Abstract

ABSTRAK Dalam lima tahun terakhir, Kota Bitung mengalami perubahan peningkatan serta penurunan jumlah penduduk. Seiring dengan pertumbuhan ini, penting untuk memastikan bahwa fasilitas pendidikan di daerah tersebut mampu memenuhi kebutuhan masyarakat, baik dari segi jumlah, kapasitas, maupun aksesibilitasnya agar mudah dijangkau dari tempat tinggal penduduk. Penelitian ini menggunakan analisis deskriptif kuantitatif dan analisis spasial dengan tujuan untuk menghitung kebutuhan fasilitas Pendidikan menengah yang ada hingga tahun 2044 dan mengetahui bagaimana pola sebaran fasilitas pendidikan serta jangkauan pelayanan fasilitas pendidikan menengah di Kota Bitung. Hasil penelitian menunjukkan bahwa tahun 2044 memiliki proyeksi penduduk sebanyak 165.696 jiwa dengan jumlah kebutuhan fasilitas SMP paling sedikit 5 fasilitas dan kebutuhan fasilitas SMA/SMK paling sedikit 15 fasilitas. Pola sebaran spasial fasilitas pendidikan tingkat SMP dan SMA/SMK Kota Bitung memiliki pola yang sama yaitu cenderung acak. Untuk SMP yaitu (T=1,18) sedangkan untuk SMA/SMK yaitu (T=0,81). Berdasarkan SNI untuk radius jangkauan pelayanan fasilitas pendidikan Tingkat SMP terhadap permukiman yang terlayani di Kota Bitung yaitu sebesar 81% dan untuk fasilitas SMA/SMK yaitu sebesar 90%. Serta berdasarkan jumlah penduduk yang terlayani untuk fasilitas SMP yaitu 176.514 jiwa dan untuk fasilitas SMA/SMK yaitu 194.606 jiwa. Sedangkan berdasarkan standar neighborhood unit, untuk daerah jangkauan SMP yang terlayani adalah sebesar 86% dan untuk fasilitas SMA/SMK sebesar 77%, dengan jumlah penduduk yang terlayani untuk fasilitas SMP yaitu 187.983 jiwa dan untuk fasilitas SMA/SMK yaitu 167.446 jiwa. Along with this growth, it is important to ensure that educational facilities in the area are able to meet the needs of the community, both in terms of quantity, capacity, and accessibility so that they are easily accessible from where residents live. This study uses quantitative descriptive analysis and spatial analysis with the aim of calculating the need for existing secondary education facilities until 2044 and finding out the distribution pattern of educational facilities and the reach of secondary education facilities in Bitung City. The results of the study show that in 2044 the population projection is 165,696 people with the number of junior high school facility needs of at least 5 facilities and the need for senior high school/vocational high school facilities of at least 15 facilities. The spatial distribution pattern of junior high school and senior high school/vocational high school educational facilities in Bitung City has the same pattern, which tends to be random. For junior high schools, it is (T=1.18) while for senior high schools/vocational high schools it is (T=0.81). Based on the SNI for the radius of service coverage of junior high school level educational facilities to the settlements served in Bitung City, it is 81% and for senior high school/vocational high school facilities it is 90%. And based on the number of residents served for junior high school facilities, it is 176,514 people and for senior high school/vocational high school facilities it is 194,606 people. Meanwhile, based on the neighborhood unit standard, the service coverage area for junior high schools is 86% and for senior high school/vocational high school facilities it is 77%, with the number of residents served for junior high school facilities being 187,983 people and for senior high school/vocational high school facilities being 167,446 people.  Keywords: Educational Facilities, Needs, Distribution Patterns, Affordability, Bitung City

Abstract

ABSTRAK Pertumbuhan pesat permukiman di Kota Tomohon mendorong kebutuhan akan evaluasi distribusi dan fungsi pusat-pusat permukiman agar selaras dengan prinsip pembangunan berkelanjutan. Penelitian ini mengevaluasi 44 kelurahan di Kota Tomohon dengan pendekatan spasial dan kombinasi kuantitatif-kualitatif, menggunakan empat metode, analisis: skalogram, indeks sentralitas, aksesibilitas, dan gravitasi. Hasil kajian menunjukkan adanya ketidaksesuaian antara sebagian penetapan pusat pelayanan dalam RTRW Kota Tomohon 2014–2034 dengan kondisi aktual. Dari hasil analisis, ditemukan bahwa tidak semua kelurahan yang ditetapkan dalam dokumen perencanaan memiliki peran sesuai dengan karakteristik fasilitas dan interaksi wilayahnya. Penelitian ini merekomendasikan penyesuaian kebijakan perencanaan tata ruang agar pusat-pusat pelayanan permukiman di Kota Tomohon dapat berfungsi secara optimal, adil, dan merata. Kata kunci: Pusat Permukiman, Ketersediaan, Sarana, Evaluasi, Tomohon ABSTRACT The rapid growth of settlements in Tomohon City necessitates an evaluation of the distribution and function of settlement centers to align with the principles of sustainable development. This study evaluates 44 urban villages (kelurahan) in Tomohon City using a spatial and mixed-methods approach (quantitative and qualitative), applying four analytical methods: scalogram, centrality index, accessibility, and gravity analysis. The results indicate a mismatch between some of the designated service centers in the 2014–2034 Spatial Plan (RTRW) of Tomohon City and the actual conditions in the field. The analysis reveals that not all urban villages assigned as service centers possess the characteristics or supporting facilities to fulfill those roles effectively. This study recommends revising the spatial planning policies to ensure that settlement service centers in Tomohon City function optimally, equitably, and contribute to balanced regional development. Abstract

Mapanget District is a peri-urban growth area of Manado City where residential development has altered the composition and configuration of land use. This study reanalyzes a consistent 2014, 2019, and 2024 land-use series and uses landscape metrics to distinguish patch proliferation from spatial consolidation. Google Earth imagery was interpreted visually, digitized on screen, processed in ArcMap 10.8, and converted to raster for FRAGSTATS 4.2 analysis. The 2026 map is reported only as a separate descriptive snapshot because its class legend is not equivalent to the 2014-2024 classification. Between 2014 and 2024, residential land increased by 172.82 ha, while plantation and wasteland decreased by 154.80 ha and 37.42 ha, respectively. At the landscape level, Number of Patches increased from 1,152 to 1,530, Patch Density from 21.63 to 28.70 patches per 100 ha, Edge Density from 102.38 to 119.33 m/ha, and Shannon's Diversity Index from 1.22 to 1.27. Residential patches increased from 489 to 747; however, the slight decline after 2019 and the rise in residential Largest Patch Index from 1.44% to 3.29% indicate partial coalescence alongside continued outward expansion. The 2026 snapshot records 1,199.26 ha of settlement and 2,699.91 ha of plantation, but these values are not used to infer a continuous trend. The findings support compact, infrastructure-connected growth and stronger protection of remaining non-built-up land. Interpretation is limited by the absence of an independent accuracy assessment, a harmonized 2026 legend, and a class-to-class transition matrix.
