Abstract

This study evaluates the maturity of public web services in Indramayu Regency, Indonesia, using a Design Thinking methodology combined with the COBIT 2019 Process Performance Model, aiming to clarify the digital governance gap in rural public service delivery. The research applies the five-stage Design Thinking process (Empathize, Define, Ideate, Prototype, Test) as an evaluation lens. Data were collected from 45 respondents through interviews, questionnaires, direct observations, and workshops with village officials. The COBIT 2019 Process Attribute Achievement Model was used to quantify capability maturity levels across each Design Thinking phase for 14 public web services in the regency. Most public web services scored only ‘Manage’ in the Empathize phase, with BPS Indramayu and PPID reaching ‘Established’. The Ideate, Prototype, and Test phases were predominantly ‘Performed’, with only BPS Indramayu and SIPADU reaching 'Managed'. These findings indicate that most platforms function primarily as informational websites with limited user-driven innovation, prototyping, and structured testing. This study offers a novel integrative framework that combines human-centered Design Thinking with COBIT 2019 governance assessment to assess the public sector web services of digital transformation in decentralized rural governance contexts, providing a scalable, empirically grounded model applicable to other rural communities.

Abstract

Public services at Pabean Udik Village, Indramayu, are often hindered by paper-based bureaucracy, physical archive damage risks in coastal areas, and validation limitations due to the Village Head's external duties. This study aims to design an automated e-office application using the human-centered Design Thinking method. Through the Empathize, Define, Ideate, Prototype, and Test stages, initial Crazy 8 sketches were developed into high-fidelity interactive prototypes using Figma. The design encompasses public service interfaces (instant NIK integration, real-time document tracking) and internal staff management (digital attendance, leave management). System evaluation utilized Black-Box Testing and Usability Testing via the System Usability Scale (SUS) questionnaire involving 8 village officials. Functional tests achieved 100% success, while average SUS scores surged significantly from 61.5 (Marginal Low) in the first cycle to 79.5 (Acceptable/Grade B) in the second cycle following interface refinements. The application successfully reduced service time from 25–40 minutes to just 3–5 minutes.

Abstract

Pemindahan ibu kota Indonesia dari Jakarta ke Nusantara di Kalimantan Timur merupakan keputusan strategis oleh pemerintah. Meskipun ada berbagai reaksi publik, pemerintah tetap bertekad melaksanakan perpindahan ini. Presiden Joko Widodo pertama kali mengusulkan ini pada tahun 2019 untuk menyebarkan pembangunan ekonomi, meratakan populasi, dan memperluas infrastruktur di seluruh Indonesia. Ibu kota baru ini bertujuan mengubah lokasi fisik pusat pemerintahan serta membawa perubahan budaya dan paradigma, serta mempersiapkan sumber daya manusia untuk perubahan tersebut. Keamanan perkotaan menjadi penting dalam konteks urbanisasi dan perkembangan teknologi. Kecerdasan Buatan (AI) menjadi teknologi penting dalam meningkatkan keamanan kota. Menurut John McCarthy (1956), AI bertujuan memahami dan memodelkan proses berpikir manusia serta merancang mesin agar dapat meniru perilaku manusia. Dalam keamanan kota, AI dapat mengatasi masalah seperti kemacetan lalu lintas, kekerasan di jalan raya, dan krisis air. Sebagai kota terencana yang sedang berkembang, Nusantara menawarkan peluang mengeksplorasi penerapan teknologi AI dalam sistem keamanan kota. Penelitian ini bertujuan menganalisis perkembangan terbaru dalam penerapan AI dalam sistem keamanan kota, khususnya di Nusantara, menggunakan pendekatan tinjauan pustaka. Penelitian ini mengidentifikasi tren dan temuan utama, mengevaluasi kelebihan dan kekurangan, serta mengidentifikasi tantangan dan kesenjangan dalam penerapan AI. Temuan menunjukkan AI dapat meningkatkan efisiensi deteksi kejahatan dan responsivitas penegakan hukum, meskipun ada tantangan terkait privasi, keandalan teknologi, dan biaya implementasi. Penelitian ini diharapkan menjadi dasar bagi studi lebih lanjut dalam mengoptimalkan penerapan AI di wilayah tersebut.
