyzed using PLS-SEM. Qualitative data were obtained through in-depth interviews with key informants. The results show that e-purchasing effectiveness positively and significantly affects construction procurement performance (?=0.518, t=5.453, p= 0.000). E-purchasing efficiency also has a positive and significant effect on construction procurement performance (?=0.473, t=5.210, p=0.000). Furthermore, effectiveness positively and significantly influences efficiency (?=0.559, t=5.757, p=0.000). Efficiency acts as a complementary partial mediator between effectiveness and construction procurement performance. The strategies for the implementation include expanding construction work items in the Electronic Catalog, increasing vendor participation through outreach, improving the e-purchasing system, and developing technical implementation guidelines. The findings indicate that improving e-purchasing effectiveness and efficiency enhances construction procurement performance by better meeting procurement needs, increasing vendor participation, simplifying procedures, reducing administrative costs, and accelerating procurement processes.
