Abstract

This study discusses the problem of Revenue Sharing Fund (DBH) arrears by the Lampung Provincial Government to the district/city government. The main focus is on the analysis of the causes of the delay in DBH payments and their impact on the performance of local government, especially in the context of political sociology. This study uses a descriptive qualitative approach with the aim of gaining a deep understanding of the causes of Revenue Sharing Fund (DBH) arrears by the Lampung Provincial Government and their impact on the local government system, especially in the context of political sociology. This study uses a literature study that collects data and information from written sources such as books, scientific articles, journals, and other published materials. The author found that the delay in DBH disbursement was caused by budget inconsistencies, accumulation of arrears since previous years, and gradual payment arrangements until 2028. The impact of DBH delays is very significant on budget realization, including delays in routine spending and infrastructure development at the district/city level. From a political sociology perspective, this reflects the unequal power relations between the provincial government and smaller regions, and shows weak fiscal transparency and accountability. More transparent and fair fiscal policy and governance reforms are needed to support the effectiveness of regional autonomy.

Abstract

Local wisdom is a cultural heritage that lives and grows within the life of indigenous communities. In the context of the Buay Turgak clan in Tanggamus Regency, traditional marriage customs represent a vital manifestation of this local wisdom, which continues to be preserved to this day. This tradition not only serves as a means of uniting two individuals but also symbolizes the social bond between two extended families and strengthens community cohesion. This study aims to describe the values of local wisdom reflected in each stage of the Saibatin traditional marriage ceremonies within the Buay Turgak community. The research method employed is descriptive qualitative through direct observation and in-depth interviews with traditional leaders and local community members. Data collection techniques include semi-structured interviews with traditional elders and related parties involved in the marriage process. Supplementary data were also obtained through documentation such as photographs and recordings, which serve to complement and strengthen the data gathered from observations and interviews. The traditional wedding procession from the proposal, engagement, to the reception contains symbolic and philosophical meanings deeply rooted in local cultural values. Values such as Piil Pesenggiri, deliberation, mutual cooperation, and respect for ancestors are the core principles in the implementation of these customary marriages. Although some elements have undergone adjustments due to the influence of modernization, the Buay Turgak community continues to strive to maintain the authenticity of their customs by involving traditional leaders in every stage of the marriage process. This preservation effort not only strengthens local cultural identity but also serves as a form of resistance against cultural homogenization that may threaten the existence of traditional values.
