Abstract

Urban transportation governance in Bandung City still faces various challenges that directly impact the quality of public services and the fulfillment of citizens’ mobility rights. This study aims to analyze the implementation of urban transportation governance carried out by the Bandung City Transportation Agency, based on six core principles of good transportation governance according to Soejachmoen: responsibility, transparency, responsiveness, fairness, equity, and public participation. Primary data were collected through in-depth interviews with the government, namely the Transportation Agency, and with public transportation users. The findings indicate that the governance of urban transportation in Bandung City has not yet been optimal. Several indicators of the Minimum Service Standards as regulated in the Ministry of Transportation Regulation Number 29 of 2015 have not been fulfilled, such as clarity of fare information, route regularity, guarantees of passenger safety and comfort, as well as consistent supervision and enforcement of sanctions for violations. Improving urban transportation governance in Bandung requires concrete efforts through policy transparency, enhanced supervision, and the expansion of inclusive public participation.

Abstract

This study is motivated by persistent challenges in the recording and maintenance of Regional Assets (Barang Milik Daerah/BMD), despite the implementation of the Digital Inventory Card (KIB Digital) system in the Government of West Java Province. The study aims to analyze the implementation of BMD recording and maintenance through KIB Digital, identify inhibiting factors, and examine government efforts to optimize its application. The main argument of this research is that the digitalization of asset management through KIB Digital can enhance accuracy, transparency, and accountability when supported by adequate human resources and effective governance. This research employs a qualitative descriptive method. Data were collected through observation, in-depth interviews, documentation, and literature review, with purposive sampling involving asset managers, assistant asset officers, and relevant officials within the General Bureau of the Regional Secretariat of West Java Province. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, supported by source triangulation. The findings indicate that the implementation of KIB Digital has improved administrative order and transparency in regional asset management; however, challenges remain, including limited human resources, uneven understanding of the digital system among staff, and coordination between work units that has not yet been systematically integrated. Therefore, strengthening human resource capacity, enhancing training and socialization, and improving coordination mechanisms are necessary to optimize the implementation of KIB Digital. Abstract

Coordination between the Bandung City Manpower Office and the Bandung City Regional House of Representatives (DPRD) is essential to ensuring integrated employment program planning through the Regional Government Information System (SIPD). This study aims to analyze coordination in the planning of employment programs for Fiscal Year 2026 based on Handayaningrat’s five coordination indicators: communication, awareness of the importance of coordination, participant competence, agreement and commitment, and continuity of planning. Using a descriptive qualitative approach, data were collected through interviews, observation, and documentation. The findings indicate that coordination has been carried out through Musrenbang, working meetings, and proposal submissions via SIPD, but has not been substantively effective. Key findings reveal incomplete proposals, inadequate technical analysis, and repeated proposals. Within SIPD, 27 Pokir proposals were returned, 21 were cancelled, and 4 were rejected, while 47 Musrenbang proposals were cancelled and 4 were returned. These findings demonstrate that coordination challenges extend beyond formal mechanisms to the quality of proposal substance and information exchange among actors. This study contributes by highlighting the need to strengthen communication and technical analysis and optimize SIPD as a coordination instrument to improve the quality of employment program planning.

Abstract

The Public Relations division of the Secretariat General of the Indonesian House of Representatives plays a critical role in achieving transparency in public information, particularly through the Instagram account @edukasiparlemen as a means of parliamentary education for younger generations. This study aims to describe the role of the Public Relations Bureau in realizing public information disclosure through @edukasiparlemen, The determinants that affect it, together with the initiatives undertaken. The employed methodology is descriptive qualitative, utilizing data gathering approaches such as participant observation, semi-structured interviews, and documentation analysis. Analysis was conducted using the role theory by Biddle and Thomas as cited in Sarwono, encompassing four dimensions: expectation, norm, performance, and evaluation and sanction. Findings reveal that the public relations role has been carried out through all four dimensions, though not yet fully optimal, particularly in the norm and post-publication evaluation dimensions. Inhibiting factors include curation of sensitive issues, negative public stigma, and limitations in content production infrastructure, whereas supporting factors include cooperation from younger members of parliament and effective internal resource management.
