Abstract

This community service program addressed post–hydro-meteorological disaster disruptions to safe water access in Rancong Village, Kuta Blang Subdistrict, Bireuen Regency, Aceh, where flooding and environmental contamination increased the risk of unsafe household water and hindered recovery of daily activities. The program aimed to restore access to safer drinking water and strengthen community capacity to operate and maintain the service through an integrated, appropriate-technology intervention. The implementation combined participatory action cycles with community co-design, student service-learning through an impact-oriented field program, and an asset-based approach to leverage local resources for sustainability. Activities were conducted in sequential stages: stakeholder coordination and joint decision-making, rapid needs and risk assessment of water sources, engineering design and installation of an integrated multi-stage emergency drinking water filtration unit, field functionality and performance testing using a before–after measurement approach, technology transfer through hands-on training, and development of standard operating procedures and an operation-and-maintenance logbook managed by the village team. The program produced key outputs: a validated baseline of local water risks and service needs; an installed filtration unit at a community-agreed location; community training and operational guidelines to ensure consistent daily use; and an agreed operation-and-maintenance mechanism to support continuity beyond the project period. Overall, the program demonstrated that pairing emergency water treatment technology with structured community governance and practical capacity building can accelerate post-disaster recovery of basic services and provide a replicable model for similar villages affected by flooding and related hazards.

Abstract

This community service article reports a post-disaster recovery program conducted in Rancong Village, Kuta Blang District, Bireuen Regency, Aceh, following a hydrometeorological flood that disrupted clean water access, environmental sanitation, public facilities, and children’s psychosocial well-being. The program aimed to support community recovery through an integrated and participatory approach. The activity was implemented for 20 days, from 2 to 21 February 2026, involving university students, field supervisors, village authorities, and local residents through a service-learning method. The main intervention focused on installing a clean water filtration system, while supporting activities included cleaning flood-affected houses, restoring religious and public facilities, clearing drainage channels and roads, introducing a low-smoke rocket stove for household waste management, and conducting educational and recreational activities for children. The results show that the program improved access to cleaner water, restored environmental and communal functions, strengthened community participation, and created a more positive post-disaster social atmosphere.

Abstract

This study explores how micro, small, and medium enterprises (MSMEs) in Aceh coped with the hydrometeorological disaster that struck the province in November 2025. Using Soft Systems Methodology and Rich Picture, the research treats MSMEs as human activity systems embedded in a wider web of risks, policies, and community support. Data were collected through semi-structured interviews with MSME owners and key stakeholders, Rich Picture sessions, and document analysis of government reports and media sources. The findings reveal four interrelated themes. First, prolonged flooding, damaged roads, and broken supply chains generated acute operational disruption and cash flow stress. Second, social and religious capital, especially neighbors, volunteers, and Islamic philanthropic institutions, acts as the first safety net when formal schemes are slow or difficult to access. Third, MSMEs experienced significant access gaps to government and financial assistance, which reinforced perceptions of distant bureaucracy. Fourth, the disaster triggered learning and adaptation, including simple business continuity practices and partial shifts to online sales, although most responses remained short term. The study demonstrates the value of Rich Picture for visualizing complex disaster impacts on local economies and offers practical insight for designing more inclusive recovery policies for MSMEs in hazard prone regions.

Abstract

Post-disaster rehabilitation in Aceh has generally been assessed through physical outputs and budget absorption, leaving its contribution to multidimensional human welfare insufficiently examined. This study evaluates the effectiveness of government rehabilitation and reconstruction programs through the five essential protections of Maqashid Shariah: religion, life, intellect, wealth, and progeny. It applies directed qualitative content analysis and descriptive quantitative analysis to 13 official recovery documents updated on 27 July 2026. Program targets, implementation progress, service continuity, and constraints were mapped to the five protections and compared across administrative, functional, and structural recovery. The findings reveal markedly uneven effectiveness. Transitional and distributive interventions performed strongly: realization of livelihood, household-content, and economic-stimulus assistance reached 98.96–99.15%; 99.60% of temporary shelters were constructed; and death compensation was fully transferred. However, permanent and productive recovery lagged. Only 401 of 34,727 permanent housing units were explicitly reported as completed, while physical rice-field recovery reached 23.33%, land preparation 4.54%, and planting 1.19%. Education, health, religious, and economic facilities also remained structurally damaged despite partial service continuity, alongside regional transfer absorption of only 2.67%. The study concludes that recovery was administratively responsive but not yet structurally comprehensive, requiring integrated, equitable, and outcome-based governance to fulfil Maqashid Shariah.
