Abstract

Prospective TKI (Overseas Indonesian Workforce) are always faced with two difficult choices, namely by using a legal way through the official government-protected institution or illegal way that is unclear responsibilities. Illegal delivery of TKW (Women Workers) doing by uncompleted documents dominantely caused by family economic difficulties and lack of poverty. Administratively the prospective Indonesian workers do not have a KTP (ID), KK (Family Structure card), the birth certificate and the average education is uncompleted elementary school studies. There are still many employers or tekong who come to recruit directly in the cities and districts of NTT. A lack of understanding of citizen and district communities about the process of placing labor abroad from the government. Lack of good cooperation and support between government agencies related in the field of overseas employment placement. The lack of socialization policy of the policymakers abroad to the bottom level is the cause of the rise of migrant workers to Malaysia. Prospective migrant workers are in the community, the nearest ruler is the village head (RT, RW), Kampung, village/Kelurahan, Kecamatan to district, which has an obligation to provide information to the community. Due to the policy of delivery of special migrant workers abroad is if successful positively impact in the field of economy, because it produces foreign exchange that can help the growth of national economy and for TKI and their families are improving welfare. Abstract

Pandemi covid-19 adalah wabah yang tidak pernah diduga, memilik berdampak sangat luas terhadap segala tatanan kehidupan masyarakat dunia. Transportasi, pariwisata, manufactur, jasa dan konstruksi mengalami penurunan signifikan. Dampak dari penurunan aktifitas di berbagai sector ini adalah penurunan daya beli masyarakat dan penurunan tingkat pertumbuhan ekonomi. Indonesia juga mengalami persoalan yang sama, maka langkah langkah penyelamatan dilakukan oleh pemerintah dengan memberikan berbagai stimulus termasuk kepada pelaku Usaha Mikro Kecil dan Menengah. Pelaku UMKM juga perlu mengambil langkah langkah strategis untuk menjaga eksistensi usahanya secara mandiri, salah satunya dengan menyesuaikan dengan perubahan prilaku konsumen akibat pandemi covid -19. Perubahan prilaku konsumen tersebut antara lain konsumen menginginkan produk yang fokus pada nilai, mayoritas konsumen berbelanja secara on line dan konsumen menginginkan produk dan jasa sehat.

Abstract

Abstrak: Kepemimpinan merupakan salah satu kompetensi penting yang harus dikuasai oleh setiap individu. Oleh sebab itu Permendikbudristek No. 56/M/2022 memuat kegiatan kurikulum berbasis projek yang dirancang untuk menguatkan upaya pencapaian kompetensi dan pemahaman karakter peserta didik. Mahasiswa dirancang untuk dapat bersaing di dunia kerja sehingga membutuhkan karakter kepemimpinan yang kuat. Kepercayaan diri dan komunikasi merupakan unsur penting dalam kepemimpinan. Kegiatan ini merupakanTujuan kegiatan Leadership Project melalui adalah memberikan pelatihan orasi, pidato, dan debat. Kegiatan ini berlangsung selama 6 hari dengan metode hybrid learning. Metode yang digunakan menggunakan ceramah, diskusi, drill method, dan lomba sebagai evaluasi. Sasaran kegiatan ini merupakan mahasiswa Semester I dan III kemudian diikuti oleh 30 mahasiswa. Sistem evaluasi yang digunakan dalam kegiatan ini adalah survey pemahaman partisipan atas materi dan praktek yang diberikan selama kegiatan berlangsung. Hasil evaluasi awal atas survey pemahaman mahasiswa mengungkapkan adanya peningkatan pemahaman mengenai kepemimpinan sebesar 98%, kemudian peningkatan pengetahuan mengenai orasi, pidato dan debat sebesar 95%, mahasiswa juga mengalami peningkatan ketrampilan berkomunikasi sebesar 92%, dan meningkatkan kepercayaan diri sebsar 93%. Sementara hasil evaluasi akhir. Hasil evaluasi menunjukkan 95% mahasiswa mengalami peningkatan dalam ketrampilan orasi, pidato, dan debat. Abstract: Leadership is a crucial competency that every individual must master. Hence, Permendikbudristek No. 56/M/2022 includes a curriculum of project-based activities designed to strengthen the achievement of competencies and understanding of students' character traits. Students are prepared to compete in the job market and thus require strong leadership characteristics. Self-confidence and communication are essential elements of leadership. The Eqolium Leadership Project aims to provide training in oratory, public speaking, and debate. This activity takes place over six days using a hybrid learning method. The methods employed include lectures, discussions, the drill method, and competitions for evaluation. The target participants are first and third-semester students, with a total of 30 students participating. The evaluation system used in this activity is a survey assessing the participants' understanding of the material and practices provided during the event. Initial evaluation results from the survey on students' understanding revealed a 98% improvement in leadership knowledge, a 95% increase in knowledge about oratory, public speaking, and debate, a 92% improvement in communication skills, and a 93% increase in self-confidence. Meanwhile, the final evaluation results show that 95% of students improved their skills in oratory, public speaking, and debate.

Abstract

Abstrak: Data ICW menunjukkan bahwa hingga tahun 2017 terdapat 112 kades yang terlibat dalam kasus korupsi desa. Salah satu langkah menekan angka korupsi dengan penentuan skala prioritas penggunaan dana desa yang diatur dalam Kemendesa PDTT Peraturan Menteri No 11 tahun 2019 tentang Prioritas Penggunaan Dana Desa Tahun 2020. Tujuan sosialisasi ini untuk meningkatkan kemampuan pengelolaan dana desa dalam rangka menekan angka korupsi. Kegiatan sosialisasi ini dilaksanakan di Desa Baumata Barat yang diikuti oleh 30 peserta. Penyampaian materi menggunakan metode ceramah dan tanya jawab, Focus Discussion Group (FDG), dan Workshop. Hasil evaluasi atas pelaksanaan dari sosialisasi dilakukan melalui metode survey pendapat dari para peserta, yang mana ini 90% dapat meningkatkan pemahaman peserta, 90% peserta berpartisipasi dengan aktif, peserta juga memperoleh peningkatan ketrampilan dalam menentukan skala prioritas sebesar 85%. Selain itu, masyarakat mengetahui sebesar 85% mengenai peranan mereka pada saat penganggaran dana desa. Peserta sosialisasi dan pemerintah desa mendukung dan mengikuti kegiatan dengan antusias. Adapun hambatan yang ditemui selama pengabdian dapat teratasi dengan baik.Abstract: ICW Data shows that until 2017 there were 112 village heads involved in village corruption cases. One of the steps to reduce the number of corruption is to determine the priority scale for the use of village funds regulated in the PDTT Ministry of Rural Affairs Ministerial Regulation No. 11 of 2019 concerning the priority use of village funds in 2020. The purpose of this socialization is to improve the ability of Village Fund Management in order to reduce corruption. This socialization activity was held in West Baumata Village which was attended by 30 participants. Material delivery using lecture and question and answer method, Focus Discussion Group (FDG), and workshop. The results of this socialization 90% can increase the understanding of participants, 90% of participants participate actively, participants also gained increased skills in determining priorities by 85%. In addition, the community knew by 85% about their role at the time of village fund budgeting. The socialization participants and the village government supported and followed the activities enthusiastically. The obstacles encountered during devotion can be overcome properly.

Abstract

Abstrak: Data kependudukan merupakan unsur penting untuk mendukung Pemilihan Umum Tahun 2024 yang jujur dan adil. Namun, Pemerintah dan masyarakat Desa Penfui saat ini belum sepenuhnya memiliki kesadaran akan pentingnya tertib administrasi, ditunjukkan dari banyaknya masyarakat yang belum memiliki dokumen kependudukan yang lengkap. Kegiatan ini bertujuan meningkatkan kesadaran pemerintah dan masyarakat akan pentingnya kelengkapan dokumen kependudukan untuk mendukung terselenggaranya Pemilihan Umum Tahun 2024. Metode sosialisasi menggunakan metode ceramah, diskusi dan workshop, yang diikuti oleh 35 peserta terdiri dari perangkat desa dan masyarakat Penfui Timur. Hasil evaluasi kegiatan atas pemahaman peserta mengenai pentingnya kelengkapan dokumen kependudukan menunjukkan peningkatan pemahaman peserta sebesar 89% tentang pentingnya kelengkapan dokumen kependudukan, 85% peserta dapat menentukan alur pembuatan administrasi kependudukan di Pemerintah Desa setempat, 88% peserta berpartisipasi aktif dan menunjukkan kepuasan terhadap kegiatan sebesar 95%. Kendala dan hambatan terkait keterbatasan waktu dan keterbatasan internet, namun dapat teratasi dengan baik selama kegiatan.Abstract: Data Population plays a crucial role to ensure the smooth conduct of transparent and equitable elections in 2024 Despite its significance, the residents and authorities of Penfui Village have yet to fully recognize the necessity of having their administrative records in order, as evidenced by the widespread lack of complete population documentation among them. The objective of the initiative is to heighten the awareness of both the government and the citizens about the vital need for complete population records to ensure the smooth conduct of transparent and equitable elections in 2024. An interactive approach involving Q&A sessions, discussion, and workshops was employed for the campaign, which was participated in by 50 individuals, including village officials and East Penfui residents The results of the activity evaluation showed an 89% increase in participants ' understanding of the importance of completeness of population documents, 85% of participants were able to determine the flow of making Population Administration in the local village Government, 88% of participants actively participated and showed 95% satisfaction with the activities. Constraints and obstacles related to time constraints and internet limitations, but can be overcome well during the activity.

Abstract

This study evaluates the governance practices of Village-Owned Enterprises (BUMDes) in Riit Village, Sikka Regency, focusing on their impact on agricultural productivity and rural development. Adopting a qualitative case study approach, the research highlights how participatory and cooperative governance principles foster community engagement and improve access to agricultural inputs, training, and markets. The findings reveal significant improvements in crop yields and community welfare, especially for cacao and kemiri. However, challenges such as transportation barriers, crop diseases, and limited technological integration hinder the full realization of governance benefits. Bridging these gaps requires capacity-building, infrastructure improvements, and partnerships with external organizations. Drawing from global governance models, this study provides actionable recommendations for enhancing the sustainability and impact of BUMDes operations. These findings contribute to the discourse on rural governance and its role in achieving the Sustainable Development Goals.

Abstract

This study explores the working relationship between village heads and traditional village institutions in village governance, with a focus on land conflict resolution, infrastructure development, and tourism promotion in Ojandetun Village, Flores Timur. Using a qualitative case study method, data were collected through interviews, observations, and documentation. The study reveals that both entities collaborate in different capacities through communication, coordination, partnership, and social control. However, issues such as weak coordination and administrative communication hinder the process. This paper emphasizes the importance of mutual understanding and regular dialogue between both parties to support effective governance.

Abstract

This study investigates the failure of bureaucratic simplification policy in South-Central Timor Regency, Indonesia, particularly the mandated transition of echelon IV structural roles into functional positions under Permenpan RB No. 17 of 2021. Using a qualitative case study approach, the research collected data through in-depth interviews, participatory observations, and document analysis involving affected civil servants, structural officials, and governance experts. Four interrelated barriers were identified: exclusion of civil servants from decision-making processes, demotivation due to unclear career paths and insufficient financial incentives, stagnant leadership at the echelon II level, and inadequate systemic support, including training and infrastructure. These challenges reflect the interplay of socio-political dynamics and regional resource constraints, which complicate the application of agile governance principles in peripheral regions. The study’s novelty lies in its localized perspective, which reveals governance and administrative complexities often overlooked in mainstream reform narratives. It emphasizes the critical role of leadership behavior, employee involvement, and institutional readiness in sustaining reform, offering practical insights for policy improvement in resource-limited contexts.

Abstract

The purpose of this study was to explain the level of representation of women in bureaucratic, structural positions and the inhibiting factors they face in occupying bureaucratic, structural positions in East Flores Regency. The research method used is qualitative descriptive with interviews of 13 informants determined through purposive. The results of this study explain that in the last three years, the number of female civil servants in echelons II and III is less than that of men. In 2021, there were three female civil servants left because, in 2020, one of the female civil servants died. Furthermore, in 2022, one of the female civil servants finished her term. The inhibiting factors faced by women in bureaucratic, structural positions are viewed in two forms: 1) internal constraints such as lack of self-confidence and the multiple roles played by women, 2) external constraints related to a) constraints from the family, and b) constraints from society related to the value system and norms. The research is expected as input for East Flores Regency

Abstract

This study aims to evaluate the implementation of the Maternal and Child Health (MCH) Program for pregnant women at Peot Community Health Center, Borong District, East Manggarai Regency. The study employed a qualitative approach with a case study design and utilized the CIPP (Context, Input, Process, Product) evaluation model. Informants consisted of the Head of the Health Center, MCH Program Coordinator, healthcare workers, and pregnant women selected through purposive sampling. Data were collected through interviews, observations, and documentation and analyzed using the Miles and Huberman interactive model. The findings indicate that, in the context dimension, the MCH Program is highly relevant to community needs and addresses maternal health issues such as anemia, chronic energy deficiency, and high-risk pregnancies. In terms of input, the program is supported by adequate human resources, healthcare facilities, and an innovative funding scheme known as the Seuntais Movement. Regarding the process dimension, the program has been implemented in accordance with healthcare service standards through several innovations, including the Pregnant Women Companion Midwife Program, partnerships between midwives and traditional birth attendants, the Lonto Leok community forum, and the Stunting and Maternal Mortality Alert System. In the product dimension, antenatal care coverage reached 100% during 2022–2024 and contributed to maintaining zero maternal mortality in recent years. However, child health examination coverage remains between 82% and 86%, indicating the need for further improvement.
