Abstract

Peningkatan jumlah kebutuhan perumahan memberikan peluang kepada pelaku usaha di bidang developer perumahan untuk meningkatkan usahanya untuk memenuhi kebutuhan perumahan. Dalam pengadaan perumahan ini developer akan dihadapkan pada berbagai risiko yang kemungkinan terjadi. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang menjadi sumber risiko bagi developer perumahan subsidi. Metode yang digunakan dalam penelitian ini adalah metode studi literatur dari artikel terkait dengan risiko bagi developer perumahan subsidi. Hasil penelitian menunjukkan bahwa dari 25 artikel yang dikaji, sumber risiko yang paling dominan berasal dari risiko eksternal yaitu ekonomi dan sumber risiko internal dari risiko finansial. Dapat disimpulkan secara umum bahwa faktor yang menjadi sumber utama risiko bagi developer perumahan subsidi adalah dari segi ekonomi atau finansial baik yang berasal dari eksternal maupun internal perusahaan developer.

Abstract

In the Klungkung Regency Government, the percentage of construction project tenders with bids below 80% of the owner estimate during the period 2021-2025 reached 34.29%. Bids below 80% of the owner estimate have negatively affected construction project performance and client satisfaction. This study aims to analyze the effect of bids below 80% of the owner estimate on construction project performance and owner satisfaction, analyze the effect of construction project performance on owner satisfaction, analyze the mediating role of construction project performance in the relationship between bids below 80% of the owner estimate and owner satisfaction, and explore mitigation measures to minimize the negative impacts of bids below 80% of the owner estimate on construction project performance and owner satisfaction. This study employed a mixed-methods approach with an explanatory sequential design. The quantitative phase involved distributing questionnaires to project owners representing 30 construction projects in Klungkung Regency with bid prices below 80% of the owner estimate during the 2021-2025 period. Quantitative data were analyzed using SEM-PLS. The qualitative phase was conducted through FGD to formulate mitigation measures. The SEM-PLS results indicate that bids below 80% of the owner estimate have a significant negative effect on construction project performance and owner satisfaction in Klungkung Regency. Furthermore, construction project performance has a significant positive effect on owner satisfaction. Construction project performance also mediates the relationship between bids below 80% of the owner estimate and owner satisfaction through complementary partial mediation. The FGD results identified ten mitigation measures focusing on strengthening technical control, monitoring project implementation, evaluating project schedules, implementing the Construction Safety Management System, enhancing coordination, and improving responsiveness to owner instructions

Abstract

Variation orders frequently disrupt construction project performance, causing cost overruns, delays, and inefficiency. While prior studies have examined their causes and impacts, limited research has compared effects across project scales, particularly in developing countries. This study identifies dominant factors causing variation orders, analyzes their impacts on small-scale and medium-to-large-scale building projects in Bali, and proposes mitigation strategies. A quantitative research approach was employed using a structured questionnaire distributed to 50 construction professionals representing developers, contractors, owners, government agencies, and state-owned enterprises. Exploratory Factor Analysis with Principal Component Analysis and Varimax rotation was applied to identify the underlying factors, while descriptive analysis with a multiple-response approach was used to evaluate the impacts of each factor. The analysis extracted six principal factors explaining 71.103% of the total variance: Project Execution and Control Management, Project Planning and Documentation, Construction Changes and Resource Availability, Design Changes and Owner Requirements, External Conditions and Project Safety, and Regulatory and Implementation Disruptions. The most dominant factor was Project Execution and Control Management, accounting for 16.765% of the explained variance. Across all factors, the most significant impacts were project delays, cost overruns, and schedule disruptions. While both project scales exhibited similar impact patterns, medium-to-large-scale projects experienced greater coordination and implementation challenges, whereas small-scale projects were more vulnerable to cost escalation and rework. The study concludes that variation orders stem from interconnected managerial, technical, organizational, and external factors. Effective mitigation requires strengthening project management, planning quality, resource optimization, change management, risk mitigation, and regulatory anticipation to enhance project performance.

Abstract

This study aimed to identify the factors influencing the implementation of lean construction, analyze its effects on project performance, and formulate strategies to enhance its implementation. The study involved 70 contractor respondents in Bali Province, selected through purposive sampling, using a questionnaire that had been tested for validity and reliability. Data were analyzed using Exploratory Factor Analysis (EFA) with the Principal Component Analysis method to identify the main factors, as well as multiple linear regression analysis to examine their effects on project performance. Strategy formulation was conducted through focus group discussions involving construction practitioners and construction management experts. The factor analysis results identified three main factors influencing the implementation of lean construction: continuous process improvement, collaborative value management, and resource flow management, which together explained 68.061% of the total variance. Multiple linear regression analysis showed that the three factors simultaneously had a significant effect on project performance (F = 42.768; p < 0.001; R² = 0.660). Partially, collaborative value management and resource flow management had significant positive effects on project performance, whereas continuous process improvement did not demonstrate a significant effect. Improvement strategies were formulated for the three areas, including the adoption of digital technologies, strengthening communication and quality management practices, and optimizing resource management. The implementation of lean construction in building projects in Bali Province was influenced by three main factors and significantly affected project performance, while the proposed strategies emphasized process digitalization, enhanced collaboration, and resource optimization.
