Abstract

Public services in the health sector carried out by the puskesmas have yet to meet the most public service needs in the working area. This is since up to this study the puskesmas had not yet determined the priority scale of services. The other side is that the infrastructure and infrastructure owned are still limited. In this connection, the purpose of this study is to identify the needs of patients or the community to obtain health services that are the most common needs of the community. Furthermore, based on these data, service innovation is formulated to become the need for public health services as a form of service based on local wisdom. This research was conducted using qualitative methods, and data obtained through interviews, observations, and documents. This research results that health services in north ponorogo health center need to be changed and innovations based on local potential, so that the health center becomes a dental center service and immunization center service.

Abstract

Public services are the standard for government effectiveness in encouraging the realization of a good government system. In Madiun Regency the problem is the same as in other cities or districts in Indonesia, namely road damage. The people of Madiun Regency want all complaints to be responded to by Madiun Regency PUPR Service officials. This research uses a qualitative descriptive method or approach. Research data was obtained through observation of the use of the SILAT JANTAN application, interviews with Madiun Regency PUPR Service employees and the community, as well as documentation. This responsiveness analysis uses five elements of responsiveness, namely complaints from the public in 2023, the response of officials in responding to complaints, the use of complaints as reference material for service improvement, the actions of organizational officials in providing service satisfaction and the placement of the public by officials in the applicable service system. The research results show that the authorities in responding to complaints do not delay and are communicative in responding to complaints and processing report data from the public through the SILAT JANTAN application and submitting road repair requests. There are still few people who make complaints through the SILAT JANTAN application because many people do not know about the application. Community involvement is really needed because information from the community is useful for policy planning. For example, when people complain about damaged roads but don't know where to report it, the Madiun Regency PUPR Service launches an innovative reporting application system related to damaged roads. In providing satisfaction to the community, the PUPR Department is trying to be more targeted in handling road damage. The community is satisfied with the authorities' quick response in carrying out road repairs which are often complained about because it can prevent bad things from happening. The provision of services at the Madiun Regency PUPR Service does not involve discrimination, tries to be fast, professional and in accordance with established service standards. From the results of this research, so that community involvement meets expectations, Madiun Regency PUPR Service officials can increase socialization regarding the SILAT JANTAN application so that the application is known to many people.

Abstract

The Disaster Resilient Village (destana) program policy is one of the programs initiated by BNPB to increase community capacity in disaster management. The purpose of this research is to describe and analyze the data: 1) To present a description and analysis of how the implementation of Destana in Kepuhkiriman Village, Krian Subdistrict, Sidoarjo Regency in the perspective of Hexahelix Assessments 2) To present a description and analysis of the factors that contribute to the success and/or failure of the Destana policy. 3) To present a description and analysis of how Destana implementation is evaluated. This research uses implementation indicators from Edward III, in the perspective of Hexahelix Assessments, which then the results of the implementation will be evaluated using indicators from Willim N. Dunn. This research uses the analysis method according to Miles & Huberman. This research uses a qualitative approach, data collection techniques based on interviews, documentation and observation. The results showed that the implementation of the Disaster Resilient Village program in Kepuhkiriman village was still not going well enough because Destana's communication with hexahelix elements was only limited to formality, in resources it was sufficient because it had 40 volunteers, in disposition it was good enough, it was just that it had never had activities, and the bureaucratic structure had the right people. In terms of effectiveness, Destana as a form of building the resilience of rural communities is very effective. For the efficiency of Destana formation, it is the responsibility of the government to make policies that can be felt and carried out by the community. In terms of adequacy, it is still considered insufficient in the aspect of facilities and infrastructure, in the aspect of equity with the recruitment of volunteer members who are divided based on RW representatives, it is quite even. Then in the aspect of community responsiveness in realizing the potential for disasters in the village which then formed Destana was good enough.

Abstract

The development of the Western Outer Ring Road (WORR) in Surabaya is a solution initiated to address the worsening traffic congestion caused by the imbalance between the number of vehicles and the limited road length. This study aims to evaluate the impact of JLBB development on inter-regional connectivity and traffic congestion reduction. The research uses a qualitative approach with a case study method through document analysis and interviews with relevant stakeholders. The findings indicate that the planned 19.8 km JLBB is expected to reduce congestion in the city center, improve accessibility, and strengthen connectivity between Surabaya and surrounding cities such as Sidoarjo and Gresik. The project also has the potential to support economic growth through improved goods distribution and create job opportunities around the corridor area. However, the implementation of this project faces challenges in land acquisition and budget constraints, which hinder the acceleration of development. Therefore, regular evaluations and further coordination between the city government and the private sector are necessary to address these obstacles. The JLBB development is expected to make a significant contribution to smooth mobility, reduce traffic congestion, and enhance the economy of Surabaya in the long term.

Abstract

PETIK DUREN Program (Pelayanan Tilik Kampung Penduduk Rentan) is a public service innovation in Lamongan Regency aimed at improving access to civil administration for vulnerable groups, such as individuals with mental health disorders (ODGJ) and persons with disabilities. This study analyzes the program's success using Everett M. Rogers' diffusion of innovation theory, which includes indicators of relative advantage, compatibility, complexity, trialability, and observability. Using a descriptive qualitative method with a case study approach, data were collected through in-depth interviews and official government reports.The analysis results show that the program successfully registered 161 individuals in 2023 and an additional 16 individuals by May 2024. Success is evident in the trialability and observability aspects, demonstrated through improved access to healthcare, education, and social assistance services. Simplified procedures and a proactive approach facilitate vulnerable groups in accessing civil documents. The program meets innovation indicators, especially relative advantage and compatibility, by creating efficient services tailored to local needs.However, challenges such as low community participation in certain areas and logistical constraints remain. Recommendations include strengthening data verification technology, training officers, and implementing a zoning approach to expand coverage. With these improvements, PETIK DUREN has the potential to become a national model for public service innovation in improving the welfare of vulnerable communities.

Abstract

This research aims to describe and analyze the development of the Taman Ghanjaran tourist village in Ketapanrame, managed by BUMDesa "Mutiara Welirang," to enhance the Taman Ghanjaran tourist village. The type of research is qualitative descriptive. This study focuses on the development of tourist villages based on dynamic governance, particularly on dynamic capabilities including 1) thinking ahead; 2) thinking again; and 3) thinking across. The results indicate that the capability of thinking ahead requires stakeholders to leverage existing potential. The decision by the Village Head, BPD, and the community to utilize unproductive absorption land for a park was sound. This is reinforced by establishing a clear vision, mission, and strategies for the future and collaborating with various parties to address future challenges continuously. The capacity for thinking again suggests that some policies need to be revised to address the declining visitor numbers at Taman Ghanjaran. BUMDes, under the tourism unit, should develop community investment programs in Ketapanrame through KUB (Business Groups). Digital promotion is now a necessity that cannot be overlooked. The capacity for thinking across has already been implemented in the development of Taman Ghanjaran. Although in 2023 it received the Indonesian Village Tourism Award (ADWI), efforts should not stop; continuous improvement and innovation in all areas are necessary

Abstract

This study discusses the implementation of the Excise Services Information System (ExSIS) application at the Sidoarjo Customs and Excise Office as an innovation in public services. The objective is to evaluate the effectiveness of ExSIS in improving operational performance and provide recommendations for its development. This research employs a qualitative method with interviews conducted with Customs and Excise officers and service users, analyzed using Everett M. Rogers' diffusion of innovation theory. The results indicate that ExSIS improves time efficiency by up to 80% and reduces administrative errors by 70%. However, challenges such as user adaptation and the need for adequate infrastructure remain. In conclusion, ExSIS has enhanced efficiency and transparency in Customs and Excise administration. The study recommends continuous training, infrastructure upgrades, and internal policy revisions to maximize the application’s potential in supporting faster and more accurate public services.

Abstract

This study aims to explore the sustainability of Rumah Susun Sederhana Milik (Rusunami) as a viable housing solution for Low-Income Communities (MBR) in Surabaya. The study adopts a qualitative approach using a case study method. Data were collected through in-depth interviews with residents, management representatives, and local government officials, as well as through field observations. Data analysis was conducted based on the indicators of the Adequate Housing Framework by UN-Habitat, which include secure tenure, affordability, habitability, accessibility, location, and the availability of basic services. The findings reveal that Rusunami is capable of providing affordable housing for MBR with a permanent ownership system, despite facing major challenges such as administrative barriers and low financial literacy. The program has proven to contribute to improving the quality of life of residents and reducing socio-economic inequalities. To ensure long-term sustainability, strategic measures are needed, such as simplifying administrative procedures and enhancing the financial literacy of the community. Development recommendations include improving the administrative system to ensure the program can be accessed by a larger number of MBR optimally.

Abstract

This study aims to evaluate the Youth Potential Development policy implemented by the Youth and Sports Office (DISPORA) of Surabaya in enhancing youth participation and the quality of sports among young people. In this research, the researcher employs Dunn's (2003) policy evaluation theory, which consists of six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research method used is qualitative with a case study approach, and the data collected comes from interviews, documentation, and field observations related to the implementation of this policy. The findings indicate that the implemented policy has successfully increased youth participation in sports, with an increase of approximately 70% from the initial target. However, regarding the quality of sports performance, this policy faces challenges related to limited facilities and insufficient training, which hinder optimal achievement of performance. The conclusion of this study emphasizes that although DISPORA Surabaya has succeeded in increasing youth sports participation, the quality of sports performance still requires more attention, particularly in strengthening facilities and enhancing ongoing training. Additionally, there are several challenges that need to be addressed, such as the lack of adequate data, disparities in youth participation from different socio-economic backgrounds, and insufficient coordination among related agencies. Based on these findings, the researcher recommends that DISPORA Surabaya improve the data collection and information processing systems to be more integrated, design more inclusive policies for diverse youth segments, and strengthen coordination among related agencies to ensure that the policy is implemented more effectively and efficiently.
