Abstract

This study aims to examine the influence of bureaucratic policy on the effectiveness of public services in Lampung Province through a literature review approach. In the context of modern governance, bureaucracy plays a vital role in delivering efficient, transparent, and accountable public services. A review of various scholarly sources reveals that well-designed bureaucratic policies can significantly enhance service quality, particularly through organizational reform, digital service implementation, and strengthening the capacity of civil servants. However, the literature also highlights persistent challenges, such as overlapping regulations, low accountability, and resistance to change, which hinder effective policy implementation at the regional level. In the case of Lampung, the effectiveness of public services is largely determined by how consistently and adaptively bureaucratic policies are applied to meet public needs. Therefore, this study recommends improving evidence-based bureaucratic policies, continuous capacity-building programs for civil servants, and stronger performance evaluation systems as strategic efforts to enhance public service delivery.

Abstract

This research aims to describe the implementation of the Lampung Begawi Program as a strategy for promoting local culture while simultaneously empowering MSMEs (Micro, Small, and Medium Enterprises) in Lampung Province, and to formulate strategic recommendations for its sustainable development. Lampung Begawi is an annual program that integrates cultural festivals, MSME product exhibitions, training workshops, and multi-stakeholder collaboration in one platform. This study adopts a mixed-methods approach by combining qualitative and quantitative data through document analysis, in-depth interviews, and surveys targeting participants and MSME actors. The findings indicate that the program has successfully increased cultural exposure and generated tangible economic benefits for MSMEs, including revenue growth, digital market access, and expanded business networks. However, several challenges remain, such as limited funding, insufficient professional digital branding, and low participation from rural-based MSMEs. The study recommends strategies such as branding enhancement, establishment of an endowment fund, digital partnership with online marketplaces, and strengthening local government’s role in mentoring and capacity building. Conceptually, this research contributes to the development of an integrated evaluation model that links cultural preservation with community-based creative economy. With a collaborative approach, Lampung Begawi holds potential as a national model for synergy between cultural revitalization and local economic empowerment.

Abstract

The purpose of this study is to explore the history of the Ratu Menangsi clan in South Lampung. The method used in this research is a historical approach with data collection techniques through interviews and document studies. Based on the research findings, the Ratu Menangsi clan is the oldest clan in South Lampung. The establishment of the Ratu Menangsi clan began with the fall of the Balaw Kingdom in the mid-16th century, specifically around the year 1554. After the collapse, the descendants of Ratu Balaw, especially Ratu Menangsi, relocated and founded the Menangsi Kingdom, which is estimated to have been established around 1594 in the Kalianda area of South Lampung, with its center of government in Way Andak/Batu Handak/Candi Taman, now known as Taman Baru Village. Historical evidence such as ancient graves, forts, traditional relics, and old records support the existence of the Ratu Menangsi Kingdom as one of the oldest traditional kingdoms in the region.
