Abstract

Permasalahan penerapan merit sistem di Indonesia yang hingga saat ini masih banyak diperdebatkan di kalangan akademisi dan pegawai negeri sipil. Dalam pembahasan ini akan diberikan dua studi kasus dalam penerapan merit sistem yaitu pada daerah tertinggal dan pada daerah maju. Untuk menganalisis permasalahan tersebut digunakan metode literature review dan pengambilan data pada daerah tertinggal dan daerah maju untuk membandingkan data tersebut. Hasil dari penelitian ini bahwa masih banyak daerah yang belum mampu mengikuti merit sistem jika diterapkan didaerahnya, karena masih kentalnya budaya dan adat didaerah tersebut. Dengan begitu masih banyak PR bagi pemerintah untuk dapat masuk dan bersosialisasi dengan baik kepada masyarakat 3T, atau dengan membuat aturan merit sistem dengan lebih elastis yang mampu diterima oleh masyarakat pedalaman dan tertinggal. Dengan begitu maka akan lebih baik penerapan merit sistem yang dibuat pemerintah untuk masa depan negara ini agar lebih baik dan mengalami perubahan.

Abstract

This study aims to explain the relationship between politics and technology by specifically discussing how the Internet supports and hinders democracy. This conceptual elaboration was prompted by recent controversies about the democratic power of the Internet. The controversy is framed in three perspectives, namely the perspective of utopia, dystopia, and syntopia. By using a qualitative approach and constructivist paradigm as well as literature studies, this paper argues that the three perspectives are reductionist and simplistic. Based on their technological determinism approach, they ignore subject agency and socio-cultural context in framing the relationship between the Internet and democracy. This paper offers holistic reading that the success and failure of technology adoption in democratic practice is a product of the organic interaction between technology and subject agency as well as social, political, and cultural contexts.

Abstract

Ketimpangan ketenagakerjaan dan kemiskinan di Nusa Tenggara Timur (NTT) merupakan isu penting yang saling kait-mengait. Keterbatasan akses pendidikan, dominasi sektor informal, dan ketidaksetaraan dalam kesempatan kerja menjadi latar belakang yang memperburuk kondisi ketenagakerjaan dan kemiskinan di NTT. Penelitian ini dilakukan melalui pendekatan kualitatif-deskriptif dengan metode tinjauan pustaka yang mengandalkan data sekunder dari berbagai studi terdahulu. Hasil penelitian menunjukan bahwa kualitas tenaga kerja yang rendah, upah yang tidak mencukupi, dan ketergantungan pada sektor informal menjadi faktor utama penyebab kemiskinan di NTT. Rekomendasi kebijakan yang diajukan mencakup peningkatan akses pendidikan vokasi, program sertifikasi untuk pekerja informal, dan pengembangan sektor informal yang mampu menyediakan pekerjaan dengan upah layak.

Abstract

This study evaluates the governance practices of Village-Owned Enterprises (BUMDes) in Riit Village, Sikka Regency, focusing on their impact on agricultural productivity and rural development. Adopting a qualitative case study approach, the research highlights how participatory and cooperative governance principles foster community engagement and improve access to agricultural inputs, training, and markets. The findings reveal significant improvements in crop yields and community welfare, especially for cacao and kemiri. However, challenges such as transportation barriers, crop diseases, and limited technological integration hinder the full realization of governance benefits. Bridging these gaps requires capacity-building, infrastructure improvements, and partnerships with external organizations. Drawing from global governance models, this study provides actionable recommendations for enhancing the sustainability and impact of BUMDes operations. These findings contribute to the discourse on rural governance and its role in achieving the Sustainable Development Goals.

Abstract

The Zillennial generation faces multifaceted challenges in electoral participation, including political apathy, skepticism toward governance systems, and misinformation spread via social media. This study examines the role of the Subdistrict Election Committee (PPK) in Lakbok Subdistrict, Ciamis Regency, Indonesia, in addressing these barriers and enhancing voter engagement among Zillennials during the 2024 General Election. Employing a quantitative-descriptive approach, the research conducted interviews with 27 purposively sampled informants, including election officials, academics, party volunteers, and generational representatives. Data were analyzed using categorical identification based on ideal average value (Mi) and ideal standard deviation (SDi) to evaluate the effectiveness of PPK strategies. Findings reveal four critical roles of the PPK: (1) conducting technical guidance sessions from the General Election Commission (KPU) to district-level committees, emphasizing voter education and digital communication strategies; (2) improving accessibility and transparency through open data dissemination and inclusive outreach programs; (3) leveraging social media platforms like Instagram and TikTok to deliver engaging, visual electoral content tailored to Zillennial preferences; and (4) organizing offline voter education initiatives, such as workshops and community dialogues, to foster direct engagement. The study highlights that these roles significantly boosted Zillennial participation by addressing their unique needs for tech-savvy, transparent, and interactive communication. Notably, technical guidance sessions for PPK members (e.g., 25 sessions on voter education) correlated with increased youth turnout, while social media campaigns achieved high engagement rates through infographics and short videos. Recommendations include top-down optimization of PPK programs, structural integration of digital tools, and collaborative efforts with Zillennial communities to sustain democratic participation. This research contributes to electoral studies by demonstrating the importance of localized, adaptive strategies in bridging generational gaps in political engagement, particularly in Indonesia’s evolving democratic landscape.

Abstract

This study aims to examine the social movement of the Labuan Bajo community, which is part of the Save Pantai Pede Movement, as a form of resistance to the privatization of public space by the provincial government and private investors. The primary issue in this study is the power imbalance in the management of public space, which contributes to the marginalization of local communities. This study employs a critical approach, utilizing Norman Fairclough's Critical Discourse Analysis and Pierre Bourdieu's theories of habitus, capital, and social field as analytical tools. Data were obtained through documentation studies, observations, and in-depth interviews, which were analyzed at three levels: textual, discourse practice, and sociocultural practice. The study's results show that the community, particularly young people and local artists, produces a discourse of resistance through art and public symbols that affirm public space as a shared right. This movement has succeeded in transforming the commercialization project into a broader public debate on spatial justice and community political participation. These findings confirm that community-based social movement can be an effective tool for political negotiation in addressing structural and capitalist domination of public space.

Abstract

This study aims to analyze the causes of the crisis of trust in government from a postmodernist perspective, referring to Michel Foucault's concepts of governmentality and biopolitics. The central research question explores how power, as expressed through public policy discourse, can impact government legitimacy, particularly during global crises. A qualitative approach is used, employing critical philosophical analysis of Foucault's texts, with case studies on pandemic policies and the use of surveillance technology. The findings reveal that the decline in public trust is not only due to administrative failures but also due to the way governments manage policy discourse in ways that are opaque and manipulative. Based on these findings, the study suggests that governments should adopt more transparent and participatory policy approaches, increasing public involvement in decision-making processes to strengthen the legitimacy of the government, which has been undermined.

Abstract

This article examines Michael Sandel’s critique of meritocracy and its relevance to the Indonesian context, particularly in relation to educational inequality and the rise of populism. While meritocracy is often celebrated as a system of fairness and equal opportunity, this study demonstrates that it exacerbates structural disparities, reinforces stigma against disadvantaged groups, and fuels resentment that populist leaders can mobilize. Drawing on Sandel’s The Tyranny of Merit and related literature, this article employs a qualitative approach with critical theory to analyze how meritocratic ideology deepens social divisions by overlooking structural constraints on achievement. The findings reveal that Indonesia’s reliance on merit-based educational policies disadvantages rural and marginalized communities, while the resulting frustrations contribute to populist narratives that oppose political and educational elites. As an alternative, Sandel’s principle of the common good provides a normative framework for reform, emphasizing solidarity, collective responsibility, and shared welfare. By applying these principles to Indonesian social and educational policies, this article highlights a pathway toward reducing inequality, mitigating populist discontent, and strengthening democratic cohesion. Abstrak Artikel ini mengkaji kritik Michael Sandel terhadap meritokrasi dan relevansinya dalam konteks Indonesia, khususnya terkait ketimpangan pendidikan dan bangkitnya populisme. Meskipun meritokrasi sering dipandang sebagai sistem yang adil karena memberikan kesempatan yang setara, penelitian ini menunjukkan bahwa meritokrasi justru memperburuk ketimpangan struktural, memperkuat stigma terhadap kelompok marjinal, serta memicu rasa frustrasi yang kemudian dimanfaatkan oleh para pemimpin populis. Menggunakan pendekatan kualitatif berbasis teori kritis, artikel ini menganalisis karya Sandel The Tyranny of Merit beserta literatur terkait untuk menyoroti bagaimana ideologi meritokrasi memperdalam fragmentasi sosial dengan mengabaikan keterbatasan struktural dalam pencapaian individu. Temuan penelitian menunjukkan bahwa ketergantungan Indonesia pada kebijakan pendidikan berbasis merit cenderung merugikan komunitas pedesaan dan kelompok tertinggal, sementara kekecewaan yang muncul memperkuat narasi populis yang menentang elit politik dan pendidikan. Sebagai alternatif, prinsip kebaikan bersama yang ditawarkan Sandel memberikan kerangka normatif untuk reformasi, dengan menekankan solidaritas, tanggung jawab kolektif, dan kesejahteraan umum. Dengan menerapkan prinsip ini dalam kebijakan sosial dan pendidikan di Indonesia, artikel ini menyoroti jalan menuju pengurangan ketimpangan, meredam ketidakpuasan populis, serta memperkuat kohesi demokratis. Abstract

Artikel ini bertujuan mengetahui implementasiPKPU Nomor 1 Tahun 2015 di lingkungan KPU Kabupaten Ciamis. Penelitian yang ditinjau melalui teori dari Merille S. Grindle (1980) yang meliputi dua faktor yaitu, substansi kebijakan dan konteks implementasi memiliki resultan bahwa proses Implementasi PKPU Nomor 1 Tahun 2015 TentangPengelolaan dan Pelayanaan InformasiPublik di Lingkungan KPU Kabupaten Ciamis secara umum telah terlaksana dengan baik, namun masih terdapat beberapa kendala yang menghambat proses implementasi seperti ego sektoral masing-masing divisi, terbatasnya sumberdaya manusia, minimnya infrastruktur penunjang. Selain itu, terdapat beberapa parameter dalam teori Merille S. Grindle(Grindle, 2017), yaitu kepentingan kelompok sasaran, jenis manfaat, tingkat perubahan yang diharapkan, lokasi pengambilan keputusan, pelaksanaan program, sumberdayayang terlibat, kekuasaan kepentingan dan strategi aktor yang terlibat, karakteristiklembaga dan penguasa, serta kepatuhan dan daya tangkap. Dengan metode kualitatif deskriptif, Hasil yang didapat bahwa KPU Kabupaten Ciamis berusaha mewujudkan terjaminnya akses informasipublik di lingkungan KPU, meningkatnya partisipasi dan peran aktif masyarakat dalam Pemilu. Bentuk pelayanan informasi dapat secara langsung datang ke desk pelayanan PPID KPU Kabupaten Ciamis maupun secara tidak langsung melalui surat elektronik dan website KPU Kabupaten Ciamis.

Abstract

Abstrak: Lembaga adat di wilayah perbatasan menghadapi tantangan serius akibat modernisasi, lemahnya pengakuan formal, dan minimnya kaderisasi. Pengabdian ini bertujuan untuk meningkatkan pemahaman dan partisipasi masyarakat dalam penguatan lembaga adat di Desa Lasaen, Kecamatan Malaka Barat, Nusa Tenggara Timur. Kegiatan dilaksanakan melalui metode penyuluhan, diskusi kelompok, dan penyusunan rencana aksi berbasis komunitas, dengan melibatkan 30 peserta yang terdiri dari tokoh adat, perangkat desa, pemuda, dan masyarakat umum. Evaluasi dilakukan melalui pre-test dan post-test, serta survei kepuasan peserta. Hasil menunjukkan peningkatan signifikan dalam pemahaman: pemahaman eksistensi masyarakat hukum adat naik dari 60% menjadi 83%, kesadaran terhadap ancaman meningkat dari 70% ke 87%, partisipasi aktif naik dari 71% menjadi 93%, dan kemampuan menyusun rencana aksi meningkat dari 72% ke 94%. Survei kepuasan juga menunjukkan bahwa 100% peserta puas terhadap pelatihan, terutama dari aspek metode pengajaran dan relevansi materi.Abstract: Customary institutions in border areas face serious challenges due to modernization, weak formal recognition, and lack of regeneration. This community service aimed to enhance public understanding and participation in strengthening customary institutions in Lasaen Village, Malaka Barat District, East Nusa Tenggara. Activities included counseling, group discussions, and community-based action planning, involving 30 participants comprising traditional leaders, village officials, youth, and local residents. Evaluation was conducted using pre- and post-tests as well as participant satisfaction surveys. Results indicated significant improvement: understanding of customary law communities increased from 60% to 83%, awareness of threats rose from 70% to 87%, active participation improved from 71% to 93%, and action plan formulation skills increased from 72% to 94%. Satisfaction surveys revealed that 100% of participants were satisfied with the training, particularly regarding teaching methods and content relevance.
