Abstract

ABSTRACT In recruiting candidates for Civil Servants (CPNS), the government issued several policies according to the problems and results of the evaluations carried out. Through the Passing Grade system the government strives to establish quality CPNS with the expected standards in accordance with the mandate of bureaucratic reform. But in reality the recruitment carried out with the Passing Grade as regulated in Permenpanpan-RB Number 37 of 2018 is not as expected where the average pass rate is below 10% and there are areas that do not pass at all or pass zero percent . This condition shows that in addition to the quality of human resources not as expected, there are also disvarites (gaps) that occur between regions, both provinces and districts / cities. The conclusion of this study is that the government has not been careful in measuring the level of quality of human resources, resulting in budget inefficiency in recruitment. The recommendation conveyed is that in addition to accuracy in measuring the quality of human resources, it can also take into account the disparities / disparities between regions as shown in the Index parameter.s Human Development (IPM).

Abstract

Spatial inequality occurs because the rate of availability of geospatial data has not been able to catch up and meet user needs. The root of the problem occurs because the network nodes in the area have not yet been formed or dissolved. The institutional status of network nodes at the provincial level as of October 2018, only 20 out of 34 provinces are operational, with 4 institutional options, namely UPT, Bappeda, Ad Hoc Regional Secretary and Ad Hoc Diskominfotik. This triggered anxiety for 14 regions that had not yet formed network nodes and 3 other UPTDs that were still awaiting evaluation results. To determine the institution of ideal geospatial information, BIG has conducted a study of institutional arrangements to realize effective and efficient regional apparatus organizations according to their duties and functions. The study with qualitative research methods was carried out by analyzing criteria and rating on institutional aspects in order to strengthen IDSN, based on applicable policies and laws as well as the results of the network node operationalization questionnaire in the province. Furthermore, the study was strengthened using quantitative research methods by comparing the costs and benefits of each institutional option (cost and benefit analysis) through the net present value approach. The results of the two methods are 2 alternative institutional geospatial information with the best value, namely Option 1 UPTB (Ideal for the long term) and Option 3 Ad Hoc in Regional Secretary (Quick Win for the medium term).

Abstract

SMA Negeri 3 Ponorogo merupakan salah satu lembaga pendidikan yang menghadapi tantangan dalam menyesuaikan diri terhadap perubahan kurikulum agar dapat terus menjaga dan meningkatkan mutu layanan pendidikan. Tantangan tersebut muncul seiring dengan dinamika kebijakan nasional, implementasi Kurikulum Merdeka, dan meningkatnya persaingan antar sekolah dalam memberikan pelayanan pendidikan yang berkualitas.Penelitian ini menggunakan pendekatan kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Sumber data diperoleh dari berbagai pihak yang terlibat langsung dalam pelaksanaan pendidikan di sekolah, yaitu kepala sekolah, wakil kepala bidang kurikulum, dan guru. Data dianalisis menggunakan model Miles, Huberman, dan Saldana, yang meliputi proses kondensasi data, penyajian data, dan verifikasi data. Adapun tujuan dari penelitian ini adalah untuk mengetahui kesiapan SMA Negeri 3 Ponorogo dalam menghadapi perubahan kurikulum serta upaya yang dilakukan dalam menjaga dan meningkatkan mutu pendidikan. penelitian ini bertujuan untuk mengidentifikasi faktor-faktor internal dan eksternal yang memengaruhi mutu pendidikan di sekolah tersebut, serta merumuskan strategi yang dapat diterapkan dalam menghadapi dinamika kebijakan kurikulum dan perkembangan sistem pendidikan nasional. Hasil penelitian menunjukkan bahwa SMA Negeri 3 Ponorogo memiliki sejumlah kekuatan terutama pada aspek kualitas guru, ketersediaan infrastruktur pembelajaran yang memadai, serta dukungan kepemimpinan yang partisipatif dalam pengambilan keputusan. Namun, penelitian juga menemukan adanya kelemahan, terutama dalam hal kesiapan menghadapi perubahan kurikulum. Dari sisi eksternal terdapat peluang besar berupa dukungan kebijakan pemerintah terhadap Kurikulum Merdeka serta adanya potensi kerja sama eksternal dengan pihak industri dan institusi pendidikan lainnya. Meskipun demikian sekolah juga menghadapi ancaman dari ketidakpastian regulasi dan resistensi terhadap perubahan yang dapat menghambat kelancaran implementasi kurikulum baru.
