Abstract

Penelitian ini bertujuan memberikan Gambaran tentang strategi kepempinan lurah dalam memberikan motivasi kerja untuk meningkatkan pelayanan public dikelurahan teladan barat kecamatan medan kota, pendekataan yang dilakukan dalam penulisan ini ialah pendekatan kualitatif dengan subjeck penulisan ialah kelurahan teladan barat kecamatan medan kota pengumpulan data mengunakan observasi, wawancara, dan dokumentasi Data dianalisis secara kualitatif deskriptif yang didukung oleh informan. Hasil penelitian menunjukan bahwa starategi yang dilakukan lurah dengan memberikan motivasi kerja, pemberian pujian kepada yang berprestasi, memberikan pembinaan dan pengarahan serta memberikan sanksi sanksi bagi yang melakukan pelanggaran serta faktor penghambat penghambat komunikasi yang tidak efektif, masalah pribadi yang dibawah dalam lingngkungan kerja , stress dan beban kerja

Abstract

The traditional perspective that perceives disasters as acts of divine destiny underwent a critical transformation following the 2004 Indian Ocean earthquake and tsunami. This classical view, which rendered communities passive in the face of disaster risks, has been progressively replaced by a more proactive understanding. Religious scholars (ulama) have played a pivotal role in fostering this transformation, encouraging communities to adopt active, participatory, and organized approaches to disaster risk reduction (DRR). This qualitative field study, conducted in Gampong Deah Glumpang, Banda Aceh, investigates two primary aspects: the management approaches of DRR programs implemented in the village and their impact on enhancing the community’s understanding and participation in building disaster resilience two decades after the tsunami. The findings reveal that local religious leaders significantly influenced the community’s shift from perceiving disasters as unchangeable divine decrees to recognizing the importance of proactive mitigation efforts. Through religiously grounded narratives, these leaders mobilized the community to actively engage in DRR initiatives, including risk mapping, contingency planning, and environmental conservation, as facilitated by the Banda Aceh Disaster Management Agency (BPBD), the International Organization for Migration (IOM), and the Indonesian Red Cross (PMI). The integration of religious teachings with DRR frameworks proved effective in transforming perceptions, strengthening social cohesion, and fostering inclusivity, particularly for vulnerable groups.

Abstract

This article investigates disaster mitigation efforts in Gampong Jawa, Banda Aceh, focusing on the integration of diverse community elements following the devastating earthquake and tsunami on December 26, 2004. Emphasizing geographical and demographic specifics, it assesses disaster risk levels and describes the formation process of the Disaster Resilient Village (Desa Tangguh Bencana/DESTANA). The study employs a qualitative phenomenological approach to capture narratives of lives impacted by disasters and communal efforts in disaster management. The findings highlight the pivotal role of social inclusion in disaster preparedness, where high community diversity offers both challenges and opportunities for building disaster resilience. Despite improvements in disaster readiness through the DESTANA program, substantial challenges persist in internalizing disaster knowledge among immigrant populations and the disabled. This study underscores the importance of cross-sector collaboration and the utilization of local social capital to enhance the effectiveness of disaster management programs, promoting community resilience and proactive participation in disaster preparedness. Abstrak Artikel ini mengeksplorasi upaya mitigasi bencana di Gampong Jawa, Banda Aceh, dengan fokus pada cara komunitas yang beragam berintegrasi setelah gempa bumi dan tsunami yang merusak pada 26 Desember 2004. Dengan menyoroti detil geografis dan demografis, penelitian ini mengkaji tingkat risiko bencana dan menguraikan proses pembentukan Desa Tangguh Bencana. Melalui pendekatan kualitatif fenomenologis, studi ini menggali narasi dari kehidupan yang terpengaruh oleh bencana dan upaya komunal dalam manajemen bencana. Hasilnya menunjukkan bahwa inklusi sosial memiliki peranan penting dalam persiapan menghadapi bencana, dimana keragaman tinggi dalam komunitas menyajikan baik tantangan maupun peluang dalam membangun ketangguhan bencana. Meskipun program DESTANA telah membawa peningkatan dalam kesiapsiagaan menghadapi bencana, masih terdapat tantangan besar dalam menginternalisasikan pengetahuan tentang bencana, khususnya di antara penduduk pendatang dan kelompok disabilitas. Penelitian ini menegaskan pentingnya kolaborasi antar lembaga dan pemanfaatan kapital sosial lokal untuk memperkuat efektivitas program pengelolaan bencana, tidak hanya memperkuat ketangguhan komunitas terhadap bencana tetapi juga mendukung pembelajaran bersama dan partisipasi aktif dari semua anggota masyarakat.

Abstract

Armed conflict in Aceh has left long-term social consequences for women, particularly those who experienced sexual violence and the loss of family members. These impacts are not limited to psychological trauma but also involve structural vulnerability that restricts women’s access to social and economic resources in the post-conflict period. This study aims to examine the role of social capital in the recovery and empowerment of women survivors of conflict in Gampong Cot Tunong, Pidie Regency, by exploring the interconnections between traumatic experiences, community support, and the role of local institutions. This research employs a qualitative approach using a case study design. Data were collected through in-depth interviews and participant observation involving women survivors of conflict, village officials, and facilitators from a local institution, Pengembangan Aktivitas Sosial Ekonomi Masyarakat (PASKA). The data were analyzed thematically to identify patterns of structural vulnerability, experiences of trauma and social silence, and forms of social capital that have developed within the community of women survivors. The findings indicate that women survivors of conflict face multiple layers of vulnerability arising from sexual violence, the loss of family members, and limited access to public services. Nevertheless, social capital formed through trust-based relationships, solidarity among survivors, support from the village community, and facilitation by local institutions plays a crucial role in trauma recovery and the strengthening of women’s socio-economic lives. Social capital functions not only as a survival mechanism but also as a space for psychosocial recovery and collective empowerment. This study highlights that the recovery of women survivors of conflict should be understood as a social process rooted in community dynamics and the strength of local social capital. Abstrak: Penelitian Konflik bersenjata di Aceh meninggalkan dampak sosial yang berkelanjutan terhadap kehidupan perempuan, khususnya mereka yang mengalami kekerasan seksual dan kehilangan anggota keluarga. Dampak tersebut tidak hanya berupa trauma psikologis, tetapi juga kerentanan struktural yang membatasi akses perempuan terhadap sumber daya sosial dan ekonomi pascakonflik. Penelitian ini bertujuan untuk menganalisis peran modal sosial dalam proses pemulihan dan penguatan perempuan korban konflik di Gampong Cot Tunong, Kabupaten Pidie, dengan menyoroti keterkaitan antara pengalaman trauma, dukungan komunitas, dan peran lembaga lokal. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam dan observasi partisipatif terhadap perempuan korban konflik, aparat gampong, serta pendamping dari lembaga lokal Pengembangan Aktivitas Sosial Ekonomi Masyarakat (PASKA). Analisis data dilakukan secara tematik untuk mengidentifikasi kerentanan struktural, pengalaman trauma dan keheningan sosial, serta bentuk-bentuk modal sosial yang berkembang dalam komunitas perempuan korban konflik. Hasil penelitian menunjukkan bahwa perempuan korban konflik menghadapi kerentanan berlapis yang bersumber dari kekerasan seksual, kehilangan anggota keluarga, dan keterbatasan akses terhadap layanan publik. Namun demikian, modal sosial yang tumbuh melalui relasi saling percaya, solidaritas sesama korban, dukungan masyarakat gampong, serta pendampingan lembaga lokal berperan penting dalam pemulihan trauma dan penguatan kehidupan sosial-ekonomi perempuan korban konflik. Modal sosial tidak hanya berfungsi sebagai mekanisme bertahan hidup, tetapi juga sebagai ruang pemulihan psikososial dan pembangunan kemandirian secara kolektif. Penelitian ini menegaskan bahwa pemulihan perempuan korban konflik perlu dipahami sebagai proses sosial yang berakar pada dinamika komunitas dan kekuatan modal sosial lokal.

Abstract

The issue of women's political participation in Aceh remains low, and the Nasdem Party is attempting to resolve this issue. This study aims to explain the policies and strategies developed by the Nasdem Party in Banda Aceh, as well as the challenges and obstacles faced by the Nasdem Party in Banda Aceh in increasing women's political participation. This study uses a descriptive qualitative approach to explore in depth the policies, strategies, challenges, and obstacles faced by the party in increasing the participation of female cadres to be actively involved in politics. Data was obtained through in-depth interviews, participatory observation, and documentation. The results of the study show that to encourage women's participation in politics, the Nasdem Party has created an affirmative policy requiring 30% female representation in its leadership and legislative candidacy and has developed a strategy to open up wider opportunities for women's participation. However, despite a formal commitment to supporting women's political involvement, the implementation of affirmative policies and participation strategies within the party is still not optimal. Structural barriers, such as weak internal party support and the lack of a sustainable leadership training system, are the main obstacles.
