Abstract

Kampung Batik Okra, located in Kranggan Urban Village, Bubutan District, Surabaya City, represents a community-based creative economy initiative officially inaugurated on 28 December 2022 by the Surabaya City Government. This study aims to analyze the facilitating role of the urban village administration in strengthening the creative economic capacity of residents through the batik industry, as well as to identify supporting and inhibiting factors for community empowerment in Kampung Batik Okra. A descriptive qualitative approach was employed, with data collected through in-depth interviews, participatory observation, and document analysis. Informants were purposively selected, encompassing village government officials, batik group administrators, artisans, and academic facilitators. The findings reveal that the urban village administration performs three principal facilitative roles: (1) facilitation of training and skill enhancement; (2) facilitation of market access and promotion; and (3) facilitation of multi-stakeholder partnerships. These roles contribute significantly to the strengthening of residents’ creative economic capacity, as evidenced by an increase in active artisans, product diversification, and expanded marketing networks. Nevertheless, limited human resource capacity within the village administration, inconsistent community participation, and restricted access to capital remain structural barriers requiring more systemic policy interventions. This research offers a conceptual framework of empowerment-based facilitating roles for urban villages, which may serve as a reference for developing creative economy villages in Indonesian urban areas.

Abstract

Public services in the digital era demand a more responsive and inclusive bureaucratic transformation to fulfill citizens' basic rights in population administration. In Madiun Regency, geographical constraints, complex bureaucracy, and low digital literacy are major challenges in service accessibility. In response, the Population and Civil Registration Office launched the "Sarapan Pecel" (Advanced Population Administration System in Rural Areas, Effective, Fast, and Direct Service) innovation, which decentralizes services to the village level through the use of Electronic Signatures (TTE) and the role of "Duta Pecel" as local operators. This study aims to analyze the effectiveness of the program using a descriptive qualitative approach through in-depth interviews, observations, and documentation studies. The results show that the "Sarapan Pecel" program is effective in reducing bureaucratic red tape, increasing time and cost efficiency for the community, and successfully overcoming geographical barriers. The role of village operators has proven crucial in mitigating technological culture shock and building public trust in the validity of digital documents. However, operational effectiveness still faces technical challenges such as internet network stability, electricity supply, and central server performance. As a recommendation, local governments need to strengthen physical infrastructure, regularly standardize technical competencies for village operators, and expand digital literacy strategies in a structured manner. The sustainability of these innovations depends on synchronizing the reliability of digital systems and strengthening the supporting ecosystem at the local level.

Abstract

The Secretariat of the Regional People's Representative Council (DPRD) is a strategic institutional unit that determines the quality of local legislative function implementation. The implementation of good governance principles in this unit is a fundamental prerequisite for realizing a regional legislative institution that is accountable, transparent, and responsive to public needs. This study uses a qualitative approach with data collection techniques consisting of in-depth interviews, passive participant observation, and document review. Informants were selected through purposive sampling involving seven informants, consisting of the DPRD Secretary, three Heads of Division, one Senior Policy Analyst, one DPRD Member, and one representative of a monitoring institution. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña (2014), while data validity was ensured through source and technique triangulation. The findings show that the implementation of good governance at the Secretariat of the Batam City DPRD remains at the developing stage, with a positive but not yet optimal improvement trend. The five dimensions of good governance examined—transparency, accountability, responsiveness, effectiveness and efficiency, and participation—all show gaps between ideal regulatory conditions and actual implementation in the field. The main inhibiting factors include human resource competency mismatches, limited digital infrastructure, lengthy bureaucratic procedures, weak institutional coordination, and an organizational culture that is not yet innovation-oriented. Based on these findings, a four-pillar strategy for strengthening good governance is formulated: competency-based human resource capacity strengthening, acceleration of digital transformation, strengthening of coordination mechanisms and public participation, and organizational culture transformation. This study contributes to the development of regional legislative institutional literature, particularly studies on good governance in DPRD Secretariats in nationally strategic areas.

Abstract

This study evaluates the policy contribution of regional taxes — specifically Motor Vehicle Tax (PKB) and Motor Vehicle Transfer Tax (BBNKB) — to the improvement of Regional Original Revenue (PAD) in East Java Province for the period 2020 to 2024. Using a descriptive quantitative approach with secondary data obtained from the Regional Revenue Agency (Bapenda) of East Java Province, the study analyzes the realization of tax revenues and their percentage contributions to PAD. Evaluation results indicate that PKB consistently contributes significantly to PAD with an average of 43.78%, categorized as highly contributing. Meanwhile, BBNKB demonstrates a fairly stable contribution averaging 22.74%, categorized as moderately contributing. Policy evaluation reveals that both tax instruments serve as the primary backbone of local revenue, supporting fiscal autonomy and strengthening regional development capacity. Several policy challenges were identified, including the impact of the COVID-19 pandemic, tax amnesty policies, and varying levels of taxpayer compliance. This study recommends that the regional government optimize local tax strategies through service digitalization, intensified taxpayer education, and adaptive policy formulation to ensure sustainable PAD growth.

Abstract

Quality public services are central to improving taxpayer compliance and optimizing Regional Original Revenue (PAD). The Mobile Samsat service at the Joint Samsat Office (Kantor Bersama Samsat) Surabaya represents a significant innovation designed to facilitate access to Motor Vehicle Tax (PKB) payments, particularly for residents living far from the main Samsat office. This study aims to analyze the quality of PKB payment services through the Mobile Samsat in Surabaya using a descriptive qualitative approach, applying Parasuraman's (1988) SERVQUAL theory, which encompasses five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Data were collected through in-depth interviews, direct observation, and documentation. The results indicate that service quality is generally satisfactory across most dimensions. Tangibles remain a concern as some Mobile Samsat locations lack adequate waiting facilities and are positioned in crowded roadside areas. Reliability is strong, with services consistently delivered according to schedule and standard operating procedures. Responsiveness is excellent, as officers process payments in an average of 2–5 minutes. Assurance is well-established through officer competence, transparency of service costs, and professional demeanor. Empathy is evident in the personalized attention provided by officers to taxpayers of all backgrounds. Therefore, the Joint Samsat Office of Surabaya is recommended to improve physical facilities at service locations, broaden the dissemination of service schedules and routes through multiple media channels, and evaluate operational locations to enhance taxpayer comfort and overall service quality.
