Abstract

Archives play a crucial role in an institution. They serve as a means of storing, managing, and providing information and documents. The purpose of this study is to analyze the management of inactive archives within the Directorate of Data Management and Information Presentation of the State Civil Service, National Civil Service Agency. This study is a qualitative study with data collection methods through observation during internships, interviews, and library research. The results of this study indicate that the management of inactive archives within the Directorate of Data Management and Information Presentation of the State Civil Service has not been running optimally due to several obstacles that hinder the management of inactive archives. These obstacles include a lack of human resources, the presence of inactive archives that have not been resolved in previous years, resulting in a buildup of archive workloads and an archivist's workload that is not in accordance with their duties and functions. Therefore, the National Civil Service Agency (BKN) has conducted employee recruitment, but this is still insufficient to meet the existing shortage. Therefore, it is necessary to evaluate and procure human resources according to the needs of the work unit, procure supporting staff, and review the employee workload with existing human resources.

Abstract

  Digital transformation demands that government public relations be adaptive in managing the flow of information through media monitoring activities. This study analyzes the media monitoring procedures in the West Java Provincial Council (DPRD), which are deemed suboptimal due to their manual operation and the absence of technical regulations. Using George C. Edwards III's Policy Implementation Theory approach, this qualitative descriptive study uncovered an implementation paradox. Key findings indicate that implementers' dispositions are very positive, with a strong work ethic. However, their effectiveness is hampered by a weak bureaucratic structure resulting from the absence of Standard Operating Procedures (SOPs). This results in a lack of clarity in the communication of instructions and resource inefficiencies due to slow, manual work methods. This study concludes that formalizing procedures through the development of SOPs and digital transformation are absolutely necessary to transform the media monitoring function from an administrative routine into a strategic intelligence instrument for DPRD leaders

Abstract

Public complaint management is an important instrument in ensuring accountability and the quality of public services. However, in practice, many local government agencies still face obstacles in managing public complaints effectively. This study aims to analyze the effectiveness of public complaint governance at the Department of Industry and Trade of West Java Province using George C. Edward III’s policy implementation theory as an analytical framework.This study employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews, observations, and document analysis, and were analyzed inductively based on four policy implementation variables: communication, resources, disposition, and bureaucratic structure.The findings indicate that public complaint governance has not been implemented effectively. The main obstacles include weak policy transmission and socialization, a mismatch between human resource competencies and assigned tasks, and the lack of internalization of Standard Operating Procedures (SOPs) as operational guidelines. In addition, organizational role distortion occurs due to the transfer of technical complaint handling to the Public Relations unit.This study concludes that strengthening internal regulations and enhancing the capacity of government officials are key prerequisites for realizing accountable and responsive public complaint governance.

Abstract

Bureaucratic reform efforts aim to enhance accountability and transparency in the administration of local government. The Bandung City Government has implemented the MANG BAGJA application system as a supporting instrument for evaluating civil servant (ASN) performance. However, in practice, evaluations of this system still reveal several issues, particularly related to user experience, the accuracy of performance data, and a tendency toward predominantly administrative use.This study aims to analyze the governance of the evaluation of the MANG BAGJA application system within the Regional Secretariat of Bandung City, with an emphasis on the perspective of ASN users. The research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation. Data analysis is conducted using the Unified Theory of Acceptance and Use of Technology (UTAUT) framework, positioned as a qualitative conceptual framework, focusing on the constructs of performance expectancy and social influence.The findings indicate that the use of the MANG BAGJA application by ASN is not yet fully based on perceived benefits for improving performance, but is still largely influenced by administrative demands, leadership directives, and bureaucratic work norms. This condition results in the system’s evaluative function not being optimally utilized to substantively support ASN performance assessment.This study highlights the importance of user experience–based system evaluation in the governance of government applications. The findings are expected to serve as a basis for improving the governance of ASN performance evaluation systems so that they are more oriented toward work benefits, accountability, and the quality of personnel decision-making.

Abstract

The implementation of protocol is a fundamental element in maintaining the image and authority of leaders and the organization itself. Although the 2023 Government Agency Performance Report (LKIP) shows excellent satisfaction with protocol services, the facts on the ground indicate operational inefficiencies in the form of technical communication barriers, workload imbalances, and high dependence on tacit knowledge. This study aims to analyze the level of effectiveness, identify determining factors, and assess the improvement strategies that have been implemented by the protocol department at the West Java Provincial Secretariat Leadership Administration Bureau. This study uses a qualitative method with an evaluative approach, as well as Richard M. Steers' theory of organizational effectiveness, which covers four aspects, namely Goal Attainment, Internal Process, Employee Satisfaction, and Organizational Flexibility. The results show that the effectiveness of the protocol is asymmetrical. Protocol proved to be highly effective in terms of goal attainment and organizational flexibility due to motivating factors, as evidenced by the 90% success rate of core events and the ability to meet objectives. However, there were inhibiting factors that resulted in moderate effectiveness in terms of internal processes and employee satisfaction due to communication bottlenecks and deviations in logistical support aspects of up to 60%. This system serves to digitize protocol work systems through Digital Pocket Books, secure tactical command channels, and ensure data-based performance accountability.

Abstract

Public service complaints are an important instrument in realizing transparent, participatory, and accountable governance. This study aims to analyze the governance of public service complaints through the Jabar Saber Hoax website as a communication medium between the community and the West Java Provincial Government. The research method used was qualitative descriptive with data collection techniques in the form of observation, interviews, and documentation during the internship at the Jabar Saber Hoax Unit. The result of the study show that the Jabar Saber Hoax website supporting transparency, public participation, and accurate information delivery through a digital-based complaint system. In its implementation, there are still several obstacles, such as limitation of people’s digital literacy, delays in responding to complaints, and limited supporting features on the website. Therefore, it is necessary to strengthen the complaint management system, increase human resources and develop more inclusive and resnponsive features to increase the effectiveness of public service complaint and strengthen public trust in digital-based government services. this study highlights the importance of integrating inter-agency coordination and adopting adaptive governance approaches to ensure faster and more effective complaint resolution. The utilization of data analytics and feedback mechanisms can also enhance decision-making processes and improve service quality continuously. In addition, strengthening public outreach and digital education programs is crucial to ensure that all segments of society can access and utilize the platform effectively.
