Abstract

Aviation safety is a top priority in the global aviation industry, particularly concerning Air Traffic Services (ATS) which plays a critical role in preventing and investigating aircraft accidents and incidents. This literature review aims to analyze and synthesize findings from previous research on ATS Safety investigations, focusing on aircraft accidents and incidents during the period 2015-2024. The method employed is a narrative literature review using a targeted search strategy, drawing on relevant peer-reviewed journal articles, academic books, and official documents related to ATS Safety investigation. Inclusion criteria encompass peer-reviewed journal articles, official investigation reports from ICAO, KNKT, FAA, IATA, and Eurocontrol, as well as relevant case studies. A total of 28 sources were identified through a targeted search strategy, all of which met the inclusion criteria and were analyzed in depth. Review results indicate that human factors consistently emerge as the most frequently discussed contributor to ATS-related aviation accidents and incidents, followed by technical and environmental factors. Findings also suggest that effective implementation of Safety Management Systems (SMS), continuous training for ATS personnel, and the use of modern surveillance technology can significantly reduce accident and incident risks. This study concludes the necessity of a proactive approach in ATS Safety management, including the development of a strong safety culture in every air traffic service unit.

Abstract

This study was conducted to analyze the effect of ATS Inter-facility Data Communication (AIDC) messages in an effort to reduce the workload of Air Traffic Controllers (ATC) at the ACC Upper Surabaya Unit, Airnav MATSC Branch. AIDC serves as a means of exchanging flight information between different ATC systems to support smooth coordination. However, failures in AIDC message transmission at ACC Upper Surabaya still occur, requiring coordination to be shifted to manual methods (voice coordination), which potentially increases the ATC workload. This study employed a quantitative method with a Likert-scale questionnaire as the data collection technique. The data were analyzed through validity tests, reliability tests, normality tests, linearity tests, hypothesis testing (t-test), determination tests, and simple linear regression analysis using SPSS version 25.0. Furthermore, the data were analyzed using statistical methods such as Pearson Product Moment correlation and linear regression. The results showed that the Undelivered AIDC Message variable (X) had a mean value of 55.07, while the ATC Workload variable (Y) had a mean value of 60.23. The regression equation obtained was Y = 10.819 + 0.897X, with a coefficient of determination (R²) of 0.681, indicating that Undelivered AIDC Messages contributed 68.1% to the variation in ATC Workload, while the remaining 31.9% was influenced by other factors outside this study. Thus, it can be concluded that undelivered AIDC messages have a positive and significant effect on ATC workload at ACC Upper Surabaya MATSC.
