Abstract

This article aims to examine the issue of infrastructure development in Papua Province, Indonesia. This article specifically discusses the problems confronted during the process of infrastructure development in Jayapura and the challenges in expanding them. The method used in this study is the qualitative method with a case study approach, wherein the infrastructure development case selected is the Papua Bangkit Stadium and Holtekamp Bridge located in Jayapura. Both infrastructure development cases serve as sample cases that show the extent of infrastructure development impact in Papua, and the issues that were confronted, starting from the development process up to the expansion. The study results indicate that although previous studies have shown positive correlation between development and welfare, in reality, there are several problems occurring in Papua’s infrastructure development. Preparedness of human resources, cultural issues, and weak coordination between every level of regional government institution, these are the main problems in Papua’s infrastructure development. This article is expected to assist in resolving the issues found in Papua’s infrastructure development, and to provide recommendations for resolving those issues.

Abstract

This study examines the role of government in supporting alternative economic empowerment for Cap Tikus producers in Kumelembuai Village, North Sulawesi. Cap Tikus, a traditional alcoholic beverage made from palm sap, is a key source of income and cultural identity for the local community. However, heavy dependence on its production and the agricultural sector exposes villagers to economic risks. Through a review of current conditions and literature, this research highlights the need for economic diversification to improve community resilience and welfare. The study emphasizes the importance of government intervention—such as training, capital support, and market access—in facilitating sustainable economic development. Findings aim to inform policy strategies that strengthen local economies and reduce reliance on a single income source.

Abstract

The use of Artificial Intelligence (AI) in public administration presents both opportunities and challenges for governance. While AI can enhance political participation through data utilization, digital transparency, and public oversight, it also raises concerns over transparency, accountability, privacy, bias, and inequality. This study seeks to identify the dual role of AI in shaping political participation within governance. Using a descriptive literature review of studies and policy documents, the findings show that AI can expand citizen engagement beyond electoral processes but may also deepen participation gaps among social groups if ethical and inclusive governance frameworks are not ensured.

Abstract

Evaluating Digital-Based Birth Certificate Service Quality at the Population and Civil Registration Office of Tomohon City. Digital-based birth certificate services represent a concrete manifestation of bureaucratic transformation anchored in information technology. However, the success of this transformation cannot be measured solely by the availability of digital infrastructure; it must be critically evaluated from the perspective of real user experience. This study aims to evaluate the quality of birth certificate services at the Population and Civil Registration Office of Tomohon City in the post-pandemic period (July–December 2025), using three dimensions of the ServQual model operationalized in the digital public service context: tangible, reliability, and responsiveness. A descriptive-evaluative qualitative approach was employed with data collected through in-depth interviews, observation, and documentation. The evaluation results reveal that despite the end of the pandemic and the full operation of the e-Dukcapil system, the gap between technological capacity and human resource readiness as well as community digital literacy remains a persistent structural barrier. The novelty of this study lies in its analysis of the technology-readiness gap in civil registration services in the post-pandemic era in a high-HDI region, which paradoxically still faces a digital service quality deficit.
