Abstract

The impact of Covid-19 has devastated all aspects of human life. When this pandemic ends, the uncertainty requires all parties to formulate a practical and systematic long-term strategic model against Covid-19. All intervention models have been carried out, but they have not significantly impacted efforts to prevent Covid-19 transmission in the community. Therefore, this article examines the Covid-19 mitigation scenario explicitly based on local wisdom and the optimization of village organization institutions to prevent the spread of Covid-19 in the community. This study was conducted in Pohuwato Regency, Gorontalo Province, Indonesia using the descriptive analysis method. This study found to prevent the spread of Covid-19 at the level of a pluralistic village community and a powerful kinship system, a particular mitigation scenario based on the community's local wisdom is needed. Several mitigation scenarios can be implemented in Pohuwato Regency to prevent the spread of Covid-19 in rural communities, including 1) Communication strategy, 2) Socio-cultural analysis, 3) Public health perspective. This article concludes that local wisdom-based mitigation scenarios are a new approach in controlling the spread of Covid-19 in rural communities that are still closely related. Abstract

Salah satu tantangan utama yang dihadapi oleh masyarakat Desa Botutonuo, khususnya petani, adalah ketergantungan yang tinggi pada pasokan cabai dari luar desa, yang sering mengalami fluktuasi harga, serta kurangnya keterampilan masyarakat dalam pembibitan cabai. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mengatasi permasalahan yang sedang dihadapi oleh masyarakat Desa Botutonuo di sektor pertanian, khususnya tanaman cabai, serta memperkuat ketahanan pangan lokal. Kegiatan pengabdian kepada masyarakat ini dilaksanakan pada 1 Mei 2025 dengan menggunakan metode pendekatan partisipatif, yang melibatkan peserta dalam setiap tahapan pelatihan, mulai dari observasi awal, perencanaan kegiatan, pelaksanaan pelatihan, hingga pendampingan pasca-kegiatan. Hasil dari kegiatan ini menunjukkan peningkatan pengetahuan dan keterampilan peserta dalam teknik pembibitan cabai secara mandiri. Program ini memberikan dampak positif dalam memperkuat ketahanan pangan lokal dan kesejahteraan ekonomi masyarakat Desa Botutonuo.

Abstract

The dependence of farmers on middlemen remains a complex socio-economic issue in rural Indonesia. According to data from the Gorontalo Utara District Agricultural Office (2024), approximately 78% of farmers in Sumalata Timur Subdistrict continue to rely on middlemen for farming capital and crop distribution due to limited access to formal financial institutions. This study aims to analyze the forms of farmers' dependency on middlemen, the resulting socio-economic impacts, and the adaptive strategies employed to reduce such dependency in Koluwoka Village, Sumalata Timur Subdistrict, Gorontalo Utara Regency. The study employed a qualitative method with a case study approach, involving eight key informants consisting of farmers, village officials, and middlemen. Data were collected through in-depth interviews, field observations, and documentation. The findings reveal two main forms of dependency: economic dependency, which includes the need for agricultural capital, production facilities, and household necessities; and social dependency, characterized by reciprocal relationships based on trust and indebtedness. Middlemen not only serve as financial providers but also assist in meeting educational, household, and traditional ceremonial expenses, reinforcing an unequal patron-client relationship. Based on Robert Putnam's theory of social capital, the relationship between farmers and middlemen demonstrates strong bonding social capital within the community but weak bridging social capital connecting farmers to formal economic institutions. The adaptive strategies adopted by farmers to reduce dependency include forming independent farmer groups, establishing internal savings and loan activities, and collaborating with local cooperatives. The study implies the importance of strengthening social capital, improving financial literacy, and empowering farmers economically through inclusive access to capital and community-based institutional support.
