Abstract

Penelitian ini bertujuan untuk menganalisis profesionalitas aparatur sipil negara dalam pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kepulauan Sangihe. Penelitian ini tergolong adalah metode penelitian deskriptif dengan pendekatan kualitatif, yang mengambarkan bagaimana situasi sebagaimana memahami fenomena-fenomena tentang Profesionalitas Aparatur Sipil Negara Dalam Pelayanan Publik di Dinas Kependududukan dan Pencactatan Sipil Kabupaten Kepulauan Sangihe. Penelitian ini menggunakan jenis penelitian deskriptif dengan pisau analisis Sobandi (2002:64) yang menyebutkan bahwa profesionalitas adalah suatu tingkah laku atau suatu tujuan atau rangkaian kualitas yang menandai atau melukiskan coraknya atau profesi berdasarkan aturan atau kemampuan kompetensi dari seseorang alam bertindak dan bertingkah laku sesuai dengan profesi berdasarkan aturan, yang ditentukan dari: (1) Ahli (Expertise); (2) Mandiri (Autonomy); (3) Tanggung jawab (Responsibilty). Hasil penelitian menunjukkan bahwa: 1) pekerjaan selalu terhalangi dengan kurangnya pegawai, 2) dokumen masyarakat belum lengkap, 3) pegawai yang bekerja sebagian belum sesuai dengan kompetensi tetapi hanya berdasarkan pengalaman kerja 4) saat tertentu terdapat sikap kompromi yang berdampak pada hasil kerja belum sesuai dengan apa yang diharapkan. Untuk itu disarankan sebaiknya 1) Dilakukan perbaikan kualitas Sumber Daya Manusia, 2).pengadaan sarana prasarana untuk kepentingan pelayanan, 3).sosialisasi kepada masyarakat mengenai kelengkapan administrasi kependudukan yang harus disiapkan oleh masyarakat, 4). ditingkatkan kemandirian 5). ditingkatkan tanggung jawab ASN.Kata Kunci : Profesionalitas Aparatur Sipil Negara, DUKCAPIL

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis, mendeskripsikan danbagaimana implementasi kebijakan bantuan langsung tunai untuk masyarakatterdampak COVID-19 di Kelurahan Sumalangka, Kecamatan Tondano Utara yangdiatur dalam Keputusan Menteri Sosial Republik Indonesia Nomor 161 Tahun2020. Penelitian ini menggunakan pendekatan kualitatif, dengan teknikpengumpulan data observasim wawancara dan dokumentasi. Hasil penelitianmenunjukkan bahwa proses penetapan penerimaan Bantuan Langsung Tunai(BST) telah dilakukan dengan tepat sesuai petunjuk teknis Kementrian SosialRepublik Indonesia. Meskipun demikian masih ada beberapa kekurangan yangharus diperbaiki. Seperti, ada beberapa penerima yang sebenarnya masih dalamkondisi ekonomi yang baik di era pandemi. Begitu juga dalam prosespendistribusian Bantuan Sosial Tunai (BST) akan membuat klaster baru COVID-19 karena ramai yang antri. Meski Bantuan Sosial Tunai (BST) belum mampumemenuhi kebutuhan sehari-hari, sebagian besar penerima mengaku merasaterbantu dengan kebijakan ini.

Abstract

Tujuan dari penelitian ini adalah untuk Menganalisis pengelolaan kinerja pegawai yang digunakan oleh FIS UNIMA. Metode penelitian yang digunakan adalah kualitatif. hasil yang didapatkan adalah Komitmen pemimpin sangat berperan dalam keberhasilan penerapan manajemen kinerja karena penerapannya memerlukan perubahan mindset dari para pegawai untuk mendukung kebijakan penganggaran berbasis kinerja dan output kegiatan. Tantangan dalam penerapan manajemen kinerja dapat dibagi ke dalam tantangan internal dan eksternal. Tantangan internal terutama dalam menyusun instrumen yang efektif untuk memobilisasi sumber daya yang dimiliki, terutama dengan keterbatasan kapasitas SDM dan infrastruktur yang ada. Selain itu, tantangan internal lainnya adalah mengatasi resistensi atas perubahan itu sendiri.

Abstract

Human Resources are the main principle in an organization to achieve the expected goals. The performance of employees, especially at the Institute of Domestic Administration (IPDN) North Sulawesi Campus, requires evaluation, especially for civil service educators, namely caregivers. This study aimed to determine the performance and factors that affect the performance of employees (caregivers) at IPDN North Sulawesi Campus. The research used a qualitative approach, while the data collection techniques in this study are observation, interviews, and documentation. The informants in this study were the Head of the Civil Service Administration, the Head of the Parenting Subdivision, the employees (caregivers), and the IPDN Praja North Sulawesi Campus. In general, the results of this research are; 1) The performance of employees (caregivers) of IPDN North Sulawesi Campus is in a reasonably good category, this is based on the results of research where from five employee performance indicators, there are still two indicators included in the good enough category, namely “service orientation and work discipline, 2) Factors that affect the performance of employees (caregivers) of IPDN North Sulawesi Campus, there are four namely a) HR development, b) work motivation, c) supervision and d) work environment. It can also be seen that of the four factors that affect employee performance, only one factor supports the performance of IPDN North Sulawesi Campus employees, namely the work environment. In comparison, the other factors are HR development and work motivation. Furthermore, supervision does not support IPDN North Sulawesi Campus employees (caregivers) taking out the job.

Abstract

This research aims to describe the implementation and the aspects that hinder the No Smoking Area Policy at the Tomohon’s DPRD Secretariat Office. This research uses descriptive qualitative method. The data in this study were obtained from interviews and documentation. The informants in this study were the Head of the Trial and Legislation Section, the Head of the Trial, Minutes and Publications Sub-Section, the Head of the Equipment and Household Sub-Division, as well as the staff of the Tomohon’s DPRD Secretariat Office. The results of the study show that the implementation of the No Smoking Area policy at the Tomohon’s DPRD Secretariat Office has not been fully implemented properly. The socialization has been carried out since the implementation of the No Smoking Area policy. The readiness for implementation has not fully demonstrated an attitude that supports the No Smoking Area policy at the Tomohon City DPRD Secretariat Office. There are still employees who do smoking activities not in the space provided. The office head has not implemented strict sanctions related to the Non-Smoking Area.

Abstract

This research aims to describe community participation in paying land and building taxes in Bitung Barat Village, Dua Maesa District. The research method used is descriptive qualitative. Research location in West Bitung Village Two Maesa District, Bitung City. Data collection uses observation, interview and documentation techniques. Data analysis through data reduction, data presentation and drawing conclusions. The validity of the data used in research, namely Credibility, Transferability, Dependability, Confirmability. The results of the research show that it is concluded that community participation in paying land and building taxes in Bitung Barat Dua Village, Maesa District is based on 2 indicators, namely: 1). Related to the reason why people who are taxpayers do not pay taxes is due to a lack of motivation from the taxpayer community regarding the importance of paying land and building taxes. 2) the efforts made by the government to foster motivation and understanding among the taxpayer community, namely outreach to the taxpayer community, have not been accepted by the community, this means that there are still many people who are in arrears and are lazy about paying taxes. Penelitian ini bertujuan untuk mendeskripsikan partisipasi masyarakat dalam membayar pajak bumi dan bangunan di Kelurahan Bitung Barat Kecamatan Dua Maesa. Metode penelitian yang digunakan adalah deskriptif kualitatif. Lokasi Penelitian di Kelurahan Bitung Barat Dua Kecamatan Maesa Kota Bitung. Pengumpulan data menggunakan teknik observasi, wawancara dan dokumentasi. Analisis data melalui Reduksi Data, Penyajian Data dan Penarikan Kesimpulan. Keabsahan data yang digunakan dalam penelitian, yaitu Credibility, Transferability, Depenability, Confirmability. Hasil penelitian menunjukkan bahwa menyimpulkan bahwa partisipasi masyarakat dalam membayar pajak bumi dan bangunan di Kelurahan Bitung Barat Dua Kecamatan Maesa berdasarkan 2 indikator yaitu: 1). Terkait dengan penyebab masyarakat yang merupakan wajib pajak, tidak membayar pajak karena kurangnya motivasi dari masyarakat wajib pajak mengenai pentingnya membayar pajak bumi dan bangunan. 2) upaya yang dilakukan pemerintah dalam menumbuhkan motivasi dan pemahaman bagi masyarakat wajib pajak yaitu sosialisasi kepada masyarakat wajib pajak belum dapat diterima oleh masyarakat, hal ini masih banyak masyarakat yang menunggak, malas, untuk membayar pajak.

Abstract

This research aims to determine Public Service Ethics at the Regional Development Planning Agency Office of North Sulawesi Province. This research was carried out at the Regional Development Planning Agency of North Sulawesi Province. The type of research used is qualitative research, with data collection techniques through observation, interviews and documentation. The data obtained was analyzed descriptively qualitatively. The number of informants was 6 people. Based on the research results, it shows that public service ethics from the aspects of equality of rights, justice, loyalty and responsibility have not worked well and optimally. This can be seen from 1) Equality of Rights (equality), this is based on Equality of Rights in serving incoming guests, employees still discriminate. 2) Justice, this is based on unfair treatment which of course can be detrimental, and is not in line with the fifth principle, namely social justice for all Indonesian people. 3) Loyalty, this is based on a lack of employee loyalty, where due to environmental influences that cause a sense of loyalty to fade, employees have not fully complied with applicable official regulations. 4) Responsibility (responsibility) this is based on the employee's responsibility in carrying out and adjusting his work which has not gone well. Efforts given in public service ethics include maintaining and paying more attention to service ethics so that they are more effective and efficient, providing equitable services regardless of race, ethnicity, religion, politics, etc., increasing loyalty to work, being more responsible for every task and responsibilities given. Penelitian ini bertujuan untuk mengetahui Etika Pelayanan Publik di Kantor Badan Perencanaan Pembangunan Daerah Provinsi Sulawesi Utara. Penelitian ini dilaksanakan di Badan Perencanaan Pembangunan Daerah Provinsi Sulawesi Utara. Jenis penelitian yang digunakan yaitu penelitian kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Data yang diperoleh dianalisis secara deskriptif kualitatif, Jumblah informan yaitu 6 orang. Berdasarkan hasil penelitian menunjukkan bahwa etika pelayanan publik dari aspek persamaan hak, keadilan, kesetiaan, tanggung jawab belum berjalan dengan baik dan maksimal. Hal ini dapat dilihat dari 1) Persamaan Hak (equality) hal ini didasarkan pada Persamaan Hak dalam melayani tamu yang datang pegawai masih membeda-bedakan. 2) Keadilan (justice) hal ini didasarkan pada adanya perlakuan yang tidak adil yang tentunya dapat merugikan, dan tidak selaras dengan sila kelima yaitu keadilan sosial bagi seluruh rakyat Indonesia. 3) Kesetiaan (loyality) hal ini didasarkan pada kurangnya kesetiaan pegawai dimana karna pengaruh lingkungan yang membuat pudarnya rasa kesetiaan, pegawai belum sepenuhnya menaati peraturan kedinasan yang berlaku. 4)Tanggung Jawab (responsibility) hal ini didasarkan pada tanggung jawab pegawai dalam melaksanakan dan menyesuaikan pekerjaannya belum berjalan dengan baik. Upaya-upaya yang diberikan dalam etika pelayanan publik yaitu sebaiknya lebih mempertahankan dan memperhatikan etika pelayanan agar lebih efektif dan efisien, memberika pelayanan yang merata tanpa memandang ras, suku, agama, politik dll, meningkatkan kesetiaan terhadap pekerjaan, lebih bertanggung jawab terhadap setap tugas dan tanggung jawab yang diberikan.

Abstract

The purpose of this research is to describe, analyze and describe how the management of the Non-Subsidized Solar Industrial Fuel trading business permit in Bitung City. What are the factors that hinder the processing of Non-Subsidized Fuel Trading Business License for Industrial Solar in Bitung City The research method uses a qualitative approach. Data collection techniques using interviews, documentation studies and observation. The results showed that the commercial business license policy for downstream oil and gas business activities in Bitung City has not been implemented properly because there are business actors who do not take care of the Commercial Business License even though they have been trading in Bitung City and its surroundings. There are obstacles in managing the Commercial Business License in Bitung City, namely the submission of files and management must be done directly to the Ministry of Energy and Mineral Resources because there is no representative authority in Bitung City.

Abstract

This research aims to find out the process of supervision of alcoholic beverages in Kumelembuai Village, Kumelembuai District, South Minahasa Regency using a qualitative approach, with data collection techniques namely: observation, interviews and documentation. The data sources in this research are: Legal apparatus, local government, sellers of alcoholic beverages in Kumelembuai Village. The results showed that: (1) Lack of Supervision from the Government, 2) the seller does not have a license in the sale of alcoholic beverages. 4) Sellers lack knowledge about policies governing alcoholic beverages. 5) Sanctioning measures are only in the form of appeals to sellers of alcoholic beverages. For this reason, it is recommended that 1) Increase supervision regularly and periodically, not just on certain days or during holidays. 2) The government must also socialize information about making a Trade Business License (SIUP) 3) The government must apply strict and consistent sanctions against violations of the sale of alcoholic beverages.

Abstract

Ethical considerations in the implementation of public services have serious implications for developing public issues, where negligence in complying with moral principles can result in inequality in public policy. This negative impact can involve individuals or groups who become victims of immoral policies. Public services, as an instrument for improving collective welfare, are threatened with being marginalized due to inadequate services, less than optimal implementation of tasks, and the tendency to prioritize personal and certain group interests. This research aims to analyze Public Service Ethics at the North Sulawesi Province Regional Development Planning Agency Office. The research method used is qualitative descriptive research, with data collection techniques through observation, interviews and documentation. The data obtained was analyzed descriptively qualitatively. The research results show that implementation of the concepts of equal rights, justice, loyalty and responsibility is not yet optimal. In terms of equal rights, it appears that awareness of the importance of providing equal services to all citizens is still low among employees. In the aspect of justice in public services, it is also still hampered by limited facilities, lack of emphasis on honesty, and personal interference which creates inequality. In the dimension of employee loyalty to their duties and responsibilities, it has also not reached the optimal level. Factors such as the dynamics of the work environment, lack of time discipline, resistance to criticism, and lack of awareness of responsibility affect employee performance. Therefore, to improve the quality of public services, it is necessary to carry out improvement efforts that focus on increasing employee awareness, discipline and loyalty to their duties and responsibilities. Implementation of strong public service ethics is the key to creating a service environment that is equal, fair and responsive to community needs.
