Abstract

This study aims to evaluate the implementation of the Maternal and Child Health (MCH) Program for pregnant women at Peot Community Health Center, Borong District, East Manggarai Regency. The study employed a qualitative approach with a case study design and utilized the CIPP (Context, Input, Process, Product) evaluation model. Informants consisted of the Head of the Health Center, MCH Program Coordinator, healthcare workers, and pregnant women selected through purposive sampling. Data were collected through interviews, observations, and documentation and analyzed using the Miles and Huberman interactive model. The findings indicate that, in the context dimension, the MCH Program is highly relevant to community needs and addresses maternal health issues such as anemia, chronic energy deficiency, and high-risk pregnancies. In terms of input, the program is supported by adequate human resources, healthcare facilities, and an innovative funding scheme known as the Seuntais Movement. Regarding the process dimension, the program has been implemented in accordance with healthcare service standards through several innovations, including the Pregnant Women Companion Midwife Program, partnerships between midwives and traditional birth attendants, the Lonto Leok community forum, and the Stunting and Maternal Mortality Alert System. In the product dimension, antenatal care coverage reached 100% during 2022–2024 and contributed to maintaining zero maternal mortality in recent years. However, child health examination coverage remains between 82% and 86%, indicating the need for further improvement.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are crucial to Indonesia’s economy, especially in East Nusa Tenggara (NTT), where they contribute significantly to employment and GRDP. Despite their potential, particularly in agriculture and handicrafts, these sectors remain vulnerable to climate change and often lack environmentally friendly practices. In response, Bank Indonesia initiated the Green MSME development program to promote sustainable, inclusive, and circular economic practices. This study aims to analyze the relevance of Bank Indonesia's green MSME policies to the development of MSMEs in NTT and identify the supporting and inhibiting factors. Using a qualitative descriptive approach, data were collected through interviews, observations, and literature review in Kupang. Findings reveal BI NTT’s strategic role in promoting digitalization, green entrepreneurship training, and local resource-based clusters. However, challenges persist, including low environmental literacy, limited access to green financing, and weak infrastructure. Opportunities lie in NTT’s rich natural and cultural resources, which, if supported by cross-sector collaboration and contextual policies, can position green MSMEs as drivers of sustainable development. The study recommends strengthening policy implementation, contextual adaptation, and inter-agency synergy to accelerate green economic transformation in the region.

Abstract

This study aims to analyze the effectiveness of the implementation of Kupang Mayor Regulation Number 33 of 2019 concerning the Reduction of the Use of Plastic Bags and identify the obstacles faced in its implementation in Kupang City. This study uses a qualitative approach with a descriptive method. Data collection was carried out through observations, in-depth interviews, and documentation involving traditional markets, shopping centers, and micro, small, and medium enterprises (MSMEs) in Kupang City. Data analysis was carried out using the Miles and Huberman model which includes the stages of data reduction, data presentation, and conclusion drawn. The validity of the data was tested through the triangulation technique. The results of the study show that the implementation of Kupang Mayor Regulation Number 33 of 2019 has not been running effectively. This is due to the low level of public and business actors' understanding of the policy, limited socialization activities, weak supervision from related parties, and the lack of availability of affordable environmentally friendly pocket alternatives. The use of single-use plastic bags is still widely found, especially in traditional markets and the MSME sector, so that the goal of reducing plastic waste generation has not been achieved optimally.

Abstract

Parking fees represent an important source of locally generated revenue; however, their collection in Kupang City has not fully reflected the increasing number of vehicles and parking activities. This study aimed to examine potential losses in parking-fee revenue at the Kupang City Transportation Agency, identify the contributing factors, and formulate effective management and oversight strategies. A qualitative method with a post-positivist case-study design was employed. Informants were purposively selected from transportation officials, agency staff, parking attendants, service users, and community organizations. Data were collected through semi-structured interviews, field observations, and document analysis, and were analyzed using data condensation, data display, and conclusion drawing, supported by source and method triangulation. The findings revealed gaps between revenue targets and actual realization, driven by manual recordkeeping, cash-based collection systems, inconsistent ticket issuance, incomplete parking-point data, limited supervision, informal parking practices, weak interagency coordination, and low public awareness regarding payment receipts. These weaknesses prevented actual parking activities from being fully recorded as official municipal revenue. The recommended strategies included periodic mapping of parking potential, digitalization of collection systems, risk-based supervision, strengthened standard operating procedures, parking attendant training, public education, and cross-sectoral coordination. The study concluded that reducing potential revenue losses requires integrated and data-driven parking governance to improve transaction traceability, accountability, service quality, and local revenue performance.
