Abstract

Women's empowerment in the cultivation of ginger and cincau in Kampung Lawas Maspati, Surabaya, East Java, is an effort to improve the economic and social welfare of the women in the community. This research explores women's empowerment in the cultivation of ginger and cincau in Kampung Lawas Maspati, Surabaya, to enhance their economic and social well-being. Despite the promising initiatives, the women still face various challenges, such as limited access to resources, lack of training, and difficulties in accessing markets and funding. Using a qualitative approach, data were collected through interviews, observations, and document studies to analyze the empowerment efforts undertaken and their impact. The results show a positive impact from training and market access support, but challenges such as infrastructure limitations and program sustainability still need to be addressed. In conclusion, further collaboration between the government, community, and academics is needed to ensure the sustainability of this program. Abstract

Village financial management is one of the key indicators in realizing effective village governance. However, in many villages, including Sidoan Timur Village, Sidoan District, Parigi Moutong Regency, Central Sulawesi, the practice of financial transparency and accountability still faces various obstacles. This study aims to assess the application of the principles of transparency and accountability in the financial management of Sidoan Timur Village, Sidoan District, Parigi Moutong Regency, Central Sulawesi, by referring to the perspective of village governance. The approach used is a qualitative method through case studies. Data were obtained through in-depth interviews, participatory observations, and review of official village documentation. Data analysis was carried out with the stages of data reduction, data presentation, and inductive conclusion drawing. The research findings reveal that village financial management has not fully implemented the principle of transparency, because financial information is not routinely published and administrative accountability is still formal, without active involvement from the community. In addition, the implementation of financial governance regulations has not been consistent at the operational level. In conclusion, the practice of transparency and accountability in Sidoan Timur Village needs to be strengthened by increasing the capacity of village officials, optimizing public information media, and empowering community participation. Further research is suggested to examine the comparison between several villages with a quantitative approach in order to obtain a broader picture of village financial management from a governance perspective.

Abstract

The SIKILAP (Strategy Towards Healthy Kapuas Through Primary Service Integration) program is an innovation in public services that aims to improve the quality of health services in Kapuas Regency. By using an integrated approach between sectors and the application of a digital information system, SIKILAP integrates health center services, integrated health posts, private clinics, and community cadres. This program focuses on life cycle-based promotion and prevention services, in order to meet the health needs of the community in a comprehensive and responsive manner. Initial results show an increase in efficiency in recording, expansion of service coverage to remote areas, and a decrease in stunting rates in toddlers. Challenges faced include a lack of digital infrastructure, a lack of health workers trained in using information systems, and limited operational budget. Strengthening is carried out through human resource training, the formation of an integration driving team, collaboration with the private sector and educational institutions, and regular evaluation forums. The SIKILAP program is expected to be an example of national innovation for digital and collaborative primary service integration, with the aim of encouraging equal access, improving the quality of health services, and achieving the vision of a sustainable "Healthy Kapuas Regency".

Abstract

Tingkat pengangguran lulusan perguruan tinggi yang tinggi di Indonesia menunjukkan adanya kesenjangan antara pendidikan akademik dan kebutuhan dunia kerja. Untuk menjembatani kesenjangan tersebut program magang menjadi strategi penting yang dapat memberikan pengalaman kontekstual dan praktis kepada mahasiswa. Penelitian ini bertujuan untuk mengkaji implementasi program magang di Kementerian Agama serta menganalisis proses perolehan kompetensi mahasiswa selama menjalani magang. Metode yang digunakan adalah memberikan pendampingan secara intensif dan berkelanjutan kepada mahasiswa peserta magang kerja dalam rentang waktu pelaksanaan kegiatannya. Hasil penelitian menunjukkan bahwa implementasi magang berjalan melalui aktivitas yang terencana, aksi pendampingan langsung oleh pembimbing, dan mekanisme sistem evaluasi harian. Mahasiswa secara bertahap mengalami peningkatan kompetensi melalui proses belajar langsung di lingkungan birokrasi. Program magang terbukti memberikan kontribusi nyata dalam pembentukan keterampilan teknis, penguatan soft skills, serta kesiapan mahasiswa dalam memasuki dunia kerja, khususnya di sektor publik.

Abstract

Program SIKILAP (Strategi Menuju Kapuas Sehat Melalui Integrasi Layanan Primer) adalah inovasi dalam pelayanan publik yang bertujuan untuk memperbaiki kualitas layanan kesehatan di Kabupaten Kapuas. Dengan menggunakan pendekatan integrasi antar sektor dan penerapan sistem informasi digital, SIKILAP mengintegrasikan layanan puskesmas, posyandu, klinik swasta, serta kader masyarakat. Program ini fokus pada layanan promosi dan pencegahan yang berbasiskan siklus hidup, guna memenuhi kebutuhan kesehatan masyarakat secara komprehensif dan responsif. Hasil awal menunjukkan adanya peningkatan efisiensi dalam pencatatan, perluasan jangkauan layanan ke daerah terpencil, serta penurunan angka stunting pada balita. Tantangan yang dihadapi mencakup kurangnya infrastruktur digital, minimnya tenaga kesehatan yang terlatih dalam menggunakan sistem informasi, serta keterbatasan anggaran operasional. Penguatan dilakukan dengan pelatihan sumber daya manusia, pembentukan tim penggerak integrasi, kerjasama dengan sektor swasta dan institusi pendidikan, serta forum evaluasi yang rutin. Program SIKILAP diharapkan mampu menjadi contoh inovasi nasional untuk integrasi layanan primer yang berbasis digital dan kolaboratif, dengan tujuan mendorong pemerataan akses, peningkatan kualitas layanan kesehatan, serta pencapaian visi “Kabupaten Kapuas Sehat” yang berkelanjutan.

Abstract

The purpose of the research is to describe and analyze the Village Government Strategy in Improving Village Development in the Era of Village Autonomy, what obstacles are experienced, and the efforts made by the Government in Improving Development in Mahakam Regency. This research is a qualitative research with a level of descriptive analysis, with data collection techniques using interviews, observations, and documentation. The data analysis technique in this study uses Miles and Huberman interactive data analysis techniques. The results of the study show that the Village Government Strategy in Efforts to Improve Village Development in Mahakam Regency is carried out with several steps, including development planning is carried out based on the musaywarah of the village development plan based on data from the lowest scope, namely the RT/RW environment based on Musrenbamg then outlined in the Village Development Work Plan. The implementation of development is carried out based on the Development Budget Plan, namely what priorities will be implemented, which are managed on a local scale through village self-management, village cooperation with third parties. The process of monitoring and evaluating development is carried out at the village and sub-district levels assisted by community institutions that check the list of activities listed in the Development Work Plan document stipulated in the Village Budget. The development supervision process is carried out through community institutions and community leaders. Obstacles in the development of villages in Mahakam Regency include, among others, the desired development has not been achieved, this is due to the difficulty of obtaining a budget. Efforts made include proposing a village Musrenbang next year, making a medium-term long-term development plan for a term of 5 years and including RKA and RKP.

Abstract

Tourism based on local culture in Madura Regency has great potential in supporting economic growth and cultural preservation. This study aims to analyze the impact of local culture-based tourism development on community welfare (SDGs Goal 8) and cultural sustainability (SDGs Goal 11). The method used is a qualitative descriptive approach with thematic data analysis from in-depth interviews, observations, and literature studies. The results of the study show that the development of tourism based on local culture creates new economic opportunities, such as an increase in employment of up to 20%, an increase in community income of 15%, and local participation of up to 40%. In addition, tourism also plays an important role in the preservation of cultural traditions, with an increase in the number of annual cultural festivals and the preservation of cultural sites by up to 15%. However, challenges such as low public education and the threat of modernization require a comprehensive management strategy. With collaboration between the government, the community, and business actors, the development of local culture-based tourism in Madura can continue to provide economic benefits while preserving cultural heritage. This research provides recommendations to strengthen community training, improve tourism promotion, and utilize digital technology in the preservation of local culture

Abstract

This study analyzes the effectiveness of the MSME empowerment program in Madura Regency in improving community welfare. Empowerment programs that include entrepreneurship training, access to capital through People's Business Credit (KUR), and business assistance show positive results in increasing the capacity of business actors. Based on survey data, most of the program participants experienced an improvement in business management and marketing skills. The positive impact was also seen in the increase in average household income by 30% and the opening of new jobs. However, challenges remain, especially related to the equitable distribution of benefits in rural areas, low digital literacy, and program sustainability. This study uses a quantitative approach with a survey method, supported by the Theory of Change theory to analyze the impact of programs on socio-economic changes in the community. The results of the study show that the empowerment of MSMEs makes a real contribution to the welfare of the community, although continuous evaluation is needed to ensure the sustainability and equitable distribution of program benefits throughout the Madura Regency area. By strengthening the synergy between the government, financial institutions, and local communities, it is hoped that the impact of MSME empowerment can be more optimal.

Abstract

This research aims to determine the effectiveness of the policy for implementing recess activities for council members in accommodating the aspirations of the community in East Java Province, based on the perspective of effectiveness theory. The recess is a formal mechanism designed to bring the legislature closer to the community in order to absorb input and hopes that can be integrated into the legislative and budgeting process. This study identified four main aspects of effectiveness: goal achievement, efficiency, relevance, and policy impact. Using qualitative research analysis and data collected through in-depth interviews, observation, and document analysis. The research results show that even though research is an important means for the community to convey needs, its implementation still faces obstacles, such as violations of follow-up to aspirations that have been received and a mismatch between community priorities and the development programs being implemented. This research provides encouragement for follow-up mechanisms and increasing legislative capacity in managing community aspirations so that res activities are more effective and relevant in supporting development at the regional level.

Abstract

This research intends to examine the application of good governance principles in non-formal education services at the Sidoarjo District Education and Culture Office, concentrating on accountability, transparency, participation, and institutional responsiveness. The study is based on the necessity for effective governance to guarantee quality, fairness, and efficiency in educational services reaching broader communities. A case study approach using qualitative methods was utilized, involving key informants like the head of the non-formal education division, managers of training centers, tutors, and students. Data were gathered via in-depth interviews, field observations, and documentation, then analyzed thematically to uncover implementation patterns and difficulties. The findings show that accountability has been reinforced through organized program assessments and reporting, whereas transparency has enhanced through improved access to public data. Nonetheless, coordination among agencies and the capacity of human resources continue to be major obstacles. Engagement and reactivity have demonstrated improvement, yet demand enhanced integration of digital systems. The research finds that effective good governance execution depends on the collaboration of policy, technology, and various stakeholders. Suggestions highlight the need for strengthening officials' capabilities and creating cohesive education information systems to foster more responsible and inclusive governance.
