Abstract

This study examines the optimization of educational financing in the context of fiscal disparities, focusing on SMAN 1 Long Bagun in Mahakam Ulu Regency, a frontier, outermost, and disadvantaged (3T) area in Indonesia. The study addresses the challenges arising from unequal regional fiscal capacity, high operational costs due to geographical constraints, and limited managerial capacity in resource utilization. The objective of this research is to analyze how the school plans, allocates, and manages its financial resources, identify the constraints faced, and formulate adaptive and contextual financing strategies. This study employs a qualitative approach with a case study design, using purposive sampling to select key informants such as the principal, school treasurer, and school committee. Data were collected through in-depth interviews, observation, and documentation, and analyzed using the interactive model of data reduction, data display, and conclusion drawing. The findings reveal that fiscal disparities significantly influence the effectiveness of educational financing, where most of the budget is allocated for basic operational needs due to high logistical costs. Despite these limitations, the school demonstrates adaptive strategies through prioritization and efficient resource management. However, limited flexibility in budget use and low innovation in alternative funding remain key challenges. The study concludes that effective educational financing in 3T areas requires not only sufficient funding but also adaptive management, strengthened institutional capacity, and context-sensitive policy support to ensure equitable education quality.

Abstract

This study examines the strategic planning of digital transformation in education through a weighted SWOT analysis approach based on Education Report Card data at SDN 005 Sangasanga. The study was motivated by the limited use of data-based planning and the suboptimal implementation of digital learning in elementary schools. The objective of this research is to identify internal and external strategic factors, analyze the implementation of weighted SWOT analysis, and formulate priority strategies for improving digital learning quality. This research employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and documentation. The data analysis technique used the interactive model of Miles, Huberman, and Saldaña, including data reduction, data display, and conclusion drawing. The findings indicate that the implementation of strategic planning based on Education Report Card data has not been fully optimized. Major obstacles include limited technological infrastructure, low digital literacy among teachers, and inadequate integration of data into school planning. However, the school demonstrates strengths in leadership commitment, teacher collaboration, and institutional willingness to adapt to digital transformation. The weighted SWOT analysis revealed that strengthening teacher digital competence, improving infrastructure, and implementing participatory data-driven planning are the main strategic priorities. The study concludes that data-based strategic planning integrated with weighted SWOT analysis can support more adaptive, measurable, and sustainable school management in the digital era.

Abstract

The decline in literacy competence and the challenges of technological disruption require secondary education units to reform conventional governance into data-driven planning. This study aims to analyze the formulation and roadmap of the Strategic Plan (RENSTRA) of SMA Negeri 1 Sangasanga for the 2026–2030 period, focusing on digital transformation and pedagogical innovation. Using a descriptive qualitative method with a case study approach, this study audited institutional capacity based on the Education Report Card instrument, then quantified it using IFAS and EFAS matrix analysis. The results showed that the school obtained an IFAS score of 2.90 and an EFAS score of 3.10, positioning the institution in Quadrant I (Growth Strategy). This strategy is operationalized into a phased five-year medium-term roadmap, starting with a digitalization foundation (E-Library) to mitigate literacy degradation, followed by character strengthening, research classes, global competitiveness, and the realization of a Smart School ecosystem by 2030. The sustainability of this roadmap is locked using the Balanced Scorecard framework and collaborative governance principles through funding diversification (government, committee, alumni, and PT ABN's CSR) and partnerships with higher education (Universitas Mulawarman). This study concludes that the synchronization of data-driven planning, digital ecosystem integration, and partnership resilience are the critical success factors for transforming school quality without abandoning the roots of local wisdom.
