Abstract

AbstractNatural disasters like floods and hurricanes happens often in Philippines, causing damage to public infrastructure and agricultural land. Naga City, a growing city in Philippines, is no exception. The disaster recovery process is often iterative and works top-down, so that the provided help is only temporary and inefficient. This lack of efficiency is caused by the non- involvement of the community during planning process. The problem can be solved by implementing cultural strategy and community involvement in recovery process to increase community resilience. The local spirit of mutual assistance, bayanihan, is widely spread throughout Naga City’s social culture. The Barangay Hall, a space that serves as administrative office and public space, is where the community gathers. The cultural potential of Naga City’s community is explored to design post-disaster facility. This study aims to find elements of local culture that can be applied in post-disaster building design. Through literature review, this study incorporates bayanihan culture and disaster-resilient building principles to propose a new type of Barangay Hall as a post-disaster facility. This study produced a Barangay Hall design that accommodates activities to improve community-building, providing safe place during emergency, and is independently self-supporting.Keywords: Natural Disasters, Evacuation Center, Resilience, Philippines, Cultural approachAbstrakFilipina sering mengalami bencana alam, seperti banjir dan angin topan, yang mengakibatkan kerusakan pada infrastruktur publik dan lahan pertanian. Hal ini juga dialami oleh Kota Naga, kota yang sedang berkembang di Filipina. Proses pemulihan pascabencana seringkali dilakukan secara terpusat dan menggunakan pendekatan top-down, sehingga terkadang bantuan yang diberikan hanya beroperasi pada kurun waktu tertentu saja dan selanjutnya terbengkalai. Ketidakefisienan tersebut timbul akibat tidak adanya partisipasi masyarakat dalam proses pemulihan pascabecana. Pendekatan budaya yang melibatkan masyarakat pada proses pemulihan lebih ideal untuk mewujudkan resiliensi masyarakat. Di Kota Naga sendiri, masyarakat memiliki semangat gotong-royong yang kuat, yang disebut bayanihan. Budaya masyarakat tersebut tercermin dalam tipologi bangunan khas lokal, Barangay Hall, yang berfungsi sebagai kantor administrasi dan tempat kegiatan komunal. Pada studi ini, potensi budaya Kota Naga akan dieksplorasi untuk merancang fasilitas pascabencana berupa bangunan pusat evakuasi. Melalui kajian literatur, studi ini memasukkan budaya bayanihan dan prinsip-prinsip bangunan tanggap bencana untuk mengusulkan tipologi Barangay Hall yang baru sebagai fasilitas pascabencana.  Studi ini menghasilkan perancangan Barangay Hall yang mewadahi kegiatan komunitas untuk meningkatkan kerja sama masyarakat, memberikan tempat yang aman untuk berlindung saat evakuasi, serta mampu mendukung keberlanjutan bangunan dan lingkungan secara mandiri.

Abstract

During the "lockdown" of the COVID-19 pandemic from March to August of 2020, everyone was required to work and study online from home and limit social interaction.  For architecture schools to transfer lecture activities online is challenging. This is because the majority of architecture school courses are studio-based with an emphasis on teachers directly reviewing student work and providing feedback in the form of scribbles. Additionally, site visits are necessary throughout the design process. The purpose of this paper is to gain a deeper understanding of the significant aspects of online design studios from the perspective of first- and second-year undergraduate architecture students during the pandemic. In an online survey, students were asked about their opinions of online design studios and their preference for online or hybrid design studios (a combination of online and limited face-to-face studios) in the following semester. According to the findings of the study, respondents have varying preferences for online design studios based on the length of their studies and the drawing technique used for their assignments. The evaluation identifies three significant aspects of online design studios: the studio system, the supervision process, and the media and facilities. EVALUASI STUDIO DESAIN ARSITEKTUR ONLINE SAAT PANDEMI COVID-19Selama "lockdown" pandemi COVID-19 dari Maret hingga Agustus 2020, semua orang diharuskan bekerja dan belajar secara daring dari rumah serta membatasi interaksi sosial. Dalam pendidikan arsitektur mentransfer kegiatan perkuliahan secara online merupakan hal yang sulit. Hal ini dikarenakan mayoritas mata kuliah sekolah arsitektur berbasis studio, dengan penekanan pada dosen yang meninjau langsung hasil karya mahasiswa dan memberikan umpan balik berupa coretan. Selain itu, kunjungan ke lokasi diperlukan selama proses desain. Tujuan dari makalah ini adalah untuk mendapatkan pemahaman yang lebih dalam tentang aspek signifikan dari studio online dari perspektif mahasiswa arsitektur sarjana tahun pertama dan kedua selama pandemi. Survei online menggunakan skala Likert dan pertanyaan terbuka dilakukan untuk menanyakan pendapat, 178 mahasiswa tentang studio online dan preferensi mereka untuk studio online atau studio hybrid (gabungan studio online dan studio tatap muka terbatas) pada semester berikutnya. Menggunakan analisis deskriptif, data menunjukkan responden memiliki preferensi yang berbeda-beda untuk studio online berdasarkan lama studi mereka dan teknik menggambar yang digunakan untuk tugas mereka. Evaluasi mengidentifikasi tiga aspek signifikan dari studio online: sistem studio, proses pengawasan, dan media dan fasilitas.

Abstract

Usaha penangkapan mini purse seine merupakan suatu usaha yang paling besar dalam menambah nilai produksi ikan di PPP Morodemak. Nelayan juragan mini purse seine merupakan nelayan yang memiliki suatu usaha penangkapan ikan. Pendapatan yang diterima nelayan juragan mini purse seine umumnya tinggi dengan tingkat kesejahteraan lebih baik. Pendapatan yang tinggi mengakibatkan pengeluaran yang dikeluarkan juga tinggi dan digunakan nelayan untuk mencukupi segala kebutuhan primer maupun sekundernya baik untuk konsumsi pangan maupun non pangan. Penelitian ini bertujuan untuk menganalisis karakteristik nelayan juragan, menganalisis faktor yang berpengaruh terhadap pendapatan dan pengeluaran nelayan mini purse seine di PPP Morodemak. Metode yang digunakan adalah metode deskriptif bersifat studi kasus. Jumlah sampel sebanyak 39 orang nelayan juragan. Teknik pengambilan sampel menggunakan metode purposive sampling. Metode pengumpulan data dilakukan dengan metode observasi, wawancara, dan dokumentasi. Analisis data menggunakan regresi linear berganda dengan software SPSS 20. Hasil dari penelitian yaitu usia nelayan juragan mini purse seine di PPP Morodemak didominasi berusia antara 50-56 tahun, pendidikan terakhir nelayan juragan mayoritas pada tingkat SD. Pengalaman kerja nelayan juragan didominasi antara pengalaman 5-10 tahun, dan nelayan juragan didominasi dengan jumlah tanggungan sebanyak 3 orang. Faktor yang berpengaruh terhadap pendapatan melaut yaitu pengalaman kerja, hasil tangkapan, kepemilikan kapal, umur nelayan, dan jumlah ABK dengan R square 98,3%. Secara parsial (individual) faktor yang berpengaruh yaitu pengalaman kerja, hasil tangkapan, kepemilikan kapal, dan jumlah ABK. Faktor yang berpengaruh terhadap pengeluaran yaitu pendapatan, jumlah tanggungan keluarga, pendidikan nelayan, dan umur nelayan (R square 90,9%). Secara parsial (individual), faktor yang mempengaruhi pengeluaran yaitu pendapatan.

Abstract

The concept of "Highest and Best Use" (HBU) refers to the optimal utilization of a property that would result in the highest value or benefit. In the context of a heritage building, which conceives historical or cultural significance, adaptive reuse concept becomes particularly relevant. Adaptive reuse involves repurposing a heritage building, such as a former factory building, for a new function that aligns with its historical and architectural characteristics. This approach allows for the preservation of the building's heritage value while also meeting contemporary needs and promoting sustainable development. This study examined the incorporation of HBU features in the three conversions of historical former factory buildings into tourist attractions, namely De Tjolomadoe, Rumah Atsiri, and The Heritage Palace. This study utilized four dimensions of HBU—the legal, physical, financial, and the maximum production dimension—to evaluate the three previous cases that employed adaptive reuse strategies. Results indicated that De Tjolomadoe serves as a noteworthy illustration of the effective implementation of HBU in renovating historical buildings, as evidenced by its achievements.

Abstract

Bandung municipality, home to more than 2.5 million residents, ranks as Indonesia's third most populous city and functions as the administrative center of West Java Province. The city is a notable tourist destination and has experienced significant development, highlighted by important events such as the Smart City Declaration in 2015 and the inaugural Asian African Conference in 1955. Among its 21 museums, seven are under private management and play a crucial role in preserving cultural heritage and boosting urban tourism. This study aimed to improve the management and operational efficiency of these seven private museums in Bandung. Machine learning techniques, statistical methods, and the particle swarm optimization (PSO) algorithm were utilized to improve visitor experience, lower operational costs through decarbonization, and promote environmentally sustainable practices. The research employed K-means clustering, scatter plots, and multidimensional scaling (MDS) to categorize data and pinpoint the most effective museum exploration routes. At the same time, the Orange software package facilitated the machine learning application in this study. These techniques not only contribute to the preservation of Bandung's cultural folklore, such as the stories of Sangkuriang and Lutung Kasarung, but also create a framework for urban tourism management. The findings enhance the discussion on the integration of technology in heritage and tourism by providing valuable insights for improving museum operations, reducing costs, decarbonizing, and safeguarding cultural assets. The findings carry important implications for both national and international contexts and foster the sustainable development of cultural tourism.

Abstract

The rise of flexible work styles in major cities has led to the emergence of alternative workspaces outside traditional office settings, including cafés, coworking spaces, and libraries. This study examines how café locations in city centres, when utilised as alternative work settings, can enhance work-life balance. The research employs a mixedmethods approach, combining spatial observation using Google Maps with a two-week tracking of respondents’ movements via Google Timeline. The findings reveal that most respondents prefer working in cafés situated in the city centre, particularly in areas such as Dago, Braga, Gasibu, and Buah Batu. Key factors influencing location preference include high accessibility, spatial proximity between functions, a diverse range of activities, and a visually appealing urban atmosphere. The study concludes that cafés in the city centre have evolved beyond their commercial function to become integral parts of the urban work-life environment, supporting both productivity and psychological well-being in contemporary urban life.
